BACKGROUND/SUMMARY: A Specific Use Permit (SUP) application was submitted by Pinch A
Penny, with 3680 Outdoor Solutions, LLC, for a property located within the Planned
Development District 21 (PD-21) Shopping Center, at 301 Trophy Lake Drive, Suite 124, for an
outdoor sodium hypochlorite (bleach) storage tank to support retail pool supply operations.
The property is zoned PD-21, which does not allow outdoor storage except for refuse disposal.
Because of this restriction, a Specific Use Permit is required to allow the proposed tank. The
tank will be located at the rear of the building within an existing service and parking area,
which helps minimize visibility from Trophy Lake Drive and reduces potential impacts to nearby
properties.

The system is designed with safety features to help prevent overflow and includes
requirements for routine inspections, proper labeling, employee training, and on-site safety
equipment. The proposed tank will be a 950-gallon unit constructed of heavy-duty
polyethylene, placed on a paved surface and surrounded by a protective containment structure
designed to hold potential spills. It will be located in an enclosed area behind Suite 124,
occupying approximately two parking spaces near the rear entrance door.
The tank will connect to the building through underground double-sleeved Schedule 80 PVC
piping and will be used to safely store and dispense liquid pool chemicals. The Town Fire
Marshal has reviewed the request and determined that the proposed setup meets the
minimum requirements of the adopted fire code for hazardous materials storage. Additional
safety signage will be required and will be addressed during the formal plan review process
following SUP approval.
BOARD REVIEW/CITIZEN FEEDBACK: Notice of the public hearing was distributed as required
by the Town of Trophy Club Zoning Ordinance and State Law. At the time of agenda packet
publication, staff had not received any letters in support or in opposition.

Subject: Pinch A Penny Liquid Bleach Summary
Over the past 40 years, Pinch A Penny retail stores have safely and effectively handled the bulk
storage of liquid bleach for sale in 2.5-gallon containers to end-use consumers. Pinch A Penny has
approximately 290 retail locations (including several locations in Harris County, Texas), all carrying liquid
bleach for purchase.
Liquid bleach (sodium hypochlorite) is the most commonly used product for the sanitization of
drinking water and has been the product of choice for swimming pool sanitation for many years. While
other chemicals are useful for treating algae and other related problems, few products are as effective as
liquid bleach for overall sanitation and water purification.
Sodium hypochlorite is manufactured by mixing chlorine gas with sodium hydroxide and water.
The resulting product does not contain or generate chlorine gas when used alone. Our liquid bleach
product (10.5% sodium hypochlorite solution) is about twice the strength of household bleach (5.2%
sodium hypochlorite solution). Additionally, our liquid bleach product is not flammable. I have enclosed
the Safety Data Sheet for your reference.
The use of bulk storage tanks and secondary containment for the tanks should alleviate any
concerns for the health, safety or general welfare of residents, visitors or workers in the neighborhood. If

EMERGENCY PROCEDURES
I. HURRICANE PREPARATION
Store Preparations: Beyond whatever reasonable barrier protection is available for doors and
windows, the following areas should also be considered:
Computers: 1. Close Out Registers/Settle Credit Cards
2. Print any service routes or customer information you may need
3. Shut-Down All Computers
3. Un-Plug All Computers
4. Any computer on the ground should be propped up in case of flooding
5. Cover all computers and related equipment with plastic bags/tarps. Make
sure they are tied down so that if the building is penetrated, wind does not
easily blow off the covering.
After the storm, uncover and reconnect everything. Power-up the computers. If
the storm impacted the Tampa Bay area, the corporate computers may be still off-
line/unavailable, and, as such, you may not be able to reconnect. But, you should
still be ab -
Credit Cards: Credit Card processing may be unavailable for hours, days, or weeks based on the
severity of communication line damage. All stores at minimum should have a

