Strategic Link: Infrastructure & Development – Foster a business-friendly environment. Background and Explanation: The zoning for Trophy Club Town Center, also known as PD Planned Development No. 30 (PD- 30), was established in 2012 and amended in 2014 and 2016. Now that much of the property is developed and commercial tenants are signing leases, the developer would like to allow for pet services like dog grooming, a veterinarian, pet supplies store, etc. The proposed language to add to the list of Permitted Uses (Exhibit B) is “Pet Services (SUP Required for Outdoor and Overnight Uses).” The requirement for a Specific Use Permit (SUP) is proposed so that P&Z and Town Council can determine if outdoor or overnight uses such as a dog run or a boarding facility are a nuisance to the patrons and residents of Trophy Club Town Center. If the pet services use does not have outdoor or overnight needs, it will be allowed by-right. At this time, staff has received one inquiry about the request and no negative feedback. Financial Considerations: Not applicable. Legal Review: This item is currently under review by the Town Attorney. Staff Recommendation: Staff recommends approval of the amendment to PD-30 that would allow for pet services in Trophy Club Town Center, but require approval of an SUP for outdoor and overnight uses. REGULAR SESSION 2020-256-T Case PD-AMD-20-001 Conduct a Public Hearing regarding a request to amend Planned Development district 30 (PD-30), specifically, Aloft Hotel, located on Lot 4, Trophy Club Town Center, a portion of 26.4 acres at the northeast corner of Trophy Club Drive and State Highway 114, to allow the use of Exterior Insulation Finish System (EIFS) on the first floor of a building and as a substitute for required masonry Planning & Zoning Commission Page 12 of 15 Meeting Date: Thursday, November 5, 2020 Planning & Zoning Commission Meeting Date: Thursday, December 5, 2019 Chairman Beach opened the public hearing at 7:04 P.M. Community Development Director Uzee presented the staff report and he was available for questions. The applicant, Parish Patel, 96 Trophy Club Drive, Trophy Club, did a short explanation of EFIS and discussed waterproofing and durability. He was available for questions (via Zoom Video Conference). Ron Smith, 14881 Quorum Drive, Addison, is the project architect and presented comments about EFIS. He was available for questions (via Zoom Video Conference). Brent Kennedy, Dallas, sells EFIS and he discussed EFIS vs. stucco. He was available for questions (via Zoom Video Conference).
