Minutes P&Z 01/17/2002MINUTES OF A REGULAR SESSION FOR THE PLANNING & ZONING COMMISSION TOWN OF TROPHY CLUB 17 JANUARY 2002 The Planning & Zoning Commission of the Town of Trophy Club, Texas met in a Regular Session meeting on 17 January 2002, at 7:00 pm in the Boardroom of the Trophy Club Administration Building, 100 Municipal Drive, Trophy Club, Texas 76262. CALL TO ORDER AND ANNOUNCE A QUORUM. Chairman Hill called the meeting to order at 7:09 pm, and announced a quorum was present. 2. PRESENTATION AND DISCUSSION RELATIVE TO A ZONE CHANGE FOR PROPOSED PLANNED DEVELOPMENT NO. 24 TO BE KNOWN AS TROPHY CLUB MEDICAL PLAZA, A 7.843 ACRE TRACT OF LAND LOCATED GENERALLY TO THE NORTH OF STATE HIGHWAY 114, EAST OF THE PLANTATION APARTMENTS AND SOUTH OF HERITAGE COURT SOUTH, APPLICANT: AAE ARCHITECTS. (ZCA-01 -002) Mr. Hutchinson addressed the Commission and presented the site plan. The following questions were asked by the Commission. Vice Chairman Gilliland inquired about the mechanical equipment material on the roof. Commissioner Rodgers asked how the medical waste will be disposed. Mr. Hutchison said the Texas Department of Health (TDH) has very strict guidelines for medical waste disposal. Licensed medical waste distributors actually come to the site and pick up the waste in a clean environment. Regarding security of the site, if a need arises then a security guard will be hired. Commissioner Rodgers asked for further clarification in Exhibit "C" of the ordinance pertaining to landscaping. Ms. Fleck said she would get the specific wording to Ms. Kramer. Commissioner Sheridan asked that the dumpsters for phase 2 be moved further away from the residentially zoned areas and that there be more detail provided for the enhanced paving. Commissioner Reed asked for further definition on the screening standards. Ms. Fleck said she would get the specific wording to Ms. Kramer. Mr. Boutwell reminded the applicant and the Commission that the photometric plan should be submitted with the final site plan. Chairman Hill asked that the applicant have only one (1) monument sign at the west side of the entrance. Mr. Hutchison agreed. Chairman Hill asked that the extent of the TXU easement be clarified. Mr. Garrison said that it is a thirty-five (35) foot easement. The pathway will be relocated further in on the Medical Plaza's property. Chairman Hill asked the applicant to make the revisions from the meeting and this item will move forward with a Planning & Zoning Commission public hearing 7 February 2002. Chairman Hill excused the applicant. 3. PRESENTATION AND DISCUSSION RELATIVE TO A SITE PLAN FOR PROPOSED PLANNED DEVELOPMENT NO. 24 TO BE KNOWN AS TROPHY CLUB MEDICAL PLAZA, A 7.843 ACRE TRACT OF LAND LOCATED GENERALLY TO THE NORTH OF STATE HIGHWAY 114, EAST OF THE PLANTATION APARTMENTS AND SOUTH OF HERITAGE COURT SOUTH, APPLICANT: AAE ARCHITECTS. (SP -01-003) The items specific to the site plan were discussed under agenda item No. 2, as the site plan is part of the zoning ordinance. 4. DISCUSSION RELATIVE TO THE PROPOSED REVISIONS TO THE TOWN OF TROPHY CLUB SIGN ORDINANCE NO. 1999-13 ESTABLISHING SIGN REGULATIONS.
