EXECUTIVE SUMMARY
D.R. Horton is proposing to develop The Highlands at Trophy Club, a community
comprised of single family residential housing bounded by the U.S.A.C.O.E. property to
the north and east, the Trophy Club golf courses to the south, and Trophy Club Drive to
the west. As part of the zoning process, Carter & Burgess, Inc. was hired to perform a
traffic impact analysis to study the effects of the proposed development on the
surrounding area.
First, the existing and proposed conditions in the study area including the land use, the
thoroughfare system and the existing traffic volumes are identified. Next, the vehicular
trips projected to be generated by the proposed development are distributed to the
thoroughfare system. Then, the existing and proposed traffic conditions in the study area
are analyzed. Finally, based on the analysis, conclusions that summarize the traffic
conditions and recommendations to improve the traffic conditions in the study area are
presented.
In the analysis, several intersections are identified as locations at which the Highlands at
Trophy Club development will produce additional traffic and possible intersection delay.
These intersections include the SH 114 frontage road intersections and Trophy Lake
Drive, Trophy Club Drive at Trophy Lake Drive, and Marshall Creek Drive at US 377.
These intersections are discussed below.
The extension of the SH 114 mainlanes to the west should dramatically improve
the traffic conditions at the SH 114 frontage road intersections with Trophy Lake
Drive, with or without the development of the proposed Highlands at Trophy
Club.
At the intersection of Trophy Club Drive at Trophy Lake Drive, the proposed
Highlands at Trophy Club development should not cause the intersection to
deteriorate to an unacceptable LOS, but the intersection could be improved with a
traffic signal installation.
The westbound approach of Marshall Creek Drive at US 377 operates at a LOS
"F" during the PM Peak period under the No-Build Conditions. The development
of The Highlands at Trophy Club will cause this intersection approach to
deteriorate further, but the situation can be improved dramatically with a traffic
signal installation.
Overall, with improvements to several intersections, The Highlands at Trophy Club
development should not cause a detrimental impact to the traffic conditions in the study
area.

INTRODUCTION
The first portion of the report defines the purpose of the report and provides a description
of The Highlands at Trophy Club.
Studv Pur~ose
Carter-Burgess was hired by D.R. Horton - Texas, LTD. to perform a traffic impact
analysis for the proposed The Highlands at Trophy Club in the Town of Trophy Club,
Texas to determine the effect of the development on nearby intersections and the site
vicinity. The study area is bounded by U.S.A.C.O.E. property to the north and east, the
Trophy Club golf courses to the south, and Trophy Club Drive to the west. A site area
map is illustrated in Figure 1.
Proiect Description
The proposed Highlands at Trophy Club development is located on the north side of SH
114 in the Town of Trophy Club and consists of approximately 1600 single family
residential housing units, 116 condominiums/townhouses, and approximately 110,000
square feet of retail development. A layout of the current site development plan for the
proposed Highlands at Trophy Club is illustrated in Figure 2.
The study is based on current site development plans, intersection traffic movement
counts recorded in February 2006, trip generation rates published in the ITE Trip
Generation manual (7Ih edition), Synchro (Version 6 - Build 612) Traffic Signal
Coordination software, field observations, and engineering judgment.
This report documents the findings of the study.

EXISTING AND PROPOSED LAND USE
The existing and proposed land use portion of the report describes the site location,
defines the study area, and describes the existing and proposed development in the study
area.
Site Location I Study Area
The proposed Highlands of Trophy Club development is located the north side of SH 1 14
in the Town of Trophy Club, Texas. The development is bounded by the U.S.A.C.O.E.
property to the north and east, the Trophy Club golf courses to the south, and Trophy
Club Drive to the west.
The study area includes the development on the north side, SH 114 on the south side,
Trophy Club Drive on the east side, and US 377 on thewest side. A layout of the current
site development plan for the proposed Highlands at Trophy Club is illustrated in Figure
2.
Existine Development
Existing residential development is located on the southern and western sides of the
proposed Highlands of Trophy Club. The existing development in the study area is
located on the north side of SH 114 and the east side of US 377.
The proposed Trophy Club Village will be a residential development that will encompass
approximately 700 acres of currently vacant land. The development is planned to consist
of 1600 single family residential units, 116 condominium/townhouse units, and 108,900
square feet of retail development. Additionally, a Northwest Independent School Dismct
high school site is planned to be located on the north side of Marshall Creek Drive.

