The Animal Shelter Board for the Town of Trophy Club,Texas, met in a Regular Session on Tuesday,June 21,2016.
The meeting was held within the boundaries of the Town and was open to the public.

CALL TO ORDER AND ANNOUNCE A QUORUM
Chairman Edstrom called the meeting to order and announced a quorum at 6:31 p.m.
CITIZEN PRESENTATIONS
Citizens are allowed three(3)minutes to address the Board regarding an item over which the Board has policy or
oversight authority as provided by Texas law,the ethics order,or other policy order.
No citizens addressed the Commission.
REGULAR SESSION
1. Review and take appropriate action regarding the approval of past meeting minutes dated:

Chairperson Edstrom entertained a motion to approve all minutes with one motion. Motion
approved by Tony Simmons, seconded by Kelly Akin and approved unanimously.

2. Review plans for the new shelter facility;discussion of same.
Chairperson Edstrom discussed the location of the new shelter facility,the area for the kennels,
washer and dryer hook-ups and a possible donation by the Friends of the Trophy Club Animal Shelter
for a washer and dryer. Chairperson Edstrom also discussed the change from iron fencing to chain
link fencing for added safety purposes. Chairperson Edstrom then introduced Philip Shoffner as the
Board's Council Liaison and Pamela Swan as the newly appointed Town resident board member.
Council Liaison Shoffner proposed a fundraiser for artificial turf and Chair Edstrom added the need for
a canopy or tree cover to cool the turf. Board member Swan inquired about water hook-ups being
provided in the fenced in area;the chair advised Council Liaison Shoffner would take that as an active
action item.
3. Review proposed tethering options for inclusion in the Town's Ordinances;discussion of same.
ACO Akin discussed the state's current Anti-Tethering Law and proposed implementing additional
restrictions to the restraining of animals to be included in the Town's ordinances. Members
discussed options regarding ACO Akins' proposal to prohibit unattended restrained animals and to
include temporary time limits for leaving a pet tethered outside while unattended. Sample language
from local municipalities that have additional restrictions and requirements for tethering/restraint
were also discussed. The chair proposed drafting an ordinance using preferred language from the
sample ordinances to present to the Town's attorney.
4. Receive Shelter Inspection Update;discussion of same.
Dr. Fusselman and ACO Akin agreed to set a date and time for an upcoming inspection, and to be
scheduled within two weeks.
5. Review animal bite protocol and provide recommendations to Town's Ordinances as needed;
discussion of same.
Chairperson Edstrom discussed a recent animal bite incident occurring in Trophy Club and the
inability of the bite victim to obtain additional information, including contact information for the
animal's owner. Sgt.Tony Simmons discussed optional ways to obtain information including Open
Records Requests;ACO Akin discussed bite report procedures including providing the victim the
biting animal's rabies vaccination status as soon as the information is confirmed.
6. ACO and Shelter Board Updates;discussion of same.
Chairperson Edstrom discussed the Town Council's approval of the keeping of fowl, based upon space
and proximity to neighboring residences, and limiting to a small number of residences within the
Town of Trophy Club. The chair also discussed the dog run change for the new Town Hall,the
recently approved veterinary hospital near Byron Nelson and Medlin schools and an update on an
abandoned dog found in Trophy Club and later adopted by a Trophy Club family.

Chairman Edstrom,made a motion to adjourn at 7:53 PM; motion seconded by Vice Chair Simmons. Motion
approved by a vote of 6-0.
