TOWN OF TROPHY CLUB
2 March 2000
The Planning and Zoning Commission of the Town of Trophy Club, Texas met in a workshop
session on 2 March, 2000, at 6:00 P.M. in the Boardroom of the Trophy Club Administration
Building, 100 Municipal Drive, Trophy Club, Texas 76262.

Chairman Hamper called the meeting to order at 6:OOp.m. and announced a quorum
was present.
2. PRESENTATION TO EXPLAIN BUDGET PROCESS FOR FISCAL YEAR 2000-2001,
(PRESENTOR, JIM BUXTON, FINANCIAL MANAGER, TOWN OF TROPHY CLUB.)
Mr. Buxton addressed the Commission.
Mr. Buxton informed the Commission that the Town Council has directed him to involve the
individual committees, boards and the Commission to take part in their respective budget
preparation process for the upcoming fiscal year. The budget will be due, Tuesday, May 30,
2000. At that time, the Town Council will begin their review. Mr. Buxton also informed the
Commission that one Commissioner (not necessarily the same Commissioner) will be required
to be in attendance at each meeting the Planning & Zoning budget is discussed.
Chairman Hamper asked Mr. Buxton for further clarification of the information that will be
required to be included with the budget. Mr. Buxton stated that the format used in previous
years will be forwarded to Ms. Fleck, and that should answer any further questions.
Commissioner Schaaf asked for an explanation of the Computer Mapping line item. Vice
Chairman Hill stated the mapping is for updates to zoning and street maps when new
subdivisions are platted or when zone -changes are approved.
Mr. Buxton stated that in early April, Ms. Fleck would receive a three- (3) year history for the
Planning & Zoning Department, in order to help with the preparation of the budget.

Commissioner Schaaf asked Mr. Buxton why, at this time, was budget preparation extended to
the various committees?
Chairman Hamper replied and explained that all of those individuals who create expenses in the
operation of the budget- are now being asked to be a party to contributing to putting the budget
together- that produces that expense.
Mr. Buxton mentioned that it would behoove the Commission in their preparations, to create
two- (2), three (3) and (5) year plans, in order to better prepare instead of reacting to future
expenditures.
Mr. Buxton also advised the Commission to keep communication open with other committees;
advising them of any expenditure that may affect their budget.
Chairman Hamper thanked Mr. Buxton and he was excused.
The Commission discussed the budget and directed Ms. Fleck to request back-up information
and the working papers from the previous years' budget.
Chairman Hamper directed the Commission to skip agenda item #3, and move to item #4,
because Mr. Harbin was not present at that time.
Chairman Hamper advised the Commission of the Zoning Board of Adjustment meeting held 1
March 2000, to discuss a variance for the height of the fences at 305 and 307 McKenzie Drive.
4. DISCUSSION, REVIEW AND REVISION OF FENCE ORDINANCE 1999-01,
(APPLICANT, TOWN OF TROPHY CLUB.)
The Commission discussed the following revision to Fence Ordinance 1999-01:
Section 3. Fences.
A. Permit. It shall be unlawful for any person, corporation, partnership or other
legal entity to place or construct or have constructed any type of fence, or any part of a
fence, without having first secured a permit for the placement or construction of the
same from the Town's Building Official. Each permit will be valid for a period of 90 day
from date of issuance, during which period the construction must be complete and final
inspection requested. The following information shall be required in the permit
application:
(3) Type of fence (for example: solid masonry, wQQd rail, etc.)
Section 4. Retaining Wall Regulations.
A. Permit. It shall be unlawful for any person, corporation, partnership or
other legal entity to construct or have constructed a retaining wall, of apy gai# tea
without having first secured a permit for
structural foundation for the construction of the same from the Planning and Zoning
Administrator. Any retaining wall over four (4) feet in height shall require a structural
engineering plan developed by a Registered Engineer. The following information shall
be required in the permit application.

Section 7. Screening.
E.Off-street loading areas shall beadequately screened from view ufany
residential dwelling and from any other adjacent land use, as indicated in Section 50 —
Parking and Loading Area Comprehensive Zoning Ordinance
for Non -Residential Uses, Item D.
Section 11. Perimeter Fencing.
D. Design and construction nn8teha| for the extension of perimeter fences
shall be subject to the approval of the Town Council, upon recommendation by the
Planning and Zoning Commission.

The following questions were answered:
Specifically state what is to become ofcurrent accessory structures?
If it replaced or at least 50% repaired, then the structure must comply with current zoning
requirements.
Storage/utility buildings (masonry or wood) explain why \mouxd is listed, when they have
to be 80% masonry?
Wood is to be used in conjunction with a masonry material that equals or exceeds 80%
masonry.
Prohibited Structures: List similar material buildings.
Anything other than brick' stone or stucco.
Why was the minimum square footage requirement for a permit decreased?
TO eliminate structures that do not conform to the requirRrnenta, from being constructed.
Should the "Masonry Requirements in Residential Districts^` be reworded txotake out
"mmasmmry'"and add "brick stone or stucco"?
The issue with the term ^nl@SOnry^, is that the nnubari@| known as Hardie F`|8nk, is
considered to b88 masonry product bythe International Conference of Building Officials.
Hovvnver, the material |OOhS like Siding, which contradicts the intent Ofthe masonry material.
More and more builders are applying for permit with the chimney constructed with Hardie Plank.
The Commission directed Mr. B0uhwe|| make the following revision tothe zoning

Masonry Requirements for all Residential Districts:
All principal and accessory structures shall be of exterior fire resistant construction having at
least eighty (80) percent of the total exterior walls, excluding d00rS. windows and porches,

Article 5, Section 35 — Accessory Structures: Omit item CA
Article 8, Section 55 — Zoning Board of Adjustment, item F: add the following: "All
meetings before the Board of Adjustment on matters of appeal, variance, special exception, or
other matter as specified by ordinance, shall be held as a public hearing in accordance with the
provisions of section 56, Public Hearings."
Article 8, Section 55 — Zoning Board of Adjustment, item I: Omit reference to
"Articles 1011a to 1011j, Tex. Rev. Civ. Stat. Ann. (Vernon)." Replace with reference to
"Chapter 211 of the Texas Local Government Code."
3. DISCUSSION AND REVIEW REGARDING THE PRELIMINARY PLAT FOR THE 7.677
ACRE TRACT KNOWN AS WATERS EDGE @ HOGAN'S GLEN PHASE 1, PD -22,
(APPLICANT, JOHN HARBIN, VICE PRESIDENT, BECK PROPERTIES.)
Mr. Harbin did not attend this meeting. The Commission discussed whether or not to place this
agenda item on the Town Council agenda. Mr. Boutwell suggested that Mr. Harbin provide a
letter requesting that this item be tabled, instead of having Chairman Hamper explain to the
Town Council.
5. REPORTS FROM COMMISSIONERS, OTHER MATTERS.
Chairman Hamper informed the Commission of a meeting recently held with Mr. Harbin
regarding the development of the front entrance at Highway 114 and Trophy Club Drive. There
has been a serious show of interest from a major hotel chain.
Commissioner Cotton asked for an update on the Trophy Club Plaza. Ms. Fleck informed the
Commissioners that the off-site storm drainage was approved 24 February 2000, and a letter
was sent earlier this week advising Regency Realty that the temporary permit has been lifted
and construction may continue past the foundation stage.
6. REPORTS FROM STAFF.
Ms. Fleck advised the Commission that the next agenda would have an application from the
Trophy Club Woman's Club for the semi annual garage sale.
Chairman Hamper adjourned the meeting at 9:07 p.m.