EXISTING AND PROPOSED TRANSPORTATION SYSTEM
The existing and proposed transportation system portion of the report describes the
existing roadway system in the study area, the existing traffic volumes in the study area,
and future improvements to the roadway system in the study area.
Thoroughfare System
The major thoroughfares in the study area include State Highway 114 and US 377. Other
roadways of significance include Trophy Club Drive, Trophy Lake Drive, Marshall
Creek Drive, and High School Road.
State Highway (SH) 114 - In the vicinity of Trophy Club, Texas, SH 114 is an east-west
freeway. At the Trophy Club Drive intersection, SH 114 includes mainlanes that pass
under Trophy Club Drive and directional frontage roads that form a diamond intersection
with Trophy Club Drive. At Trophy Lake Drive, SH 114 includes only directional
frontage roads that intersect Trophy Lake Drive.
US 377 - In the vicinity of the project area, US 377 is a north-south undivided highway.
At Marshall Creek Drive, US 377 is a four-lane undivided roadway. At Schooling Road,
US 377 is a two-lane undivided roadway.
Trophy Club Drive - Trophy Club Drive is a four-lane divided major collector. Trophy
Club Drive traverses north from it's intersection at SH 114, then turns west to intersect
Trophy Lake Drive, then turns north to intersect Marshall Creek Drive, then turns east to
serve as the primary access for the proposed Highlands of Trophy Club. The existing
Trophy Club Drive is a two lane roadway is some of the undeveloped areas, but is
planned to be expanded to four lanes with a raised median in the proposed construction.
Trophy Lake Drive - Trophy Lake Drive is a four-lane divided major collector that
connects State Highway 114 to Trophy Club Drive. Trophy Lake Drive provides a more
direct access route to the proposed development than Trophy Club Drive.
Marshall Creek Drive Marshall Creek Drive is a four lane roadway that provides east-
west connection between US 377 and Trophy Club Drive. Marshall Creek will serve as
the primary connection for access between Highlands of Trophy Club and US 377.
Future High School Road The future High School Road will be a primarily north-south
roadway that will provide a connection between Marshall Creek Drive and US 377 on the
west side of the proposed Northwest ISD high school site. The Future High School Road
will utilize the existing Schooling Road alignment at US 377. The Future High School
Road will provide an access alternative for Highlands of Trophy Club motorists traveling
to and from US 377.

Existing Traffic Volumes
24-Hour Tra/lic Counts - 24-hour traffic counts were recorded in the study area for the
locations listed below. The majority of the 24-hour traffic counts were provided by the
Town of Trophy Club. A detailed account of the recorded traffic counts is included in
Appendix A.

Intersection Trafic Movemet2t Counts - Vehicular intersection traffic movement counts
were recorded in the study area on February 22 and February 28, 2006 for the
intersections listed below. The vehicular traffic movement count for the Trophy Club
Drive at Trophy Lake Drive intersection recorded on January 415,2006 that is included in
this study was obtained from the Town of Trophy Club. The results of the traffic
movement counts indicate that the AM Peak period occurred from 7:15 AM to 8:15 AM
and the PM Peak occurred from 5:00 PM to 600 PM.

movement counts for intersections in the study area are included in Figure 4 and Figure
5, respectively. The recorded turning movement counts for the SH 114 intersections at
Trophy Club Drive and Trophy Lake Drive were manually balanced to correct
discrepancies recorded in the field. A detailed account of the originally recorded traffic
counts is included in Appendix A.

