Chairperson Kashner called the Parks and Recreation Board meeting to order at 6:00 p.m. Jennifer Kashner, Chairperson Patrick Schrein, Vice Chairperson Bob Ferguson Andrew Beck Clark Simmons Gary Packan Carol Tombari Dean Roggia, Town Attorney Chase Ellis, Director of Parks & Recreation Madison Seil, Recreation Superintendent Daniel Wilson, Senior Administrative Assistant No Public Comments 1. Update on the Tree Inventory & Management Plan. Director Ellis provided the board with details on greehill and Davey Resource Group's progress in their 3D scan of all Town -owned trees and the development of a Tree Management Plan. Davey will be conducting an on -site inspection of all trees in the coming weeks and will input all collected data into TreeKeeper, an online tree - management platform. Board member Packan motioned to approve the March 16, 2026, and April 20, 20261 Parks & Recreation Board regular meeting minutes. Board member Tombari seconded the motion. No discussion was held. Chairperson Kashner called for a vote. The motion passed unanimously. VOTES ON THE MOTION AYES: Kashner, Schrein, Ferguson, Packan, Beck, Tombari NAYES: None VOTES: 6-0 3. Trophy Club Roanoke Youth Baseball Association Director Ellis commented on changes made to the new proposed Facility Use Agreement with TCRYBA from the previous agreement. Director Ellis presented the Cost Recovery Analysis for the fees collected from TCRYBA, noting that the 13% cost recovery falls short of the 90-100% recovery goal. Discussion was held regarding the fee structure for Trophy Club residents versus non-residents, field access, and third -party rental opportunities. Board member Schrein motioned to recommend the Facility Use Agreement with the Trophy Club Roanoke Youth Baseball Association to the Town Manager as presented by Staff. Board member Ferguson seconded the motion. No discussion was held. Chairperson Kashner called for a vote. Greater Northwest Soccer Association Director Ellis commented on changes made to the new proposed Facility Use Agreement with GNWSA from the previous agreement. Director Ellis noted that GNWSA opted for an annual flat rate as opposed to a per -registrant rate. Discussion was held regarding field access, payment methods, and third -party rentals. Board member Packan motioned to consider a recommendation regarding the Facility Use Agreement with the Greater Northwest Soccer Association to the Town Manager as presented by Staff.
