EXECUTIVE SESSION
Pursuant to the following designated sections of the Texas Government Code, Annotated, Chapter 551
(Texas Open Meetings Act), the Town Council will recess into executive session to discuss the following:
Section 551.072: Deliberate the purchase, exchange, lease or value of real property generally located near
the intersection of Trophy Club Drive and Trophy Lakes.

• In accordance with section 551.127 of the Texas Government Code (Open Meeting Act) this meeting will be an in-person
meeting with either a member of Town Council, staff, or consultant, participating by video conference. The public meeting
location will be Trophy Club Town Hall, 1 Trophy Wood Drive, Texas. The Mayor, as presiding officer of Town Council, and a
quorum of the Town Council will be physically present at this location. The location where the Mayor is physically present shall
be open to the public during the open portions of the meeting.

• BUDGET STATEMENT: Pursuant to Section 551.043, Government Code, the following taxpayer impact statement must be on
the Town Council meeting agenda at which the Town Council will discuss or adopt a budget for the Town of Trophy Club: For
an average-valued homestead property ($714,324.00), the Town’s portion of the property tax bill in dollars for the current fiscal
year (FY2025) is $2,967.79, the Town’s portion of the property tax bill for the upcoming fiscal year (FY2026) for the same
property if the proposed budget is adopted is estimated to be $2,949.19, and the Town’s portion of the property tax bill in
dollars for the upcoming fiscal year (FY2026) for the same property if a budget funded at the no-new-revenue rate under
Chapter 26, Tax Code, is adopted is estimated to be $2,809.82.

BACKGROUND/SUMMARY: A Special Election was held on May 2, 2026 with voters casting
ballots on Election Day and during early voting for the purpose of considering a ballot
proposition for the reauthorization of the municipal sales and use tax for street maintenance
and repair in the Town of Trophy Club at the rate of one-quarter of one percent to continue
providing revenue for maintenance and repair of municipal streets for four years.
The Town Charter (Sec. 5.06) and Texas Election Code (Sec. 67.003) require canvassing the
results after the election. Denton and Tarrant Counties will provide the unofficial canvass
reports before the meeting, and the ordinance will be updated and provided at that time. The
results are considered official after the election canvass.

AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF TROPHY
CLUB, TEXAS, CANVASSING RETURNS AND DECLARING RESULTS
OF A SPECIAL ELECTION HELD MAY 2, 2026, FOR THE PURPOSE OF
SUBMITTING TO THE QUALIFIED VOTERS OF THE TOWN OF TROPHY
CLUB A BALLOT PROPOSITION TO REAUTHORIZE A LOCAL SALES
AND USE TAX AT THE RATE OF ONE-FOURTH OF ONE PERCENT
FOR MAINTENANCE AND REPAIR OF MUNICIPAL STREETS; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Town of Trophy Club, Texas (the “Town”), caused to be
published in accordance with the laws of the State of Texas, notice of the election held
May 2, 2026, in accordance with the Texas Election Code and Chapter 327 of the Texas
Tax Code, to consider one ballot proposition to reauthorize the street maintenance
sales and use tax at the rate of one-quarter of one percent; and
WHEREAS, the appropriate authority of the Town caused to be posted and
published, in accordance with applicable laws, notice of said election; and
WHEREAS, said election was duly and legally held on May 2, 2026, in the Town
and in conformity with the election laws of the State of Texas, and the results of said
election have been certified and returned by the proper judge and clerks thereof; and
WHEREAS, the Town Council of the Town of Trophy Club (the “Town Council”)
has considered the returns of said election held May 2, 2026, and pursuant to state law
and Article V, Section 5.06, of the Home Rule Charter of the Town, the Town Council
shall canvass and declare the official results; and
WHEREAS, the election returns, duly and legally made, showed that there were
cast at said election a total of 1262 valid and legal votes (11.83%), and that each
proposition in said election received the following votes.
PROPOSITION A
The reauthorization of the local sales and use tax in the Town of Trophy Club,
Texas at the rate of one-quarter of one percent (1/4 of 1%) to continue providing revenue
for maintenance and repair of municipal streets. The tax expires on the fourth anniversary
of the date of this election unless the imposition of the tax is reauthorized.

NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS, THAT:
SECTION 1
Each and every one of the recitals, findings, and determinations contained in the
preamble of this Ordinance are found to be true and correct and are hereby repeated
and incorporated herein as if copied in their entirety.
SECTION 2
The Town Council officially finds and determines an election was duly ordered
to be held in the Town on the 2nd day of May, 2026, for the purpose of voting on a ballot
proposition to reauthorize the municipal sales and use tax for street maintenance and
repair at a rate of one-quarter of one percent, in the Town of Trophy Club, Texas.
Further, that proper notice of said election was duly given; that said election has been
made and delivered; and that the Town Council has duly canvassed said returns,
attached hereto as Exhibit A and incorporated by reference herein, in accordance with
the law.
SECTION 3
The Town Council officially finds and determines that the following votes were cast
at said Special Election, and that the canvass of the votes cast in said election and returns
thereof, attached hereto as Exhibit A, were made in accordance with the law.

SECTION 4
The Town Council officially finds, determines and declares the result of said
election to be that the aforesaid PROPOSITION so submitted which is shown above
was approved by 1010 votes, and such PROPOSITION has therefore passed.
Therefore, the Town will continue to collect a sales and use tax at a rate of one-quarter
of one percent (1/4 of 1%) to continue providing revenue for maintenance and repair of
municipal streets.

SECTION 5
The Mayor, Town Secretary, and other appropriate Town officials are hereby
authorized and directed to take all actions necessary to complete the canvass, record
the completion of the canvass in the minutes or recording of the meeting, preserve the
election records, and take any other action required by the Texas Election Code, the
Texas Tax Code, or other applicable law. The Town Secretary is further authorized and
directed to provide the Texas Comptroller of Public Accounts with a certified copy of
this Ordinance, together with a map clearly showing the Town’s boundaries, and any
other information required by the Comptroller in connection with the reauthorization of
the street maintenance sales and use tax.
SECTION 6
This Ordinance shall take effect immediately upon its adoption, and it is
accordingly so ordained.

WHEREAS, pursuant to Article V, Section 5.01, of the Home Rule Charter of the
Town, in order to be declared elected, a candidate must receive the majority of the votes
cast for the office or place for which such person is a candidate.
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS, THAT:
SECTION 1
Each and every one of the recitals, findings, and determinations contained in the

Teryl Flynn, along with Tracy Scanlon, with the Trophy Club Women’s Club,
thanked the community and volunteers for a successful garage sale, with 240
participating homes and about $6,200 raised for the 2027 scholarship fund benefiting
local high school seniors.

1. Arts Donation Recognition
Mayor Tiffnay introduced Darin Davis, who donated two artworks to the Town. The
pieces, created by former Trophy Club residents Jim Rozek and Bob Westbrooks, were
accompanied by historical context from Mr. Davis. Representatives of the Trophy Club
Arts Council were present to accept the donation .
2. Proclamation - National Day of Prayer
Council Member Flynn read aloud the proclamation and presented it to Irma
Thomas.
Ms. Thomas expressed appreciation for the proclamation and highlighted the long -
standing National Day of Prayer tradition (since 1993), emphasizing strong community
participation, regional unity, and support from local churches and leaders; pastors Barry
Clingan and Jeff Brooks, along with Darin Davis, each addressed the Council to thank
them for their continued support.
3. Proclamation - Public Employee Recognition Week
Mayor Pro Tem Rowe read aloud the proclamation and presented it to Brandon
Wright, Town Manager.
4. Working for You... Trophy Club
a) Update from Town Council Members
Council Member Ash gave a shout-out to a local pet business, Pet Wants, noting
its upcoming first anniversary and highlighting its grooming services, products, and
delivery options.
b) Update from Town Manager (Brandon Wright, Town Manager)
Town Manager Wright provided an update on upcoming community events ,
projects and meetings:
• Early Voting for the May 2 General and Special Elections ends on Tuesday , April
28. Election Day is May 2nd, 7:00 a.m. – 7:00 p.m.