Bleach Tanks: In a perfect situation, you will have a store with lots of pre-filled chlorine jugs, and
your bulk tank(s) will be completely filled prior to closing for the storm. But,
bleach suppliers cannot keep up with the demand pre and post storm. So, if your
tank is more than 75% full, and you have hurricane tie down straps on your tank,
your tank(s) will hopefully be fine

get them when there is no pending storm and it can be coordinated with your
supplier.
If your tank is not 75% full or more, consider obtaining enough empty jugs to drain
your tank into consumer containers that are stored inside the store, and then fill
your bulk tank(s) with water. You will likely need to use some chlorine neutralizer
will be critical. You need to take all reasonable steps to secure bleach tanks as they
will be critical to post-storm sales efforts. And you cannot expect your supplier to
top-off every store the day before a major storm or to refill your tank(s)
immediately after. Please be advised that an empty tank is not only subject to wind
damage, but if your secondary containment fills with storm water, it will try to force
an empty tank to float, potentially damaging the tank/plumbing. Additionally, be
aware that customers may use bleach jugs for gasoline so fully inspect before
use/filling; also consider selling the 1-gallon disposable to mitigate this risk.
Merchandise: The following items are in greater demand just before and
immediately after a storm. You should expect to run out, you should expect your
suppliers to run out, and you should be prepared that road closures may delay
resupply efforts. So, if a storm is coming, you should consider bringing in extra
merchandise. You can store extra stuff at home if necessary and possible. If you
over-passes, please send it back
right away as there may be other stores that desperately need it. Some of the items
that we typically see demand/spike for are as follows:

Cash: You may have more cash transactions post-storm than normal. That means you
will have a greater need to make change than normal. Consider obtaining extra
rolls of coins and extra small-denomination cash.

storm to make your own clean-up and post-storm functioning easier:

Vehicles: Vehicles should be fully fueled before the storm hits. Pickup truck beds should be
empty. Some stores may choose to fill vans with heavy merchandise like motors,
pumps, chorine tab buckets, etc. Heavy vehicles are less likely to be blown over.
Consider parking the vehicles on higher ground, next to a wall, and not directly
underneath trees or power lines.
Outside
Storage: If you have an outside/fenced storage area, or if your bleach tanks are outside,
ensure that those areas are empty and free of trash, debris, or anything that could
be a flying projectile.
Employee
Contact: Make sure you have a current list of all of your associate home telephone and
mobile numbers, as well as how to reach them if they are evacuating the area.
Helping to keep your employees safe and getting them back to work quickly after
the storm will be critical to your ability to capture post-storm sales. Make sure
they know how to reach you and understand what your evacuation plans are for
the storm.
II. FIRE OR FLOODING
FIRE
1. Evacuate premises and ensure the personal safety of all customers and all
employees.
2. Call 911
a. Provide business name and address
b. Notify responders of the danger due to certain chemicals inside the premises or in
the vicinity of the incident.
3. While someone is contacting 911 and evacuating the immediate area, if the fire is
small, any employee trained in the proper use of a fire extinguisher may attempt to
put out the fire. If the fire is large, uncontrollable, and producing toxic smoke, the
fire should be left alone for the Fire Department to handle.

4. Notify surrounding businesses/residents that they may be in immediate danger
(especially attached buildings).
5. Wait for the Fire Department to arrive and determine the appropriate course of
action.
FLOODING
1. Evacuate premises and ensure the personal safety of all customers and all
employees.
2. If it can be done safely, have someone remove all chemicals from the floor and
placed in an area that will be safe from contamination.
3. While the premises are being safeguarded and all people are safe, the source of
flooding, if possible, should be stopped. If the water is coming from a ruptured
water line, call the city/county water department and ask them to have the water
turned off or find the water meter valve and turn it off. The landlord/ property
manager should know where the turn-off valve for the water main is located and
how to turn the water off. If the flooding is from rising ground water, the flooding
may be impeded by using sand bags from inventory as barricades in the doorway
areas.
4. Call 911
a. Provide business name and address
b. Notify them of the flood and identify the name of the chemical or chemicals
involved.
c. Notify surrounding businesses/residents that may be in immediate danger
(especially attached buildings).
5. Wait for the Fire Department to arrive and determine the appropriate course of

ordinance. Her presentation included survey data, maps, and graphs showing that a
majority of respondents support the proposed change, as well as a request to update the
ordinance’s approved tree list.
The Commissioners discussed the landscape standards within PD-27 and considered
reviewing other Planned Developments (PDs) to ensure consistency across the Town.
While no formal action could be taken on this item, the Commission reached a consensus
to direct staff to place an item on a future agenda to consider an amendment to the PD-
27 ordinance, related to landscape standards.

Commissioner Poole moved to approve the March 12, 2026, Planning & Zoning
Commission meeting minutes as presented.
