TOWN COUNCIL AND PLANNING AND ZONING CONNISSION
TROPHY CLUB, TEXAS
The Town Council and Planning and Zoning Commission of the Town of Trophy
Club met in Special Session on Monday, June 15th, 1967 at 7:00 P.M. at the
Municipal Utility District Building, 100 Municipal Drive, Trophy Club, Texas.
The meeting was held within the Town boundaries and was held open to the
public.

The Special meeting was called to order by Chairman of Planning and Zoning,
Mike Hamper, at 7:00 P.M.
PLANNING AND ZONING COMMISSION TO CONSIDER APPROVAL OF SECTION 13 FINAL PLAT
AS SUBMITTED BY INDEPENDENT AMERICAN DEVELOPMENT PHASE II
Commissioner Paige made a motion to approve the Final Plat of Section 13 with
the following ammendments:
The property owner will be required to put up a uniform perimeter fence in
Section 13 along T.W. King Road. This statement will be an amendment to the
Covenants and Deed Restrictions for Section 13.
The Community Improvement Association will not have the responsibility to
maintain vacant lots.
Commissioner Booker seconded the motion. Motion passed with 3 votes in favor
to approve Final Plat of Section 13 and 2 votes opposed.

Councilman Martinago made a motion to approve Section 13 with the suggested
amendments from Planning and Zoning Commission. Councilman Vance seconded the
motion. Motion passed with 3 votes in favor to approve.

MEETING
Chairman Hamper called the Regular Planning and Zoning Meeting to order at
approximately 8:00 p.m.
APPROVAL OF MINUTES FOR MAY 47H, 1987 AND MAY 18TH, 1987 MEETINGS
Commissioner Schaaf made a motion to approve both seas of Minutes. Commissioner
Kardish seconded the motion. Motion carried unanimously.
PRESENTATIONS BY COMMISSIONERS
Chairman Hamper introduced the New Planning and Zoning Commissioner to the
P & Z Commission, Dale Hiestand. Mr. Hiestand told the Planning and Zoning Commission
that his background is principly financial. Mr. Hiestand is a C.P.A. Mr. Hiestand
has done auditing for Municipalities and therefore does have an idea of some of
the municipal functions.
Commissioner Schaaf asked if the P & Z had any jurisdiction on an emergency
siren for the Town. Chairman Hamper stated he thought: that the Town Council
would have that jurisdiction. Commissioner Schaaf stated that he would contact
the Town Council.
Commissioner Schaaf asked if the Town Council had passed the 3/4 Vote Rule
applying to any matter. Chairman Hamper stated that the Town Council had
passed the 3/4 Vote Rule applying to Platting ang Zoning matters only. Chairman
Hamper did ask the Council to put the 3/4 Vote Rule applying to any matter on
the next Town Council agenda.
Commissioner Schaaf asked Chairman Hamper about conditional approvals. Chairman
Hamper stated that the P & Z needs to provide a date with conditional approval
If a motion is made to approve an item and does not pass then it must be denied
by a motion.
Commissioner Schaaf was also interested in Ordinance Violations and how these
Ordinances are being enforced. Chairman Hamper told the P & Z that the Building
Official would have a monthly report that would show ordinance violations and
judgements that are rendered.
Commissioner Schaaf questioned the closure of Monterey Drive. Chairman Hamper
stated that that had been turned over to the Town Council and that right now
there had been no action taken by the Town to close that road. At this time
it is being investigated by the Town Attorney. The Town Council has appointed
a Committee to work with the City of Roanoke and the Methodist Church.

PRESENTATIONS BY COMMISSIONERS
Chairman Hamper reported to the Commission that the Town Council did pass
the R-7.5 Zoning Ordinance and the Sub -Division Regulations.
REVIEW OF COMPREHENSIVE ZONING ORDINANCE
Commissioner Paige made a motion to get a proposal from Freese & Nichols on
a redraft of the Comprehensive Zoning Ordinance. Commissioner Schaff seconded
the motion. Motion carried unanimously.
EXECUTIVE SESSION
Discussion on Organization and Administrative Issues.
OPEN SESSION
Commissioner Schaaf made a motion to resubmit the Planning and Zoning recommendation
to pass a 3/4 Vote Rule that would apply to any matter. Commissioner Paige seconded
the motion. Motion carried unanimously.
The Planning and Zoning Commission is planning an Educational Workshop Meeting
and would like to invite Council -Members and Committee Members to attend.
ADJOURN
Commissioner Booker made a motion to adjourn. Commissioner Schaaf seconded the
motion. Motion carried unanimously.