BACKGROUND/SUMMARY:
On January 19, 2025, the Town Council approved a franchise agreement with Community
Waste Disposal (CWD) for solid waste and recycling collection. CWD began providing service to
Trophy Club residents and businesses on June 1, 2025. Services include twice-weekly trash
collection, weekly recycling, weekly bulk pickup, bundled brush collection, door-side household
hazardous waste collection, six weeks of town-wide leaf collection, and curbside Christmas tree
recycling.
Per the contract, all rates are subject to an annual cost adjustment based on the Dallas-Fort
Worth Consumer Price Index (DFW CPI). Adjustments occur twelve (12) months from the
contract start date of June 1 and annually thereafter for the duration of the contract. These
adjustments apply to all residential and commercial services, including trash, recycling, and
related services.
CWD is also adding a new commercial service option providing six-times-per-week front-load
container service. This service is incorporated into the overall fee schedule.
Attached is the ordinance reflecting the updated fee schedule for the service period of June 1,
2026 through May 31, 2027 based on a 3.00% increase in the DFW CPI. In accordance with the
contract, CWD calculates the annual adjustment using CPI data from two months prior to the
start of the new contract year. Because DFW CPI data is published bi-monthly, the March index
is used for Trophy Club’s annual adjustments.

FISCAL IMPACT:
The March 2026 DFW CPI reflects a 3.00% increase. The rates below reflect this adjustment and
will be in effect from June 1, 2026, through May 31, 2027, consistent with the ordinance.

AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS,
AMENDING SECTION A1.017 “SOLID WASTE COLLECTION AND
RECYCLING FEES” OF ARTICLE A1.000 “GENERAL PROVISIONS” OF
APPENDIX A “FEE SCHEDULE” OF THE CODE OF ORDINANCES,
TOWN OF TROPHY CLUB, TEXAS TO UPDATE THE FEES TO BE
EFFECTIVE JUNE 1, 2026; PROVIDING THIS ORDINANCE IS
CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR
PUBLICATION; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Town of Trophy Club, Texas (the “Town”) is a home rule municipality
acting under its charter adopted by the electorate pursuant to Article XI, Section 5 of the
Texas Constitution and Chapter 9 of the Local Government Code; and
WHEREAS, fees imposed by the Town are adopted by ordinance and are codified in
Appendix A of the Code of Ordinances, Town of Trophy Club, Texas (the “Code”); and
WHEREAS, Section 10.03 of the Town Charter provides that the Town Council, after
public hearing, has the authority to enter into a franchise agreement by ordinance; and
WHEREAS, the Town Council granted a franchise agreement for solid waste
collection services with Community Waste Disposal to be effective beginning on June 1,
2026 (the “Franchise Agreement”), to provide solid waste management, collection, and
disposal services for the benefit of the health, safety, and welfare of the general public; and
WHEREAS, the Franchise Agreement includes fees and other costs to be charged
for solid waste collection and recycling services, and the Town Council is authorized to adopt
fees and other regulations for controlling and governing solid waste collection, handling,
transportation, storage, processing and disposal pursuant to Chapter 363 of the Texas
Health and Safety Code, and other laws of the state of Texas; and
WHEREAS, the Town Council finds that this Ordinance is in the best interest of the
Town and is necessary to preserve and protect the public health, safety, and general welfare
of the citizens of the Town and the general public.
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN
OF TROPHY CLUB, TEXAS, THAT:

SECTION 3.
CUMULATIVE
This Ordinance shall be cumulative of all other provisions of ordinances of the Town,
except where the provisions of this Ordinance are in direct conflict with the provisions of such
ordinances, in which event the conflicting provisions of such ordinances are hereby repealed.
SECTION 4.
SEVERABILITY
It is hereby declared to be the intention of the Town Council that the sections,
paragraphs, sentences, clauses, and phrases of this Ordinance are severable, and if any
section, paragraph, sentence, clause, or phrase of this Ordinance shall be declared
unconstitutional by a valid judgment or decree of any court of competent jurisdiction, such
unconstitutionality shall not affect any of the remaining sections, paragraphs, sentences,
clauses, or phrases of this Ordinance; since the same would have been enacted by the Town
Council without the incorporation in this Ordinance of any such unconstitutional section,
paragraph, sentence, clause, or phrase.
SECTION 5.
SAVINGS
All rights and remedies of the Town are expressly saved as to any and all violations
of the ordinances of the Town that have accrued at the time of the effective date of this
Ordinance; and, as to such accrued violations and all pending litigation, both civil and
criminal, whether pending in court or not, under such ordinances, same shall not be affected
by this Ordinance, but may be prosecuted until final disposition by the courts.
SECTION 6.
PUBLICATION
The Town Secretary of the Town is hereby directed to publish the caption of this
Ordinance if required by Section 3.16 of the Town’s Charter.

