• In accordance with section 551.127 of the Texas Government Code (Open Meeting Act) this meeting will be an in-person
meeting with either a member of Town Council, staff, or consultant, participating by video conference. The public meeting
location will be Trophy Club Town Hall, 1 Trophy Wood Drive, Texas. The Mayor, as presiding officer of Town Council, and a
quorum of the Town Council will be physically present at this location. The location where the Mayor is physically present shall
be open to the public during the open portions of the meeting.
• BUDGET STATEMENT: Pursuant to Section 551.043, Government Code, the following taxpayer impact statement must be on
the Town Council meeting agenda at which the Town Council will discuss or adopt a budget for the Town of Trophy Club: For
an average-valued homestead property ($714,324.00), the Town’s portion of the property tax bill in dollars for the current fiscal
year (FY2025) is $2,967.79, the Town’s portion of the property tax bill for the upcoming fiscal year (FY2026) for the same
property if the proposed budget is adopted is estimated to be $2,949.19, and the Town’s portion of the property tax bill in
dollars for the upcoming fiscal year (FY2026) for the same property if a budget funded at the no-new-revenue rate under
Chapter 26, Tax Code, is adopted is estimated to be $2,809.82.

CWD’s Paint Reuse Program is an environmentally friendly way to make
use of old paint. Latex and oil-based paint is available in 1- and 5-gallon

Ms. Dixon stated the elected members of the Town Council for Mayor and Council
Member Places 1 and 2, for a term of three years each, subject to taking the Oath of
Office, were as follows:

Mayor Pro Tem Rowe moved to approve Ordinance No. 2026-14 canvassing the
returns and declaring the results of a General Election held May 2, 2026, for the purposes
of electing a Mayor and Council Members Places 1 and 2 and providing an effective date.
Council Member Sheridan seconded the motion. The caption of the ordinance reads as

Mayor Tiffany issued Certificates of Election to herself, Sean Nelson, newly elected
Council Member Place 1, and T. Clark Simmons, newly elected Council Member Place
2. Judge Greg Bertrand administered the Oath of Office to each elected official.
RECOGNITION OF AND REMARKS FROM OUTGOING COUNCIL MEMBERS
The council honored outgoing council member Jeff Beach for his decade of
dedicated service to the town, including his roles on the Zoning Board of Adjustment and
Planning & Zoning commission.
Mayor Tiffany recessed the meeting at 7:18 p.m. and reconvened the meeting at
7:22 p.m.
REMARKS FROM RE-ELECTED/NEWLY ELECTED COUNCIL MEMBERS
Council Member Nelson thanked community leaders and family for their support,
expressed honor in serving on the Trophy Club council, and shared his guiding principles
and approach to public service.
Council Member Clark shared his background as a military veteran, expressed his
commitment to serving the Trophy Club community, and emphasized his values of duty,
leadership, and responsive public service.

Mayor Tiffany outlined her vision for the next three years, focusing on deepening
civic engagement through improved communication, volunteerism, and community-driven
dialogue.

Flags.

COMMUNITY SPOTLIGHT
a) Update from Town Council Members
Mayor Tiffany announced the launch of a community behavioral health needs
assessment survey, encouraged residents to participate and share it with others, and
explained that the feedback would help guide future outreach and community health
initiatives.
Council Member Sheridan encouraged residents to begin volunteering and work
with the Stars and Stripes committee in preparation for the Fourth of July planting of the
flags.
Council Member Flynn commented on the strong turnout and success of the Touch
a Truck event and both National Day of Prayer services, noting positive community
participation and appreciation for those involved.
Council Member Nelson reminded residents about the upcoming runoff election
voting dates and clarified that the runoff includes both Democratic and Republican
primary races.
b) Update from Town Manager (Brandon Wright, Town Manager)
Town Manager Wright provided an update on upcoming community events,
projects and meetings:
• June 12, Movie in the Park, Harmony Park. Activities begin at 8:00 p.m., including a
capuchin monkey meet-and-greet with photo opportunities. Movie screening of

Jumanji (1995) begins at 8:45 p.m. Admission is free; food and treats will be
available for purchase from 1956 Pizza, Zookies Cookies, and the concession stand.

o May 20, Economic Development Corporation meeting, 6:00 p.m.
o May 21, Zoning Board of Adjustment meeting, 6:00 p.m.
o May 27, Trophy Club Council for Arts and Culture meeting, 6:00 p.m.
o June 2, Crime Control & Prevention District meeting, 6:00 p.m.