SITE TRAFFIC CHARACTERISTICS
The site traffic characteristics portion of the report describes the number of trips
generated by the proposed site and the distribution of the trips between the site and
surrounding area.
Proposed Site Trip Generation
To estimate the traffic volumes that will be produced by the proposed Highlands of
Trophy Club development, trip generation rates for each specific type of generator were
obtained from the ITE Trip Generation manual (71h edition). Based on the proposed size
and type of development and the trip generation rates, the proposed Highlands at Trophy
Club development is projected to generate 472 entering trips and 1,005 exiting trips
during the AM Peak period and 1,190 entering trips and 809 exiting trips during the PM
Peak period. However, many of the generated trips will be internal to the development
and will not affect intersections that connect the development to SH 114 and US 377.
These trips are discussed in the following section. Table 1 provides a summary of the
trips generated by the development. Detailed calculations of the trip generation are
included in Appendix B.

Once the number of trips to and from the proposed site is determined, determination of
the origin or destination of the trips will aid in determining the traffic volumes at the
study intersections that are projected to be produced by the development. The origin and
destination of trips entering or exiting the proposed development were estimated by using
the following methodology.
First, geographic zones that could produce trips to and from the development were
determined. Typically, these zones are defined by the roadway that provides the zone
with access to the study area. These zones are listed below:
Area A - areas located north of the study area that are typically accessed by US 377.
Area B - areas located southwest of study area that are typically accessed by US 377.
Area C - areas located southwest of study area that are typically accessed by SH 114.
Area D - areas located east of the study area that are typically accessed by SH 1 14 or
by using US 377, Marshall Creek and SH 1 14.
Area E - areas located south of the study that are accessed by Trophy Club.
Based on the existing traffic counts, future development, and engineering judgment,
vehicular trips entering the proposed The Highlands at Trophy Club development are
assumed to originate as listed below.
5% of the trips entering the development originate in Area A.
20% of the trips entering the development originate in Area B.
10% of the trips entering the development originate in Area C.
60% of the trips entering the development originate in Area D.
5% of the trips entering the development originate in Area E.
Similarly, the destinations of vehicular trips exiting the proposed Highlands at Trophy
Club development are listed below:
5% of the trips exiting the development are destined for Area A.
20% of the trips exiting the development are destined for Area B.
10% of the trips exiting the development are destined for Area C.
60% of the trips exiting the development are destined for Area D.
5% of the trips exiting the development are destined for Area E.
Once the number of trips tolfrom each area is determined, the intersection turning
movements for each individual trips can be determined. A summary of the turning
movement counts at the study intersections that are projected to be generated by the
proposed development is listed below in Table 2. Graphical representations of the AM
Peak and PM Peak traffic generated by the proposed development are included in Figure
6 and Figure 7, respectively. Detailed trip origin and destination calculations are
included in Appendix B.

TRAFFIC ANALYSIS
The Highlands at Trophy Club study area was analyzed using Synchro (Version 6, Build
612) traffic signal coordination software. With the available traffic data, Synchro is able
to predict vehicular delays for individual traffic movements and overall vehicular delays
at the study intersections and the Level of Service (LOS) for each vehicular movement
and the overall intersection. LOS is a qualitative measure of effectiveness describing the
operational conditions on a roadway, at an intersection, and other traffic related facilities.
LOS measures range from "A" to "F", with "A" representing the best operating
conditions and "F" representing the worst. For a signalized intersection, the LOS is
based on the vehicular delay experienced at the intersection.
Three separate analyses are performed in the traffic analysis portion of this report:
First, the No-Build Conditions analyze the existing conditions at the major intersections
in the site vicinity assuming that the proposed development is not constructed. This
analysis is based on existinglproposed lane configurations, recorded traffic volumes,
existing signal phasing, and optimized traffic signal timings as calculated by Synchro.
Second, the Build Conditions analyze the conditions at the major intersections in the site
vicinity after the construction of the proposed development. This analysis is based on
existinglproposed lane configurations, recorded traffic volumes plus traffic projected to
be generated by the development, existing signal phasing, and optimized traffic signal
timings as calculated by Synchro.
Finally, improvement alternatives were analyzed to determine the effect of various
improvements on the traffic operations at specific intersections. This analysis is based on
existing/proposed/improved lane configurations, estimated traffic at the intersection
based on the improvement, proposed signal phasing, and optimized traffic signal timings
as calculated by Synchro.

