Parks and Recreation Board Meeting
Meeting Minutes — February 16, 6:00 p.m.

The Parks and Recreation Board convened into a regular meeting.
Chairperson Kashner called the Parks and Recreation Board meeting to order at
6:00 p.m.

ANNOUCEMENTS AND REPORTS
1. Update on Parks & Recreation Master Plan.
Director Ellis presented a draft of the Parks & Recreation Master Plan and
commended on a few changes since the board had last seen the document. Such
changes included changing the time frame for the suggested projects, as well as possible
changes to Freedom Dog Park and the Trophy Club Activity Center. Staff have begun to
look into projects identified as short term and priority.

The Parks & Recreation Master Plan will go before Town Council for adoption on
February 23, 2026.
2. Youth Sports Association Agreements.
Director Ellis commented on Staff current work on new agreements with local
Youth Sports Associations to better reflect the policies and practices laid out in the Parks
& Recreation Master Plan. While the new agreements are in development, the Town will
uphold each association's current agreement through the Spring season.
3. Consider approval of the January 20, 2026, Parks & Recreation Board regular
meeting minutes.
Board member Tombari motioned to approve the January 20, 2026, Parks &
Recreation Board regular meeting minutes. Board member Packan seconded the motion.
Chairperson Kashner called for a vote.

NAYES: None
VOTE: 5-0
4. Discuss and consider a recommendation to the Town Council to approve the 2026
Youth Program Standard of Care Ordinance.
Director Ellis presented the Draft2026 Youth Program Standard of Care Ordinance
to the board. Director Ellis commented that the ordinance is required by Texas legislature
to operate the Summer Adventure Camp and details the operational requirements for the
day camp, such as participant -to -instructor ratios and necessary facilities. No changes
were made to the ordinance from its 2025 adoption.
Board member Packan motioned to recommend to the Town Council to approve
the 2026 Youth Program Standard of Care Ordinance. Board member Beck seconded
the motion. Chairperson Kashner called for a vote.
