The Planning and Zoning Commission of the Town of Trophy Club, Texas met in a
Public Hearing and a Regular Session on 16 August 2001, at 6:30 pm in the
Boardroom of the Trophy Club Administration Building, 100 Municipal Drive,
Trophy Club, Texas 76262.

1. CALL TO ORDER AND ANNOUNCE A QUORUM.
Chairman Hill called the meeting to order at 6:43 pm, and announced a
quorum was present.

A. AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS, AMENDING
ORDINANCE NO. 98-08 P & Z OF THE TOWN, GOVERNING AND
REGULATING THE PLATTING AND SUBDIVISION OF LAND WITHIN AND
WITHOUT THE CORPORATE LIMITS OF THE TOWN OF TROPHY CLUB BY
ADDING ARTICLE 7 TO ADOPT PROVISIONS FOR THE DEVELOPER'S
AGREEMENT, FINANCIAL ASSURANCE AND CONSTRUCTION
CONTRACTS FOR PUBLIC IMPROVEMENTS TO INCLUDE REQUIREMENTS
FOR ESTABLISHING PROCEDURES, PERFORMANCE BONDS, PAYMENT
BONDS AND MAINTENANCE BONDS, FINANCIAL ASSURANCES,
INSPECTIONS AND APPROVAL OF PUBLIC IMPROVEMENTS, DEFERRAL
OR WAIVER OF REQUIRED IMPROVEMENTS, GENERAL CONSTRUCTION
REQUIREMENTS, APPROVAL OF WORK, OWNERSHIP AND
MAINTENANCE OF COMPLETED PUBLIC FACILITIES, AND REFUND
PROVISIONS FOR FUTURE CONNECTIONS TO A SANITARY SEWER
SYSTEM; PROVIDING A CUMULATIVE REPEALER CLAUSE; PROVIDING A
SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A

7. PRESENTATION, DISCUSSION AND APPROPRIATE ACTION RELATIVE TO A
REQUEST FOR A DATE CHANGE TO THE TEMPORARY USE PERMIT GRANTED BY
SPECIAL PRIVILEGE TO THE TROPHY CLUB WOMEN'S CLUB FOR A
COMMUNITY GARAGE SALE. (APPLICANT: CAROL BROWN, TROPHY CLUB
WOMEN'S CLUB)

Ms. Brown addressed the Commission and discussed the reason for the date
change. At the last fall garage sale, a number of participants said the weather
was still very warm in early October. Therefore the Women's Club decided to
move the event back a few weeks.
A motion was made to approve the date change to Saturday, 27 October 2001,
with an alternate rain day for Sunday, 28 October 2001.

8. PRESENTATION, DISCUSSION AND APPROPRIATE ACTION RELATIVE TO THE
REQUEST FOR A TEMPORARY USE PERMIT FOR "TEAM TROPHY CLUB DAY", TO
BE HELD 20 OCTOBER 2001. (APPLICANT: CAROL BROWN, PUBLIC
RELATIONS COMMITTEE)
Ms. Brown addressed the Commission and discussed the events planned for the
day.
A motion was made to approve the request contingent on the approval of the
DPS.

9. DISCUSSION AND APPROPRIATE ACTION RELATIVE TO THE PROPOSED
REVISIONS TO THE TOWN OF TROPHY CLUB ORDINANCE 1999-13
ESTABLISHING SIGN REGULATIONS. (AMD -01-007)
The following revisions were made to the ordinance:
SECTION 2: DEFINITIONS
C. "Directional sign" means a type of real estate sign which directs
prospective buyers, renters, or clients to a specific real estate property.
Shall also mean traffic control signs. Directional signs s4Gd4 may include an
arrow as part of the message.

D. "Monument sign"
Any sign which is
connected to the ground and which has no clear space for the full width
of the sign between the bottom of the sign and the surface of the around.
G. Off -premises sign: A sign which directs attention to a business or
profession conducted, or to a commodity or service sold or offered, not
located on the premises where the sign is located or to which it is affixed.
G, H. "On -premises sign" means a PeFMGReR4 sign which directs attention to a
business or profession conducted, or to a commodity or service sold or
offered, on the premises where the sign is located or to which it is affixed.
Chairman Hill directed Ms. Fleck to gather sign ordinance definitions from other
cities. The Commission will continue revisions to the definitions at their next
meeting.
10. ADJOURNMENT.
Vice Chairman Gilliland adjourned the meeting at approximately 7:53 pm.
