Details: Section 3.09.010 of the Town’s Code of Ordinances allows an interested party to make a request for a Meritorious Exception to the Town Council, upon recommendation by the Planning & Zoning Commission, to consider proposals that are nonconforming to the sign regulations, but may have obvious merit and may make a positive contribution to the visual environment. The Church at Trophy Lakes, located directly west of the roundabout at the intersection of Trophy Club Drive and Trophy Lake Drive, is requesting an exception to the monument sign requirements in order to replace their existing timeworn sign with a new 155.33 sq ft stone monument sign at the northwest corner of Village Trail and Trophy Lake Drive. The intent of the size and design of the proposed sign is to compliment the Town’s entryway monument sign that sits in the roundabout and is within the same view corridor as the church property. According to the table shown in Section 3.09.092 within the Code’s sign regulations, a monument sign cannot exceed 10-ft in height and 50 sq ft in area. Although the proposed sign’s height is within compliance at 4.5-ft at its tallest points on either end, the proposed monument area of approximately 155 sq ft exceeds the maximum allowable size by 105 sq ft. The portion of the proposed monument sign that contains the church’s name is 4-ft tall and 30- ft long, flanked on one side by a 5-ft long section of 4.5-ft in height that surrounds the church’s logo, and a 1.5-ft long, 4.5-ft tall column on the other side. A 2-inch decorative stone cap will run along all 36.5-ft of the monument sign. The letters and logo affixed to the monument will be dark bronze metal and backlit for subtle identification. Ornamental trees will be planted behind the monument to enhance the positive aesthetics of the sign and gateway into Trophy Club. The proposed monument sign will be built behind the property’s 30-ft building line and will not impact traffic visibility. Photos and dimensions of monument signs in Trophy Club that exceed the allowable area, per the Code of Ordinances, are attached for comparison. Commission Consideration: The practice of considering meritorious exceptions for signage is to ensure against the construction of signs of low visual quality, yet encourage progressive designs that are innovative and add appeal to its surroundings. Details: The applicant, Trophy Club Women’s Club, is requesting permission to hold the first community garage sale this spring and the second community garage sale in the fall. The Town of Trophy Club Code of Ordinances classifies a community garage sale as a Temporary Use by Special Privilege and requires approval by the Town Council, after recommendation from the Planning & Zoning Commission. The Code provides the following requirements for community garage sales: Chapter 14 - Zoning Ordinance, Section 14.02.251 - Temporary Uses (d) Community Garage Sale by Special Privilege: Upon approval by the Town Council, after recommendation by the Planning and Zoning Commission, a community garage sale shall be permitted by Special Privilege to civic organizations or non-profit organizations. Such events shall not occur more than twice annually; and each event shall be one day in duration. Approval of said Special Privilege shall be a condition to prior approval of operations of the event and the proposed locations of the garage sale sites by the Town Department of Public Safety. The spring garage sale is proposed to be held on Saturday, April 28, 2018 and the fall garage sale is planned for Saturday, October 27, 2018. No alternate rain dates have been planned or suggested. The Trophy Club Women’s Club is requesting that the events be allowed to operate from 8:00 a.m. to 2:00 p.m. on the above-mentioned dates.