No-Build Conditions Level of Service Evaluation
The results of the traffic analysis for the No-Build Conditions for the study intersections
are summarized on the following page in Table 3. For the reporting purposes, the
diamond intersections located on SH 114 at Trophy Lake Drive and at Trophy Club Drive
are analyzed as individual intersections. Detailed analysis output files are available in
Appendix C.
The analysis indicates that the SH I14 (WBD) at Trophy Lake intersection operates at a
LOS "F" with an average delay of over two minutes during the PM Peak period. The
primary cause of the delay appears to be the high traffic volume on the westbound
approach to the intersection, which experience over two and one half minutes of delay
per vehicle, or LOS "F". Because the SH 114 mainlanes do not exist at Trophy Lake
Drive, the westbound traffic volume at this intersection includes all of the westbound SH
1 14 traffic.
The westbound approach of Marshall Creek Drive to US 377 is calculated to operate at a
LOS "F" with an average delay that exceeds six minutes. The delay for this approach
appears to occur because the westbound left-turn traff~c can not perform the desired
traffic maneuvers due to the high traffic volume on US 377 that is not controlled by a
stop sign or traffic signal. Because of the long delays for the westbound traffic, the
overall delay at this intersection is calculated to be nearly 30 seconds, which corresponds
to a LOS "D".
The overall delay at the remainder of the study intersections maintains a LOS "C" or
better during the AM Peak and PM Peak periods. However, some of the individual
approaches to the study intersections experience a LOS "D" or worse conditions. Nearly
all of the LOS "D" or worse conditions occur during the PM Peak period.

Build Conditions Level of Service Evaluation
The Build Conditions consider the effect on the study intersections if the proposed
development is constructed. The traffic volumes for the Build Conditions are calculated
by combining the existing traffic volumes with the site generated traffic volumes.
Graphical representations of the Build Conditions traffic movements for the AM Peak
and PM Peak period is provided in Figure 8 and Figure 9, respectively. The results of
the traffic analysis for the Build Conditions for the study intersections are summarized
below,in Table 4. For the reporting purposes, the diamond intersections located on SH
114 at Trophy Lake Drive and at Trophy Club Drive are analyzed as individual
intersections. Detailed analysis output files are available in Appendix D.
In the Build Conditions, the SH 114 (EBD) at Trophy Lake intersection operates at a
LOS "F" during the AM Peak period and the SH 114 (WBD) at Trophy Lake intersection
operates at a LOS "F" during the PM Peak period. Of the total vehicular traffic that
enters the diamond intersection during the AM Peak period, 16% is projected to be traffic
from Trophy Lake, 7% is projected to be SH 114 traffic accessing Trophy Lake, and 77%
is projected to be SH 114 passing by Trophy Lake. Of the total vehicular traffic that
enters the diamond intersection during the PM Peak period, 11% is projected to be traffic
from Trophy Lake, 16% is projected to be SH 114 traffic accessing Trophy Lake, and
72% is projected to be SH 114 passing by Trophy Lake.
In the Build Conditions, the Trophy Club.at Trophy Lake intersection operates at a LOS
"C during both the AM Peak and PM Peak periods. In the AM Peak period, the
southbound Trophy Club approach to the intersection is projected to experience
approximately 53 seconds of delay, corresponding to a LOS "F." In the PM Peak period,
the eastbound Trophy Club approach to the intersection is projected to experience
approximately 15 seconds of delay, corresponding to a LOS "B." The remainder of the
intersection approaches are projected to experience a LOS "A" or LOS "B" during the
peak periods.