SECTION 7.
EFFECTIVE DATE

accordance with law, and it is so ordained.

ORDINANCE NO. 2026-XX
AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF TROPHY
CLUB, TEXAS, CANVASSING RETURNS AND DECLARING RESULTS
OF A SPECIAL ELECTION HELD MAY 2, 2026, FOR THE PURPOSE OF
SUBMITTING TO THE QUALIFIED VOTERS OF THE TOWN OF TROPHY
CLUB A BALLOT PROPOSITION TO REAUTHORIZE A LOCAL SALES
AND USE TAX AT THE RATE OF ONE-FOURTH OF ONE PERCENT
FOR MAINTENANCE AND REPAIR OF MUNICIPAL STREETS; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Town of Trophy Club, Texas (the “Town”), caused to be
published in accordance with the laws of the State of Texas, notice of the election held
May 2, 2026, in accordance with the Texas Election Code and Chapter 327 of the Texas
Tax Code, to consider one ballot proposition to reauthorize the street maintenance
sales and use tax at the rate of one-quarter of one percent; and
WHEREAS, the appropriate authority of the Town caused to be posted and
published, in accordance with applicable laws, notice of said election; and
WHEREAS, said election was duly and legally held on May 2, 2026, in the Town
and in conformity with the election laws of the State of Texas, and the results of said
election have been certified and returned by the proper judge and clerks thereof; and
WHEREAS, the Town Council of the Town of Trophy Club (the “Town Council”)
has considered the returns of said election held May 2, 2026, and pursuant to state law
and Article V, Section 5.06, of the Home Rule Charter of the Town, the Town Council
shall canvass and declare the official results; and
WHEREAS, the election returns, duly and legally made, showed that there were
cast at said election a total of 1263 valid and legal votes (11.84%), and that the proposition
in said election received the following votes.
PROPOSITION A
The reauthorization of the local sales and use tax in the Town of Trophy Club,
Texas at the rate of one-quarter of one percent (1/4 of 1%) to continue providing revenue
for maintenance and repair of municipal streets. The tax expires on the fourth anniversary
of the date of this election unless the imposition of the tax is reauthorized.

NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS, THAT:
SECTION 1
Each and every one of the recitals, findings, and determinations contained in the
preamble of this Ordinance are found to be true and correct and are hereby repeated
and incorporated herein as if copied in their entirety.
SECTION 2
The Town Council officially finds and determines an election was duly ordered
to be held in the Town on the 2nd day of May, 2026, for the purpose of voting on a ballot
proposition to reauthorize the municipal sales and use tax for street maintenance and
repair at a rate of one-quarter of one percent, in the Town of Trophy Club, Texas.
Further, that proper notice of said election was duly given; that said election has been
made and delivered; and that the Town Council has duly canvassed said returns,
attached hereto as Exhibit A and incorporated by reference herein, in accordance with
the law.
SECTION 3
The Town Council officially finds and determines that the following votes were cast
at said Special Election, and that the canvass of the votes cast in said election and returns
thereof, attached hereto as Exhibit A, were made in accordance with the law.

SECTION 4
The Town Council officially finds, determines and declares the result of said
election to be that the aforesaid PROPOSITION so submitted which is shown above
was approved by 1011 votes, and such PROPOSITION has therefore passed.
Therefore, the Town will continue to collect a sales and use tax at a rate of one-quarter
of one percent (1/4 of 1%) to continue providing revenue for maintenance and repair of
municipal streets.

SECTION 5
The Mayor, Town Secretary, and other appropriate Town officials are hereby
authorized and directed to take all actions necessary to complete the canvass, record
the completion of the canvass in the minutes or recording of the meeting, preserve the
election records, and take any other action required by the Texas Election Code, the
Texas Tax Code, or other applicable law. The Town Secretary is further authorized and
directed to provide the Texas Comptroller of Public Accounts with a certified copy of
this Ordinance, together with a map clearly showing the Town’s boundaries, and any
other information required by the Comptroller in connection with the reauthorization of
the street maintenance sales and use tax.
SECTION 6
This Ordinance shall take effect immediately upon its adoption, and it is
accordingly so ordained.
