ANIMAL SHELTER BOARD
FOR THE TOWN OF TROPHY CLUB

The Animal Shelter Board for the Town of Trophy Club,Texas, met in a Regular Session on
Monday, February 25`h, 2019. The meeting was held within the boundaries of the Town and was
open to the public.

CALL TO ORDER AND ANNOUNCE A QUORUM
Chairman Edstrom called the meeting to order and announced a quorum at 6:32pm.
CITIZEN PRESENTATIONS
Citizens are allowed three (3)minutes to address the Board regarding an item over chich the
Board has policy or oversight authourity as provided by Texas law, the ethics order, or other
policy order.
No citizens addressed the Commission.
Regular Session
1. 2019-120-T Consider and take appropriate action regarding the Minutes dated
October 29, 2018.
Chairman Edstrom motioned to approve the minutes of the October meeting. Srg.
Simmons approved the minutes. Chuck Hall seconded motion. Motion passed unanimously
5-0.
2. 2019-121-T Discussion of newly defined categories of Trophy Club Animal Shelter
Volunteers, certified and non-certified, and the duties the titles involve.
ACO Dobson discussed "certified" as those authorized to impound a stray dog, thus having
access to the Shelter Manager database. They would go through a thorough background
check to achieve certification.
Those "non-certified" would be kennel technician volunteers whose duties involve walking
shelter dogs, cleaning the shelter,washing laundry, feeding the dogs, etc. Both volunteer
types have same access to the shelter.
3. 2019-122-T Discussion of newly instated policy regarding who is authorized to
impound stray dogs in the Trophy Club Animal Shelter.
Reaffirming besides the ACO and Police Officers, only Certified Volunteers are authorized
to impound a stray.
4. 2019-123-T Make a clarifying decision on the adoption fee for the Town of Trophy
Club Animal Shelter animal adoptions. Discussion of the same.
All discussed the options of fees from$30 to $50 with possible reimbursement to the
resident when they followed through with spay/neuter and rabies vaccinations, as required
by law. No decision was made. Item to be discussed again at a future meeting.
5. 2019-124-T Receive an update from ACO Dobson regarding the Trophy Club
Animal Shelter in terms of statistics of operations from the past twelve (12) months,
and any changes to procedures.
Officer Dobson presented all the stats from the past year: 52 total impounds; 45 reclaimed
by owner, 5 adoptions, and 2 sent to 501C-3 rescue groups.
6. 2019-125-T Consider and take appropriate action regarding the decision to elect Dr.
Rachel Speed,with Trophy Club Animal Hospital, as the Trophy Club Animal
Shelter primary care physician.
Chairman Edstrom made a motion to appoint Dr. Speed as the primary vet for the animal
shelter. ACO Dobson seconded the motion. Motion passed unanimously 5-0.
7. 2019-126-T Receive an update from the board regarding the impact of the Register
Rover campaign since its launch. Discussion of same.
Discussed number of pet registrations and positive benefits of the program. Discussed
added methods and avenues of brochure handouts in area stores,websites, etc. so more
residents are aware of the program.
ADJOURN
Chairman Edstrom made a motion to adjourn at 7:10 PM;motion seconded by ACO Dobson.
Motion approved by a vote of 5-0.
The meeting adjourned at 7:10 PM.