In the Build Conditions, the Marshall Creek at US 377 intersection is projected to operate
at a LOS "F" during both the AM Peak and PM Peak periods due to extreme delays to
vehicles on the westbound Marshall Creek approach. The delay for this approach appears
to occur because the westbound left-turn traffic can not perfom the desired traffic
maneuvers due to the high traffic volume on US 377 that is not controlled by a stop sign
or traffic signal. Although minimal delays are projected for the US 377 approaches to the
intersection, delays to the westbound approach exceed six minutes during the AM Peak
period and exceed eighteen minutes during the PM Peak period.
The overall delay at the remainder of the study intersections maintains a LOS "C" or
better during the AM Peak and PM Peak periods. However, some of the individual
approaches to the study intersections experience a LOS "D" or worse conditions. Nearly
all of the LOS "D or worse conditions occur during the PM Peak period.

Build Alternatives
The Build Alternatives section of the report considers modifications to the roadways
andlor intersection controls that may improve the traffic operations at the study
intersections. The study intersections that are considered in the Build Alternatives are SH
114 (EBDIWBD) at Trophy Lake Drive, Trophy Club Drive at Trophy Lake Drive, and
Marshall Creek Drive at US 377. A comparison of the Build Conditions and the Build
Alternatives analyses is summarized on the following page in Table 5. Detailed analysis
output files for the Build Alternatives are available in Appendix E.
An alternative that would improve the traffic conditions at the diamond intersection of
SH 114 at Trophy Lake Drive is the extension of the SH 114 mainlanes to the west of
Trophy Lake Drive. If the SH 114 mainlanes were extended to the west, traffic that
currently passes through the Trophy Lake intersection would be able to by-pass the
intersection by using the mainlanes. At the SH 114 at Trophy Club intersection,
approximately 87% to 99% of the SH 114 through traffic uses the mainlanes, dependent
on the direction and peak period. For the purpose of this analysis, it is assumed that 80%
of the SH 114 passing by the Trophy Lake intersection will utilize the mainlanes. Under
these circumstances, the traffic conditions at the SH 114 intersections at Trophy Lake
Drive will improve to LOS "A" in the AM Peak period and LOS "B" in the PM Peak
period.
The following three improvement alternatives are considered for the Trophy Lake Drive
and Trophy Club Drive intersection.
First, a re-alignment of the intersection such that the westbound approach of
Trophy Club Drive is stop controlled while southbound Trophy Club Drive and
eastbound Trophy Lake Drive form a continuous, uncontrolled roadway is
considered. Implementation of such an alignment would improve the overall
intersection to a LOS "A" in the AM Peak period and LOS "B" in the PM Peak
period. However, this alignment would also cause the westbound Trophy Club
Drive approach to deteriorate to a LOS "E" in the AM Peak period and a LOS "F"
in the PM Peak period.
Next, signalization of the intersection with the current alignment is considered.
Signalization of the intersection is projected to improve the intersection to LOS
"A" during the AM Peak period and LOS "B" during the PM Peak period.
During the PM Peak period, the westbound Trophy Club approach to the
intersection is projected to experience a LOS "C" while the other approaches
experience a LOS "A or LOS "B."

Finally, a re-aligned intersection and signalized control is considered. A re-
aligned and signalized intersection is projected to experience a LOS "A" in the
AM Peak and PM Peak periods. Also in this scenario, each approach to the
intersection is projected to experience a LOS "A" during the AM Peak period and
a LOS "B" during the PM Peak period. Compared to the signalized only scenario,
the re-aligned and signalized scenario produces slightly less delay for the overall
intersection during each peak period and produces a more uniform delay per
approach.
The following two alternatives are considered for the Marshall Creek Drive at US 377
intersection.
First, the installation of a multi-way stop control at the intersection is considered.
Although multi-way stop control would reduce somewhat the delay to westbound
Marshall Creek Drive motorists, it would also dramatically increase the delay to
all other approaches during both peak periods and would cause the overall
intersection to deteriorate to LOS "F" during both peak periods.
Also, the installation of traffic signal control at the intersection is considered.
During both peak periods, traffic signal control would dramatically reduce the
delays to the westbound approach to the intersection and the overall intersection.
Although delays to the northbound and southbound approaches to the intersection
would deteriorate compared to the Build Conditions, the intersection should
experience a LOS "B" in this scenario for the AM Peak and PM Peak periods.

