CALL TO ORDER
Mayor Tiffany called the regular meeting to order at 7:00 p.m.

CANVASS OF MAY 2, 2026, GENERAL AND SPECIAL ELECTIONS
1. Consider an ordinance canvassing returns and declaring the results of the special
election held on May 2, 2026, for the reauthorization of the municipal sales and
use tax for street maintenance and repair in the Town of Trophy Club at the rate
of one -quarter of one percent to continue providing revenue for maintenance and
repair of municipal streets. (Tammy Dixon, Town Secretary)
Tammy Dixon, Town Secretary, stated the special election was held on Saturday,
May 2, 2026, with 1263 ballots cast in the election (11.84%) and that the proposition
received the following votes:

Council Member Flynn moved to approve Ordinance No. 2026-13 canvassing the
returns and declaring the results of the special election held on May 2, 2026, for the
reauthorization of the municipal sales and use tax for street maintenance and repair in
the Town of Trophy Club at the rate of one -quarter of one percent to continue providing
revenue for maintenance and repair of municipal streets. Council Member Beach
seconded the motion. The caption of the ordinance reads as follows:

AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB,
TEXAS, CANVASSING RETURNS AND DECLARING RESULTS OF A SPECIAL
ELECTION HELD MAY 2, 2026, FOR THE PURPOSE OF SUBMITTING TO THE
QUALIFIED VOTERS OF THE TOWN OF TROPHY CLUB A BALLOT PROPOSITION
TO REAUTHORIZE A LOCAL SALES AND USE TAX AT THE RATE OF ONE-FOURTH
OF ONE PERCENT FOR MAINTENANCE AND REPAIR OF MUNICIPAL STREETS;
AND PROVIDING AN EFFECTIVE DATE.
2. Consider an ordinance canvassing the returns and declaring the election results
of a General Election held on May 2, 2026, for the purposes of electing a Mayor

Town Secretary Dixon, stated the general election was held on Saturday, May 2,
2026, with 1263 ballots cast in the election (11.84%) and that each of the candidates

Ms. Dixon stated the elected members of the Town Council for Mayor and Council
Member Places 1 and 2, for a term of three years each, subject to taking the Oath of
Office, were as follows:
• Mayor, Jeannette Tiffany
• Council Member Place 1, Sean Nelson
• Council Member Place 2, T. Clark Simmons
Mayor Pro Tern Rowe moved to approve Ordinance No. 2026-14 canvassing the
returns and declaring the results of a General Election held May 2, 2026, for the purposes
of electing a Mayor and Council Members Places 1 and 2 and providing an effective date.
Council Member Sheridan seconded the motion. The caption of the ordinance reads as
follows:

AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB,
TEXAS, CANVASSING RETURNS AND DECLARING RESULTS OF A GENERAL
ELECTION HELD MAY 25 20265 FOR THE PURPOSE OF ELECTING A MAYOR AND
COUNCIL MEMBER PLACES 1 AND 2 OF THE TOWN OF TROPHY CLUB, TEXAS;
AND PROVIDING AN EFFECTIVE DATE.
3. Issue Certificates of Election and administer the oath of office for reelected/elected
officials. (Tammy Dixon, Town Secretary)
Mayor Tiffany issued Certificates of Election to herself, Sean Nelson, newly elected
Council Member Place 1, and T. Clark Simmons, newly elected Council Member Place
2. Judge Greg Bertrand administered the Oath of Office to each elected official.
RECOGNITION OF AND REMARKS FROM OUTGOING COUNCIL MEMBERS
The council honored outgoing council member Jeff Beach for his decade of
dedicated service to the town, including his roles on the Zoning Board of Adjustment and
Planning & Zoning commission.
Mayor Tiffany recessed the meeting at 7:18 p.m. and reconvened the meeting at
7:22 p.m.
REMARKS FROM RE-ELECTED/NEWLY ELECTED COUNCIL MEMBERS
Council Member Nelson thanked community leaders and family for their support,
expressed honor in serving on the Trophy Club council, and shared his guiding principles
and approach to public service.
Council Member Clark shared his background as a military veteran, expressed his
commitment to serving the Trophy Club community, and emphasized his values of duty,
leadership, and responsive public service.

