ANIMAL SHELTER BOARD
FOR THE TOWN OF TROPHY CLUB

Monday, October 29, 2018 at 6:34 P.M.
The Animal Shelter Board for the Town of Trophy Club,Texas, met in a Regular Session on
Monday October 29, 2018. The meeting was held within the boundaries of the Town and was open
to the public.

CALL TO ORDER AND ANNOUNCE A QUORUM
Chairman Edstrom called the meeting to order and announced a quorum at 6:34 p.m.
CITIZEN PRESENTATIONS
Citizens are allowed three (3)minutes to address the Board regarding an item over which
the Board has policy or oversight authority as provided by Texas law, the ethics order, or
other policy order.
No citizens addressed the Commission.
Regular Session
1. 2018-515-T Consider and take appropriate action regarding the Minutes dated June
19, 2018.
Chair Edstrom introduced the minutes and Chuck Hall made a motion to approve. Dr.
Rachel Speed made a second to the motion. Motion passed 6 to 0, unanimous approval.
2. (amended agenda item) Discussion of Freedom Dog Park parking lot cameras.
Chief Patrick Arata let the board know the Police Department is working with Council to
provide statistics for the necessity of the cameras.
3. 2018-523-T Review the roles and responsibilities of the Animal Shelter Board.
Attorney David Dodd clarified the Animal Shelter Board ordinance (2.04.004) for the duties
of the board, the limits and restrictions.Any task or discussion oriented outside of the
shelter, specifically,must come from the town council.
4. 2018-516-T Receive an update on Animal Control Officer Kristyn Dobson's training
and current certifications.
Animal Control Officer Kristyn Dobson is certified in Animal Cruelty investigation, and her
certifications are current and up to date.
5. 2018-517-T Discussion of solidifying assistance from Dr. Rachel Speed and Trophy
Club Animal Hospital for sick and/or injured dogs that are scheduled to be
impounded.
Chairman Edstrom requested cats be involved in the discussion as they are included in the
ordinance. Dr. Rachel Speed agreed to be the primary care physician for the Town of
Trophy Club Animal Control so long as it is within working business hours. Plans were
made for Trophy Club Animal Control to fill a vendor packet and complete the process.
Any dog transferred to the hospital will be isolated.
6. 2018-518-T Discussion of improvement and clarification of volunteer
communications and procedures.
Animal Control Officer Kristyn Dobson advised the board solidify an effective way of
communicating in regard to impounded dogs. Distribution lists were mentioned as a way to
solve the communication imbalance.
7. 2018-519-T Discussion of Register Rover Campaign.
Chair Edstrom emphasized the importance of registering pets and assigning numbered tags.
Under ordinance 02.01.019,owner identification tags are still required along with rabies
compliance tags.
8. 2018-520-T Receive clarification of impoundment requirements for Animal Shelter
Volunteers.
Animal Control Officer Kristyn Dobson clarifies that volunteers are not authorized to
impound any animals, officers with the Town of Trophy Club are the only people allowed to
physical place a dog into the kennels due to accountability and liability. Chief Patrick Arata
did not make a clarifying decision on if volunteers could impound dogs, at this time.
9. 2018-522-T Discussion of current adoption requirement for impounded dogs at the
end of the required impoundment holding period.
Chairman Susan Edstrom requests an adoption fee be instituted in adopting any Trophy
Club impounded animals. The purpose of the charge was clarified to be a reimbursement for
room and board of the animal impounded,and to deter wrongful adoption intentions.A
discussion took place regarding a refundable fee for proof of clinic visit after adoption.

10. 2018-521-T Discussion of scheduling an Animal Shelter Volunteer training session
date.
Chairman Susan Edstrom clarified what the Trophy Club Animal shelter needs, for example:
laundry and impound animal care. There was no discussion regarding the training date at this
time.

Chairman Susan Edstrom made a motion to adjourn at 7:33 PM;motion seconded by Chuck Hall.
Motion approved by a vote of 6 to 0.
The meeting adjourned at 7:33 PM.