CONCLUSIONS
Based on an analysis of the No-Build Conditions, the Build Conditions, and the Build
Alternatives, the following conclusions summarize the traffic conditions at the study
intersections that may experience additional traffic congestion due to the development of
the proposed Highlands of Trophy Club.
The Trophy Lake Drive intersections with the SH 114 frontage roads produce significant
delays in the No-Build Conditions. The proposed Highlands of Trophy Club
development will produce traffic that will need to utilize this intersection, producing
additional delays. In both the No-Build Conditions and the Build Conditions, the
majority of the traffic that enters this diamond intersection is SH 114 frontage road traffic
that does not access Trophy Lake Drive. If the SH 1 14 frontage road traffic that does not
access Trophy Lake Drive could be removed from the diamond intersection, the traffic
conditions at the diamond intersection would improve dramatically, whether or not the
proposed development is constructed.
Based on the No-Build Conditions, the multi-way stop controlled intersection of Trophy
Club Drive at Trophy Lake Drive operates at a LOS "A" during both the AM Peak and
PM Peak periods. Although the Highlands of Trophy Club development would add
vehicular traffic to the intersection, the intersection is projected to maintain an overall
LOS "D" during the AM Peak period and a LOS "B" in the PM Peak period.
Signalization andlor re-alignment of the intersection, if desired and if warranted, would
reduce delays at the intersection in the Build Conditions, especially during the AM Peak
Period.
For the Marshall Creek at US 377 intersection, the No-Build Conditions produce a LOS
"A" during the AM Peak Period and a LOS "D during the PM Peak period. For the
Build Conditions, the traffic operations deteriorate to a LOS "F" during both the AM
Peak and PM Peak periods. In both the No-Build Conditions and the Build Conditions,
the primary cause of the poor traffic conditions appears to be the inability of westbound
motorists, especially those performing left-turn maneuvers, to enter the uncontrolled US
377 traffic stream. Conversion of the intersection to multi-way stop control would reduce
delays for westbound motorists, but would significantly hinder 'US 377 motorists.
Installation of a traffic signal at this location would produce a LOS "B" for the AM Peak
and PM Peak periods with the development of the proposed Highlands of Trophy Club.

RECOMMENDATIONS
Based on the existing conditions, the proposed development, and the traffic analyses
documented in this report, the following items are recommended to improve the existing
and future traffic operations in the study area.
Extend SH 114 mainlanes to the west - The extension of the SH 114 mainlanes to the
west of Trophy Lake Drive will significantly reduce the vehicular delays of motorists
approaching the SH 114 at Trophy Lake intersection in the AM Peak and PM Peak
periods, with or without the development of the proposed Highlands at Trophy Club.
Without extension of the mainlanes, some motorists will utilize the SH 114 at Trophy
Club intersection as an alternative to the SH 114 at Trophy Lake intersection to
reduce intersection delays.
Iflwhen warranted, sianalize the intersection of Trouhv Club Drive at Trouhv Lake
D* - With the development of the proposed Highlands at Trophy Club, the
intersection of Trophy Club Drive and Trophy Lake Drive should experience higher
traffic volumes, but is projected to operate at a LOS "C" during the AM Peak and PM
Peak periods as a multi-way stop controlled intersection. If warranted, traffic signal
control would improve the intersection to a LOS "A" in the AM Peak period and a
LOS "B" in the PM Peak Period. Although a re-alignment and traffic signal
installation is projected to improve the LOS at the intersection compared to only a
traffic signal installation, the benefit is not substantial and may be difficult to
implement due to right-of-way issues at the intersection.

at US 377 at Schooling Road could be a feasible altemative. To avoid significant
delays at the unsignalized US 377 at Marshall Creek Drive intersection, motorists
could utilize a signalized intersection at US 377 at Schooling Road. This route would
be more favorable if the roadway alignment of Schooling Road at Marshall Creek
Drive allowed continuous movement for Schooling Road motorists.
