REGULAR ITEMS
1. Presentation and discussion of a proposed amendment request to the Planned
Development District 27 (PD-27) Ordinance related to landscape standards within
The Highlands at Trophy Club.
Prior to the presentation, it was noted for the record that Commissioner Barbarin and
Commissioner Kesterson filed conflict of interest affidavits due to property ownership
within PD-27.

Matt Cox, Director of Community Development, introduced the item, followed by Ms.
Jenny Fox, a Highlands HOA board member and resident, who presented a request on
behalf of PD-27 Lot Type 2 homeowners to amend the landscape standards by reducing
the tree requirement from two trees per lot to one, aligning with the Town's base zoning
ordinance. Her presentation included survey data, maps, and graphs showing that a
majority of respondents support the proposed change, as well as a request to update the
ordinance's approved tree list.
The Commissioners discussed the landscape standards within PD-27 and considered
reviewing other Planned Developments (PDs) to ensure consistency across the Town.
While no formal action could be taken on this item, the Commission reached a consensus
to direct staff to place an item on a future agenda to consider an amendment to the PD-
27 ordinance, related to landscape standards.
2. Consider approval of the March 12, 2026, Planning & Zoning Commission meeting
minutes.
Commissioner Poole moved to approve the March 12, 2026, Planning & Zoning
Commission meeting minutes as presented.
Commissioner Kesterson seconded the motion.
