The Planning and Zoning Commission of the Town of Trophy Club, Texas met in a Public
Hearing and a Regular Session on 18 April 2002, at 7:00 pm in the Boardroom of the
Trophy Club Administration Building, 100 Municipal Drive, Trophy Club, Texas 76262.

FOR PD PLANNED DEVELOPMENT NO. 16, A CERTAIN TRACT OF LAND
DESCRIBED AS A 23.5361 ACRE TRACT OF LAND AND GENERALLY KNOWN
AS THE KNOLL; ADOPTING NEW PROVISIONS TO AMEND EXHIBIT C,

Mr. Spain addressed the Commission and explained the reason for the relocation of the
utility transformers. By allowing the transformers to be placed in the front, just behind
the front yard building line, no trees would have to be removed. The front yard is
usually depleted of trees anyway, with the water lines and driveways.
There were no requests to speak from the public.

Mr. Hutchison addressed the Commission and explained why this item was back on the
Planning & Zoning Commission's agenda.
The Cirrus Group had been approached by a cancer treatment center about the
possibility of adding that use/facility to their development. The proposed use change
caused the site plan to be slightly modified. There are also additional modifications to
building elevations, site line studies, landscape plan, etc. The changes were substantial
enough in the opinion of staff to require the Commission's recommendation.
Mr. Garrison informed the Commission that there have been two additional items
added to the PD proposal:
A Photometric Plan
A Retaining Wall Detail
There were no requests to speak from the public.

Mr. Boutwell briefed the Commission. Due to deregulation, several utility companies
have been locating the transformers in the front of lots. The best compromise in this
situation would be to place them behind the front yard building line.
Vice Chairman Gilliland asked about the landscaping.
Commissioner Rodgers asked that the transformer landscaping material be initially
planted at a height to screen the box.
Commissioner Ashby had no comments.
Commissioner Reed had no comments.
Commissioner Stephens had no comments.
Commissioner Sheridan had no comments.
Mr. Spain suggested language to add to the amendment in order to clarify the
screening.

Section 2 (M) was rewritten as follows:
All utilities shall be underground. Electric transformers shall be pad mounted and
located at the rear of lots, or in the front of lots set back to a distance that is a
minimum of twelve (12 inches) behind the building setback line, or in any
location shown on an approved subdivision plat consistent with applicable
ordinances. Screening shall consist of landscape or masonry that matches the
principal structure and shall screen the transformers from the view of the right-of-
way at a height and density sufficient to screen the view at the initial time of
planting or construction.

The following property owner addressed the Commission:

Commissioner Rodgers clarified that the original use would not be eliminated.
Mr. Hutchison stated that the all of the original uses were still included. He went on to
say there would be all modalities, a surgery center, 23 -hour ambulatory, etc. There will
be an urgent care component but the facility will not be a trauma center.
Phase 11 is purely conceptual at this point. When development draws closer to phase 11,
it will be amended as needed.

7. PRESENTATION, DISCUSSION AND APPROPRIATE ACTION RELATIVE TO THE REQUEST
FOR AMENDED FINAL PLAT APPROVAL OF A 23.5361 ACRE TRACT OF LAND ZONED
PD -16, THE KNOLL, LOCATED GENERALLY TO THE NORTH OF GREENHILL TRAIL, WEST
OF PANORAMA TRAIL AND SOUTHWEST OF RIDGEVIEW LANE. APPLICANT: TERRA
LAND DEVELOPMENT COMPANY. (AFP -02-002)
Mr. Spain addressed the Commission and explained that the zoning amendment just
approved in agenda item 6A, conflicts with the current plat for The Knoll. By approving
the Amended Final Plat, the plat and the zoning for the land will be in harmony.

DENSITY, FLOOR AREA, HEIGHT, OR REDUCE THE YARDS PROVIDED AT THE
BOUNDARY OF THE SITE AS INDICATED ON THE APPROVED SITE PLAN FOR A 23.5361
ACRE TRACT OF LAND ZONED PD -16, THE KNOLL, LOCATED GENERALLY TO THE
NORTH OF GREENHILL TRAIL, WEST OF PANORAMA TRAIL AND SOUTHWEST OF
RIDGEVIEW LANE. APPLICANT: TERRA LAND DEVELOPMENT COMPANY.
Ms. Fleck explained to the Commission that this item was simply a discussion item.
The Commission complimented Mr. Spain on the Landscape Plan.
Chairman Hill excused Mr. Spain.
9. DISCUSSION AND APPROPRIATE ACTION RELATIVE TO THE PROPOSED REQUEST FOR
AN AMENDMENT TO THE SIGNAGE CRITERIA FOR PD -13, THE VILLAGE @ TROPHY
CLUB, TRACT 4. APPLICANT: DFW SIGNS
Ms. Jackson addressed the Commission. The bank is looking for more visibility from
SH 114. The monument sign proposed is an aluminum face, backed with Plexiglass and
routed letters. The base and sides of the existing sign would not be disturbed. The new
sign would just take the place of the sign currently there.
The wall sign proposed is a twenty-six inch (26") illuminated channel letter sign, with a
white Plex face.
Commissioner Sheridan stated that he was in favor of the request.
Commissioner Reed and Chairman Hill concurred with Commissioner Sheridan.
The Commission recommended Ms. Jackson return to the next P&Z meeting with a
more subtle look to the monument sign.

Ms. Fleck discussed the fence ordinance with the Commission.