Town Manager Wright also mentioned the community pool will reopen to the public on
May 23 following renovations, noting that most improvements will be completed for the
start of the summer season.
c) Quick Civic Tip (Dean Roggia, Town Attorney)
Town Attorney Dean Roggia provided a brief overview of Trophy Club’s Home Rule
Charter requirements for council voting procedures, explaining quorum rules and noting
that most council actions require approval by at least four members, with some matters
requiring a supermajority vote.

Mayor Tiffany stated per the Town’s Charter, the Council shall elect one of its
members as Mayor Pro Tem at its first meeting after the election, she then outlined the
procedures for nominations.
Council Member Sheridan nominated Council Member Rowe. Council Member
Simmons seconded the nomination.
No further nominations were made.
Mayor Tiffany called for a vote on the nomination of Council Member Rowe as
Mayor Pro Tem.

Pursuant to the Open Meetings Act, Chapter 551, the Town Council convened into
a Closed Executive Session at 8:00 p.m. and reconvened into Regular Session at 9:16
p.m. in accordance with the Texas Government Code regarding:
Section 551.072: Deliberate the purchase, exchange, lease or value of real

BACKGROUND/SUMMARY:
The Town of Trophy Club Streets Department has identified deteriorating pavement conditions
at the intersection of Trophy Club Drive and Carnoustie Drive, near 1040 Trophy Club Drive.
Field observations confirmed failing concrete panels and deteriorated joints within the repair
area, which have progressively worsened due to routine traffic loading and environmental
exposure. To preserve roadway integrity, improve drivability, and extend the service life of this
section of roadway, targeted concrete repairs and panel replacement are required.
Pavecon, Ltd. submitted a proposal for these repairs through the BuyBoard cooperative
purchasing program and is an approved vendor under BuyBoard Contract No. 800-26. The
proposal includes all necessary labor, materials, and equipment for the planned repairs.
Pavecon’s scope of work includes approximately 2,544 square feet of eight-inch reinforced
concrete pavement replacement, including removal of failed pavement, subgrade excavation,
installation of six inches of new flex base, doweling, rebar reinforcement, joint sealing, and
application of a broom-finished concrete surface.
Additional project elements include traffic control, flagging operations, and related site
preparation, consistent with the contractor’s submitted proposal and standard construction
practices for localized pavement repairs.
BOARD REVIEW/CITIZEN FEEDBACK: N/A
FISCAL IMPACT: Pavecon’s total proposed cost for the project is $50,222.64. Funding for this
work is available within the FY 2026 Street Maintenance Fund. The total project cost includes
all labor, materials, and repairs associated with approximately 2,544 square feet of
deteriorated concrete pavement replacement and joint sealing repairs.

With mechanical saws, clean joints to remove loose foreign material and by blowing out the joints with compressed
air until completely free of dust and water. Install backer rod as required. Material shall be a silicone material,
capable of effectively sealing cracks in the pavement against the infiltration of surface moisture. Joint seal material
will be filled to ¼” below concrete surface elevation per the manufacturer recommendations. Filling of joints, flush or
above the concrete surface elevation is detrimental to the products purpose and abilities to perform as it was
designed to.
Saw cut defined limits of areas. Excavate failed pavement to a depth of 14". Remove 6” of existing material and
replace with 6” of new flex base material. Drill, dowel, and epoxy grout edges of repair with #4 deformed dowels.
Drill, dowel, and epoxy groudt edges of transverse construction joints with #5 deformed dowels on 24". Place 8"
concrete with a broom finish. Reinforce with #3 rebar at 18" on center. Concrete shall be 4,000 PSI with air
entrainment for durability and resistance to surface scaling. Cure concrete with a liquid membrane curing compound
to insure strength development. Saw cut control joints as necessary.

