Minutes P&Z 01/16/1997MINUTES OF REGULAR MEETING PLANNING AND ZONING COMMISSION TOWN OF TROPHY CLUB STATE OF TEXAS § COUNTY OF DENTON § The Planning and Zoning Commission for the Town of Trophy Club met in Regular Session on Thursday, January 16, 1997 at 7:00 P.M. The meeting was held at the Municipal Utility District Building, 100 Municipal Drive, Trophy Club, Texas. The meeting was held within the Town boundaries and was open to the Public. Partner Briscoe/Clark Carter & Burgess Beck Properties Vice President Vinyl Fence Representative Chairman Hamper called the meeting to order at 7:00 P.M. noting a quorum was present. He then welcomed Staff and Guests. REVIEW REPLAT FOR 14 LOTS IN THE LAKESIDE ADDITION OF TROPHY CLUB. Chairman Hamper explained that the fourteen lots were part of a Planned Development and the Planned Development ordinance needs to be amended. He would like to know the persuading reason for the twenty foot set back. Mr. Rick Horn with Carter & Burgess stated the final grading in Roanoke created a four to five foot slope and created a ditch in the rear of the lots. The twenty foot setback would allow for larger rear yards. The house on the lots have a minimum of 1800 square feet. Page 2, P&Z Mtg. 1/16/97 After the discussion, a consensus of the Commissioners was to not change the setback, because retaining walls could be erected. PLANNING AND ZONING COMMISSION TO REVIEW INFORMATION REGARDING VINYL FENCING FOR 19 FAIR GREEN DRIVE AND TAKE APPROPRIATE ACTION. Ms. Grigsby answered the questions from the Commissioners. She also informed the Commissioners that the neighbors had no objection to the vinyl fence. After a discussion period, Commissioner Cotton made a motion to approve the vinyl fencing for 19 Fair Green Drive, any color. Commissioner Gilliland asked to amend the motion to indicate the specific styles and color. Commissioner Cotton agreed. ( SEE ATTACHED BROCHURE) Commissioner Cotton then amended his motion to approve the vinyl fencing for 19 Fair Green, style Monarch and Norfolk the same being tan in color. Commissioner Williams seconded the motion. Chairman Hamper, Commissioners Cotton, Hill, Reed and Williams voting for. Commissioners Gilliland and Schaaf voting against. MR. JOHN HARBIN TO PRESENT CONCEPT FOR A TRADITIONAL VILLAGE TO THE PLANNING AND ZONING COMMISSION. Mr. Harbin described his concept for the traditional village as raised front porches - turn of the century with 3 steps high and 8 feet deep. He further told of 140 lots on 50 acres with 7 acres of trails and 2 acres of lakes. The right-of-way would be 130 feet wide with rear entry garages. The rear entry drive will be gated. The square footage of the houses will be 1800 to 2200. There will be a five foot sidewalks in the front of the houses. Chairman Hamper asked the Commissioners to give the developer direction on his concept plan. There was a consensus that the plan was very innovative and they were anxious to see it built. ANY OTHER BUSINESS Mr. Harbin discussed the possibility of having one common monument sign to hold all the governmental signs in the median on Trophy Club Drive. The information sign could be moved north. Chairman Hamper informed Mr. Harbin that we are on the right track with that type of thinking. Mr. Harbin would like to replace the brick & sand blasted signs with this concept. Page 2, P&Z Mtg. 1/16/97 The Planning and Zoning Commission will support this idea and recommend it to the Town Council. On February 6, the final plat for The Lakes will be presented. There being no further business to discuss, Commissioner Williams made a motion to close the P&Z meeting at 9:25 p.m. Commissioner Hill seconded; motion passed unanimously.
