REGULAR SESSION
1.Case PD‐AMD‐21‐001 (Townhome Open‐Air Accessory Structures)
a. Conduct a Public Hearing regarding a request to amend PD Planned Development
District No. 30 (PD‐30) to revise language in Section II.F.5.a.iv of the Development
Standards to allow for open‐air accessory structures on the townhome properties,
located on Claire Drive in the Trophy Club Town Center on the northeast corner of
Trophy Club Drive and SH 114.
b. Discussion and recommendation regarding a request to amend PD Planned
Development District No. 30 (PD‐30) to revise language in Section II.F.5.a.iv of the
Development Standards to allow for open‐air accessory structures on the townhome
properties, located on Claire Drive in the Trophy Club Town Center on the northeast
corner of Trophy Club Drive and SH 114.
2.Take appropriate action regarding the March 4, 2021 Planning & Zoning Commission
meeting minutes.
3.Receive Town Planner updates on previous cases heard by the Commission and active
development in Town.

Background and Explanation:
The zoning for Trophy Club Town Center, also known as PD Planned Development No. 30 (PD-
30), was established in 2012 and amended in 2014, 2016, and in early 2021. It has come to Town
staff’s attention that most of the townhome owners on Claire Drive would like to be allowed to
build a shade structure, but the PD-30 Development Standards do not allow “accessory
buildings”. In order to let the homeowners enjoy their property to the fullest and to clarify what
accessory structures are allowed, language has been prepared to continue prohibiting enclosed
accessory buildings, but allow open-air structures.

The proposed language amending the Townhome Requirements in Section II.F.5.a.iv of the PD-
30 Development Standards is below. Additions are shown in red and deletions are crossed out.
“iv. Accessory structures buildings shall not be allowed on lots.
1) Enclosed accessory buildings shall not be allowed on residential lots. This
includes, but is not limited to, greenhouses, storage sheds, workshops,
guest houses, and garages.
2) Open-air accessory structures such as patio covers, pergolas, arbors,
cabanas, pavilions, and gazebos are allowed. These shade structures shall
be detached from the residential dwelling, shall be located in the backyard,
shall be a minimum of 6 feet from rear and side lot lines, and may have up
to one wall.”
Notice of a public hearing was distributed per State Law and staff has received one inquiry
without objection.

The Town Attorney has reviewed this item and has no objection.
Staff Recommendation:
Staff recommends approval of the PD Amendment.

Chairperson Rowe called the March 4, 2021 Planning & Zoning Commission to order at 7:08 PM and announced
a quorum.

Chairperson Rowe asked if there were any public requests to speak. No public requests to speak were submitted.
REGULAR SESSION
1. Consider and take appropriate action regarding the January 7, 2021 Planning & Zoning Commission
minutes.
Chairperson Rowe asked for questions or corrections. There were none.
Chairperson Rowe called for a motion. Commissioner Stevens moved to approve the minutes of the January 7,
2021 Planning & Zoning Commission meeting, seconded by Chairperson Rowe. Chairperson Rowe called for a
vote. The motion passed unanimously 4-0.

2. Case SUP-21-001 (Wingstop Alcohol)
a. Conduct a Public Hearing regarding a request made by Wingstop for a Specific Use Permit for
alcoholic beverage sales for on-premises consumption in conjunction with a restaurant use,
generally located approximately 150 feet east of Trophy Club Drive and approximately 275 feet
north of SH 114.
b. Discussion and recommendation regarding a request made by Wingstop for a Specific Use Permit
for alcoholic beverage sales for on-premises consumption in conjunction with a restaurant use,

Chairperson Rowe opened the public hearing at 7:10 PM.
Assistant Town Manager Wade Carroll presented the staff report and was available for questions. The applicant,
Gena Cannon, gave a brief explanation and was available for questions. There were no public comments.
Chairperson Rowe closed the public hearing at 7:12 PM.
Chairperson Rowe asked for discussion or a motion. Commissioner Gibson moved to recommend approval,
seconded by Commissioner Stevens. Chairperson Rowe called for a vote. The motion passed unanimously 4-0.
3. Case SUP-21-002 (Blue 22 Alcohol)
a. Conduct a Public Hearing regarding a request made by Blue 22 Sports Grill for a Specific Use
Permit for alcoholic beverage sales for on-premises consumption in conjunction with a restaurant
use, generally located approximately 410 feet east of Trophy Club Drive and approximately 215
feet north of SH 114.
b. Discussion and recommendation regarding a request made by Blue 22 Sports Grill for a Specific

Chairperson Rowe opened the public hearing at 7:14 PM.
Assistant Town Manager Wade Carroll presented the staff report and was available for questions. The applicants,
McKenzie Graham and Will Craig, gave a brief explanation and were available for questions. There were no public
comments.
Chairperson Rowe closed the public hearing at 7:18 PM.
Chairperson Rowe asked for discussion or a motion. Commissioner Stevens moved to recommend approval,
seconded by Commissioner Gibson. Chairperson Rowe called for a vote. The motion passed unanimously 5-0.
(Vice Chairman Michael Biggs joined the meeting at 7:17 PM and cast his vote).

Chairperson Rowe called for a motion. Commissioner Gibson moved to adjourn the meeting, seconded by Vice
Chairperson Biggs. Chairperson Rowe called for a vote. The motion was approved unanimously 5-0.
The meeting adjourned at 7:20 PM.