7. PAVECON is not responsible for removing vehicles from repair areas. PAVECON will notify you in advance and you must make
arrangements to have vehicles removed at your expense.
8. In the event all work under this contract is not completed in one operation, Company shall be paid in full for all items of work
completed upon the completion thereof. Any work under this contract for which PAVECON has not received a “work order”
calling for completion within one year from the date of this agreement will be subject to renegotiations of prices, or cancellation
at PAVECON’s option.
9. Terms of Payment - Final and complete payment for all work performed herein shall be made within 30 days of invoice date.
Interest at the rate of (18) percent per annum shall be charged you and paid by you on all unpaid balances from the due date to
the date of receipt of payment by PAVECON. Reasonable attorney’s fees and cost of collection shall be charged you and paid by
you, if incurred by PAVECON.
TERMS AND CONDITIONS
1. PAVECON, Ltd., (PAVECON) will carry workmen’s compensation insurance covering its employees and shall provide public
liability and property damage insurance.
2. Any changes from the specifications or modifications of the terms of this contract shall be set put in writing and signed by both
parties.
3. This proposal expires 30 days from the date hereof but may be accepted at any later date at the sole option of the Company.

4. By accepting this proposal, Owner agrees to indemnify and to hold PAVECON, Ltd. harmless from all claims, including its
reasonable attorneys’ fee incurred in defending any claim, resulting from damages to any utility line, irrigation line, private
electrical, or sub structure not identified or clearly marked. Any damage to clearly marked utility lines, irrigation line, private
electrical lines, or sub structures shall be the responsibility of PAVECON, Ltd.
5. Unless a lump sum price is to be paid for the foregoing work and is clearly so stated it is understood and agreed that the
quantities referred to above are estimates only and that payment shall be made at the stated unit prices on the actual quantities
of work performed by PAVECON as determined upon completion of the work.
6. PAVECON shall not be responsible for any damage to or deterioration of any of our work, whether completed or in process,
resulting from any cause or causes beyond our control, but not limited to failure of subgrade, including soil volume changes, or
failure of inadequacy of any labor or materials not furnished and installed by us, whether or not such failure or inadequacy was or
could have been known at the time our work was undertaken.

exceed $3,287,810.72 for the Bobcat Traffic Improvement Project. (Matt Cox,

BACKGROUND/SUMMARY:
The Bobcat Traffic Improvements Project is a multi-phase initiative aimed at enhancing traffic
safety, circulation, and pedestrian mobility in the area surrounding Bobcat Boulevard,
particularly near Byron Nelson High School and Medlin Middle School. A Town-wide survey
conducted in 2024 allowed residents to share transportation and safety concerns, and the
feedback received directly informed the selection of project priorities.
Following a comprehensive traffic study completed by Lee Engineering, several intersection
improvement options were presented to the Town Council in late 2024. After review and public
discussion, the Town Council directed staff to proceed with construction of a proposed
roundabout at the intersection of Bobcat Boulevard and Marshall Creek Road and the addition
of a left-turn lane into the business area across from Byron Nelson High School at High School
Entrance #4. The proposed project includes pedestrian enhancements such as crosswalks with
flashers, sidewalk extensions, and increased street lighting to improve safe access to nearby
schools.
The proposed concept schematic plan was presented in November 2025 and included a
preliminary layout showing the roundabout geometry, approach alignments, lane widths,
pedestrian features, and landscaping. Design elements include a landscaped center island,
stone entry walls, decorative fencing, and enhanced pedestrian crossings. The roundabout is
expected to improve traffic flow, reduce congestion, and enhance overall safety while
maintaining a cohesive aesthetic consistent with the surrounding area.
Following completion of the design plans, the project was advertised for construction as a
Competitive Sealed Proposal (CSP) in accordance with Town and state procurement
requirements. Proposals were opened on May 7, 2026, and seven qualified contractors
submitted bids for the full scope of paving, drainage, water, street lighting, and landscape
improvements associated with the roundabout and roadway widening. A full bid tabulation
report was prepared by the Town’s engineering consultant, Teague Nall & Perkins (TNP).

The CSP process requires proposals to be evaluated not solely on cost, but on overall best value
to the Town. The published scoring criteria consisted of:
• Cost – 40%
• Bid Time and Schedule – 20%
• Qualifications and Experience – 20%
• Reputation and References – 20%
A review panel composed of Town staff evaluated each proposal using the criteria above.
Information related to contractor qualifications and references was submitted by each bidder
as part of its proposal package. TNP compiled and tabulated all scoring results.
Of the seven proposals received, McMahon Contracting, LP achieved the highest overall score
(97.79) and was determined to offer the best value to the Town. McMahon’s proposal included
the shortest construction duration at 180 calendar days and received strong ratings in both
qualifications and references, resulting in the highest cumulative score despite not being the
lowest-cost proposal. The bid submitted by McMahon Contracting, LP is $66,264.92
(approximately 2%) higher than the lowest bid amount but provides a construction duration
that is 30 calendar days shorter.
Based on the scoring and evaluation matrix, both Town staff and TNP recommend awarding
the construction contract to McMahon Contracting, LP as the contractor that provides the
greatest overall value and best aligns with the Town’s goals for timely, high-quality completion
of the Bobcat Traffic Improvements Project. Construction work on Bobcat Boulevard is
anticipated to begin in early July 2026.

