The Planning and Zoning Commission of the Town of Trophy Club, Texas met in a Public
Hearing and a Regular Session on 16 May 2002, at 7:00 pm in the Boardroom of the
Trophy Club Administration Building, 100 Municipal Drive, Trophy Club, Texas 76262.

1. CALL TO ORDER AND ANNOUNCE A QUORUM.
Chairman Hill called the meeting to order at 7:03 pm, and announced a quorum was
present.

Chairman Hill outlined the format of the meeting for the benefit of the audience.
There were no requests to speak from the public.
Ms. Jackson briefly summarized the planned development amendment proposal and
corrected an error on Exhibit C.5. The monument sign will be constructed of an
aluminum routed face, backed with Plexiglass. The exhibit was incorrect, referencing a
white Plexi face.

PLANNING & ZONING COMMISSION'S RECOMMENDATION TO THE TOWN COUNCIL

Commissioner Stephens asked what specifically would be lit?
Ms. Jackson stated that the only part of the sign that would be illuminated would be
the letters of First Financial Bank, as well as the logo.
Commissioner Rodgers confirmed that the sign would be double sided.
Commissioner Reed had no comments other than that he is in favor of the signage
request.
At the request of Vice Chairman Gilliland, Chairman Hill read the following statement
into the record:
I will not be able to attend the meeting tonight. As you might guess, however, I have
some strong feelings about the proposed changes to the sign restrictions at the bank,
particularly the monument sign. I would appreciate you reading this to the commission
and making it part of the record.
I am INTENSELY and EMPHATICALLY against the internally illuminated can sign proposed
at this location (it appears they have even gone back to the white plexiglass face).

After considerable thought on this sign, the only lighted solution I could support would
be back -lit channel letters. I would not want to consider ANY KIND of internally
illuminated can sign ... even one with an opaque face which allowed only the letters to
shine thru. I do not think ANY visible light source should be permitted. This is a very
different condition from the freeway retail or even the shopping center retail uses we
have at other locations. If the bank were over by the Tom Thumb, we could have a
different discussion but that is a totally different environment from the location on
Trophy Club Drive. We have worked very hard to control the visual noise at the main
entry to the town and I do not think that the proposed solutions are in any way
compatible with the character we are trying to achieve in this area. It would be a
HUGE mistake to allow this kind of sign to be constructed in this location. I urge the
Commission to deny this request.
I FEEL VERY STRONGLY ABOUT THIS!!!!!!!!!

Mr. Boutwell suggested a revision under Section 2. Amending (2) Banners and
Temporary Signs. A paragraph break was made to delineate between temporary
events requiring a banner and grand opening events.
Mr. Boutwell also suggested revising Section 2. (16) Signs to the following: ...shall have
been approved by the Town Council upon recommendation by Planning & Zoning
Commission.
Ms. Fleck stated she would ask the attorney if that could be done.
A motion was made to recommend approval of the ordinance to the Town Council.

Commissioner Stephens said he could not vote in good conscious at this time.
This item will be recommended for Town Council approval at their 3 June 2002 public
hearing.
Chairman Hill thanked the applicant and excused them.
7. PRESENTATION, DISCUSSION AND APPROPRIATE ACTION RELATIVE TO A PROPOSAL
FOR A PD -PLANNED DEVELOPMENT ON A 4.2821 ACRE TRACT OF LAND CURRENTLY
ZONED PO -PROFESSIONAL OFFICE, AND LOCATED GENERALLY TO THE NORTH OF
STATE HIGHWAY 114, EAST OF GLEN EAGLES COURT AND WEST OF THE PLANTATION
APARTMENTS. APPLICANT: LAKE CITIES CHURCH OF CHRIST (ZCA-02-003)
Michael Barnes addressed the Commission.
Ms. Fleck gave the applicant a list of revisions from the Town Attorney.

B. (I.) Landscaping Landscaping shall be in accordance with Section 47,
"Landscaping Regulations" of the Comprehensive Zoning Ordinance and Article 8 of
the Subdivision Regulations, in addition to the following:

accordance with Exhibit "IF" - Landscape Plan and Plant List, a copy of which is

8. PRESENTATION AND DISCUSSION ABOUT THE PROPOSED FENCE TO BE INSTALLED AT
THE SOCCER FIELDS @ LAKEVIEW ELEMENTARY, 100 VILLAGE TRAIL.
Mr. Rosenberger briefed the Commission on the subject relative to the fence at the
Lakeview Elementary Soccer Fields.
Chairman Hill stated this was not a matter for the Commission to decide. The
Commission directed Mr. Rosenberger to bring this item before the Parks and
Recreation Committee for their recommendation to the Town Council.

9. DISCUSSION AND APPROPRIATE ACTION RELATIVE TO THE PROPOSED REVISIONS TO
THE TOWN OF TROPHY CLUB FENCE ORDINANCE NO. 2000-17 ESTABLISHING THE
COMPREHENSIVE REGULATIONS GOVERNING THE CONSTRUCTION; REGULATIONS
AND PERMITTING OF FENCES.
Ms. Fleck briefed the Commission on the most recent changes to the Fence Ordinance.
The Commission reviewed the ordinance in its entirety and made revisions. This item will
go before the Town Council at their 3 June 2002 meeting.
10. DISCUSSION AND APPROPRIATE ACTION RELATIVE TO AN INTERLOCAL
COOPERATION AGREEMENT FOR COMPLIANCE WITH HOUSE BILL 1445.
Ms. Fleck briefed the Commission on House Bill 1445.
A motion was made to direct staff to prepare an ordinance for the Town of Trophy Club
to have the exclusive jurisdiction to regulate all subdivision plats and approve all related
permits in the Town's ETJ.
