Case AP-21-001 (Section 11, Lots 1365R2 & 1366R1)
Consider and take appropriate action regarding a request for an amended plat for Trophy Club
Section 11, Lots 1365R2 & 1366R1, located south of Meadowbrook Lane and approximately 180
feet west of Rockwood Drive.

the natural beauty of the Town.
Background and Explanation:
The applicant has recently owned three consecutive lots on Meadowbrook Lane (Section 11, Lots
1364R, 1365R2, and 1366R1) and has come before P&Z and Council in 2018 and 2019 with
amended plats to move common lot lines outward to increase the size of Lot 1365R2. The
applicant would now like to move the common lot line between Lots 1365R2 and 1366R1 back
to its original location which is 10’ to the east of its current location.
Note #13 on the overall plat for Trophy Club Section 11 (Exhibit B) states that there is a 10’ wide
utility and/or drainage easement centered about all side lot lines. Thus, this request also includes
abandoning a 10’ wide drainage & utility easement (5’ on each side of the old lot line) and
establishing a 10’ drainage & utility easement centered on the new lot line. The applicant has
obtained signatures from utility entities via the Easement Abandonment Form that is attached
(Exhibit C). This form requires these entities to verify if abandonment of the easement is
acceptable in this specific location and provide direction if there’s a conflict.
Lot 1365R2 is currently vacant and a house sits on Lot 1366R1. Lot 1365R2 will decrease in width
from 105’ to 95’ and Lot 1366R1 will increase from 80’ in width to 90’ which means both lots will

comply with the 80’ minimum width requirement for properties zoned R-10. This proposed
amended plat conforms to the Town’s Subdivision Regulations and Zoning Regulations.

Legal Review:
The Town Attorney has reviewed said item and concurs with staff recommendation.
Staff Recommendation:
Staff recommends approval of the amended plat.

SUBJECT: Encroachment of Lot 55 and 57, Trophy club, TX.
Spectrum Communications hereby grants a 10’ encroachment for the purpose of moving easements 5’
back to original standing into a portion of the property easement currently 10’ General Utility Easement
associated with the property located at lot 55 and 57, within the City of Trophy Club, Texas 76262.
Spectrum Communications reserves the right to have access to any applicable utility easements on the
property for the purpose of future construction or maintenance. The owner and/or lessee of said property
may also be responsible for the relocation/removal of any structure interfering with access to these
easements, if necessary.
Spectrum Communications currently has no facilities within this easement. If it has not already taken
place, please call 1-800-DIG-TESS to have facilities marked and located within affected easements before
any excavations are started.

Chairperson Rowe called the April 8, 2021 Planning & Zoning Commission to order at 7:02 PM and announced
a quorum.

Chairperson Rowe asked if there were any public requests to speak. No public requests to speak were submitted.
REGULAR SESSION
1. Case SUP-21-003 (Trophy Table Alcohol)
a. Conduct a Public Hearing regarding a request made by Trophy Table for a Specific Use Permit for
alcoholic beverage sales for on-premises consumption in conjunction with a restaurant use,
located at 3000 SH 114, Trophy Wood Business Center, Block B, Lot 2R2.
b. Discussion and recommendation regarding a request made by Trophy Table for a Specific Use

Chairperson Rowe opened the public hearing at 7:03 PM.
Town Planner Lisa Payne presented the staff report and was available for questions. The applicant, Kevin von
Ehrenfried, gave a brief explanation and was available for questions. There were no public comments.
Chairperson Rowe closed the public hearing at 7:05 PM.
Chairperson Rowe asked for discussion or a motion. Commissioner Branum moved to recommend approval,

seconded by Commissioner Stevens. Chairperson Rowe called for a vote. The motion passed unanimously 7-0.
2. Discussion and recommendation regarding anticipated amendments to the political sign regulations
in the Town’s Sign Ordinance.
Town Manager Steve Norwood presented and was available for questions.
Discussion included the following: review definitions of “sign”, “political sign”, “banner”, and “flag”, change time
duration to meet State Law for HOAs, mostly satisfied with current size restrictions of political signs, but maybe
limit the duration of time a sign can be up as it gets larger, requested Supreme Court rulings on this issue, should
political (social) issues that are not on the ballot be considered in political signage, enforcement, include flag in
the political sign definition, review ordinance text for ambiguity, not penalizing the majority that comply with the
Code, and refer to other cities to see if they’ve amended their ordinances.
Chairperson Rowe requested proposed ordinance language at the next P&Z meeting. No action was taken.
3. Discuss and take appropriate action regarding the regular meeting schedule for the Planning & Zoning
Commission.
Chairperson Rowe asked the Commission if any changes in time, day, or frequency of P&Z meetings were
preferred. No changes were proposed so no action was taken.
4. Receive Town Planner updates on previous cases heard by the Commission and active development
in Town.
Town Planner Lisa Payne provided a staff update and was available for questions.
ADJOURN
Chairperson Rowe called for a motion. Commissioner Gibson moved to adjourn the meeting, seconded by Vice
Chairperson Biggs. Chairperson Rowe called for a vote. The motion was approved unanimously 7-0.
The meeting adjourned at 7:56 PM.