FISCAL IMPACT:
In the FY 2025 Budget, the Town Council allocated funding for this initiative through Bond
Series 2023 in the amount of $2.5 million, along with a Denton County Transportation Road
Improvement Program (TRIP) grant of $2 million, providing a total of $4.5 million in available
capital funding. The Town is currently awaiting final documentation from Denton County
formally committing the County’s 2022 TRIP grant funding to this project. Approval and
execution of those documents will be required prior to the Town issuing a Notice to Proceed.
Competitive sealed proposals for the Bobcat Traffic Improvements Project were opened on
May 7, 2026. McMahon Contracting, LP submitted a base bid of $3,287,810.72 with a proposed
construction duration of 180 calendar days. The lowest bid received was from GRod
Construction, LLC in the amount of $3,221,545.80; however, based on the Competitive Sealed

Proposal evaluation criteria, McMahon Contracting, LP was determined to offer the best
overall value to the Town and is the recommended contractor.

A panel consisting of representatives from Town of Trophy Club scored the respective bidders based
on the selection criteria above. Information for Items 3 & 4 of the selection criteria were provided by
the bidders for the scoring evaluation. The scores were tabulated and are attached for record.
Based on the results, McMahon Contracting, LP submitted the proposal that offers the best value to the
Town.

Street contracts. Please consider this a Public Comment on the two street contracts on
the agenda. I am unable to come in person.
For the record for 42 years I have lived on Fresh Meadow Drive.
As a result of the not-yet-completed the Forest Hill pavement replacement debacle
where $752K was spent for downgraded pavement that:
· Does not drain as well as prior pavement and areas of ponding have been
created
· Is lower quality of subsurface and top surface so that they are wavier and
more highly ridge compared to prior pavement which makes walking more
difficult and makes it harder to use narrow wheeled vehicles such as strollers,
bikes etc. Note the neighborhood does not have sidewalks.
· Has excessive early cracking despite 40% more scoring than prior pavement.
There are at least 19 cracks in less than a month compared to similar pavement
in the neighborhood that has 25 cracks in 50 years. The pavement is not expected
to wear well by comparison.
· Has water seepage through scores/crosscuts. This seepage is expected to
cause early pavement failure.
· Does not match intersecting roadways in quality or finishes.
· Has inconsistent finishes lane-to-lane and panel to panel.
It is strongly suggested that the Town create an ordinance that defines street quality
standards.
It is strongly recommended that street quality standards for these contracts require that
any new or replacement pavement be of the same quality or higher quality than the
removed pavement as measure by subsurface, top surface, drainage, same level curb,
and that residential environment is protected with zero utility cuts, tree protection at
drip lines before the start of construction and public signage with a single point of
contact.
It is strongly recommended that no contracts be signed unless there are either
incentives to avoid or financial penalties that protect residents from utility cuts. So far,
there have been 8 utility cuts in conjunction with the Forest Hill contract.
One has not been restored. Specifically, our landline of 42 years was cut and has not
been restored. Cell service in our home is poor due to the metallic solar heat protection
surface on the roof decking. We kept the landline for this reason and because it works
without electrical power to the house and our Town is known for its frequent loss of
power. Because a landline is stationary, it provides the fastest 911 connection and
address location. The landline tactile handset can be operated without light, menus,
security code or glasses.
FYI. The 135-day Forest Hill contract is on its 143rd day with sodding not complete,
streetlights not complete, utilities still unburied, construction signs still in people yards,
temporary mailboxes still in place and port-a-potty still in place.
In closing I recommend that when 52% of a neighborhood signs a petition, that the item
be timely placed on a Town Council agenda and that a public meeting be held before any
change of this magnitude that caused a two-way traffic to use a one-lane road for over 5
months with delays of up to 15 minutes to leave or get home when both lanes were
blocked. Could be forgiven if the results were the same or better than prior street but
they are not.