Mayor Tiffany outlined her vision for the next three years, focusing on deepening
civic engagement through improved communication, volunteerism, and community -driven
dialogue.
INVOCATION
Chaplain David Impwi, led the invocation.
PLEDGES
Mayor Pro Tem Rowe led the Pledge of Allegiance to the American and Texas
Flags.
PUBLIC COMMENTS
There were none.
COMMUNITY SPOTLIGHT
a) Update from Town Council Members
Mayor Tiffany announced the launch of a community behavioral health needs
assessment survey, encouraged residents to participate and share it with others, and
explained that the feedback would help guide future outreach and community health
initiatives.
Council Member Sheridan encouraged residents to begin volunteering and work
with the Stars and Stripes committee in preparation for the Fourth of July planting of the
flags.
Council Member Flynn commented on the strong turnout and success of the Touch
a Truck event and both National Day of Prayer services, noting positive community
participation and appreciation for those involved.
Council Member Nelson reminded residents about the upcoming runoff election
voting dates and clarified that the runoff includes both Democratic and Republican
primary races.
b) Update from Town Manager (Brandon Wright, Town Manager)
Town Manager Wright provided an update on upcoming community events,
projects and meetings:
• June 12, Movie in the Park, Harmony Park. Activities begin at 8:00 p.m., including a
capuchin monkey meet -and -greet with photo opportunities. Movie screening of

Jumanji (1995) begins at 8:45 p.m. Admission is free; food and treats will be
available for purchase from 1956 Pizza, Zookies Cookies, and the concession stand.
• Upcoming Board and Commission Meetings:
o May 18, Parks & Recreation Board meeting, 6:00 p.m.
o May 20, Economic Development Corporation meeting, 6:00 p.m.
o May 21, Zoning Board of Adjustment meeting, 6:00 p.m.
o May 27, Trophy Club Council for Arts and Culture meeting, 6:00 p.m.
o June 2, Crime Control & Prevention District meeting, 6:00 p.m.
o June 4, Planning and Zoning meeting, 6:00 p.m.
• May 18, Breakfast with Tiffany at the Tom Thumb Starbucks, 9:00 a.m.
• May 25, Town offices will be closed in observance of Memorial Day. Police, Fire,
and Emergency Medical Services will remain in full operation.
• May 25, Memorial Day Ceremony, Medlin Cemetery, 10:00 a.m.
• Tuesday, May 26, Town Council Regular Meeting
Town Manager Wright also mentioned the community pool will reopen to the public on
May 23 following renovations, noting that most improvements will be completed for the
start of the summer season.
c) Quick Civic Tip (Dean Roggia, Town Attorney)
Town Attorney Dean Roggia provided a brief overview of Trophy Club's Home Rule
Charter requirements for council voting procedures, explaining quorum rules and noting
that most council actions require approval by at least four members, with some matters
requiring a supermajority vote.

5. Consider approval of the April 27, 2026, Town Council regular meeting minutes. (Tammy

Mayor Pro Tern Rowe moved to approve the Consent Agenda. Council Member
Flynn seconded the motion.

Mayor Pro Tem Rowe moved to approve an ordinance for the Town of Trophy Club
approving the annual rate for solid waste and recycling services from the Town's franchise
vendor, Community Waste Disposal, effective June 1, 2026. Council Member Ash
seconded the motion. The caption of the ordinance reads as follows:

AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS, AMENDING SECTION
A1.017 "SOLID WASTE COLLECTION AND RECYCLING FEES" OF ARTICLE A1.000
"GENERAL PROVISIONS" OF APPENDIX A "FEE SCHEDULE" OF THE CODE OF
ORDINANCES, TOWN OF TROPHY CLUB, TEXAS TO UPDATE THE FEES TO BE
EFFECTIVE JUNE 11 2026; PROVIDING THIS ORDINANCE IS CUMULATIVE OF ALL
ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS
CLAUSE; PROVIDING FOR PUBLICATION; AND PROVIDING AN EFFECTIVE DATE.

7. Consider the selection of a Mayor Pro Tem. (Brandon Wright, Town Manager)
Mayor Tiffany stated per the Town's Charter, the Council shall elect one of its
members as Mayor Pro Tem at its first meeting after the election, she then outlined the
procedures for nominations.
Council Member Sheridan nominated Council Member Rowe. Council Member
Simmons seconded the nomination.
No further nominations were made.
Mayor Tiffany called for a vote on the nomination of Council Member Rowe as
Mayor Pro Tem.

EXECUTIVE SESSION/REGULAR SESSION
Pursuant to the Open Meetings Act, Chapter 551, the Town Council convened into
a Closed Executive Session at 8:00 p.m. and reconvened into Regular Session at 9:16
p.m. in accordance with the Texas Government Code regarding:
Section 551.072: Deliberate the purchase, exchange, lease or value of real
property generally located near the intersection of Trophy Club Drive and Trophy Lakes.
No Action Taken.
