2. Agenda Item: Discuss the comprehensive exploration of the Town of Trophy Club’s history-initiated
Purpose and Scope: The project, contracted until May 31, 2027, aims to explore Trophy Club's history,
particularly its relation to golf, and identify historically significant sites. It will also provide a master plan
for public art placement.
• Team and Expertise: Dr. Austin Davis from UT Arlington, a landscape architect with 40
years of teaching experience and prior involvement with arts councils, leads the project.
His team includes graduate assistants specializing in GIS data and sustainable urban
design.
• Community Engagement: The project emphasizes community feedback through tools
like Slido and direct outreach to residents for historical information. Potential

engagement opportunities include the Harvest Festival on November 14th and a final
town hall.
• Timeline and Deliverables: Significant student work is expected over the summer, with
initial results by the end of August. The Arts Council's role is to guide the project, with
updates provided at the August meeting.
3. Discuss the proposed location and placement considerations for artwork donated to the Town of Trophy
Club.
The Town Manager directed the Art Council to find a suitable location for the two art pieces that were
donated by a local resident. The former Mayor’s office (now a community meeting room) was suggested
as a primary option, the front foyer, and the wall in front of the Administration offices. Plaques and art
lightening will be provided, with the potential to paint the wall if needed. The Arts Council decided on the
Council Chambers. This recommendation will be provided to the Town Manager.
4. Discuss prioritized Initiative number one, focused on public art for the purpose of establishing guidelines
for public art in Trophy Club.
This initiative focuses on establishing guidelines for the upkeep of art and identifying historically
significant sites to support long-term stewardship. Public art standards, developed by the Arts Ad Hoc, are
in the current Arts Council operating procedures. The Arts Council decided to table this item to review the
existing public art standards (operating procedures) as homework and plan to discuss potential
amendments at the next meeting.
5. Discuss prioritized initiative number two: Trophy Club Presents, focusing on professional arts
programming.
This initiative aims to build audiences for guest artists, touring exhibits, or art residency programs. An art
survey was deployed in January with 9 questions; it has received a little over 10 responses. Future
outreach for the survey and other initiative will utilize social media, text alerts, the town website,
newsletter, and QR codes at upcoming events. A community spotlight at the August Town Council
meeting will be planned to showcase the work the Arts Council has accomplished, future goals, promote
the survey, and provide an update on current project. Arts Council will review Observations and
Opportunities created by the Ad Hoc Committee to prepare for next meeting discussion.
6. Discuss upcoming Town events where the Trophy Club Council for Arts & Culture can host a tent or
booth to share information, engage with residents, and promote arts and cultural programs.
The Arts Council will attend the Harvest Festival on November 14th, and Winter Wonder Lights on
December 12. Arts Council members Peter, Brandi, and Jean committed to attending the Harvest Festival.
Peter, Melissa, and Amye committed to attending the Winder Wonder Lights. Activities should cater to
both adults and children, potentially using tablets for questions or voting on ideas. The primary goal is to
collect resident input, provide overview of who the Arts Council is, and show interest. Some engagement
strategies for the tent should be intestinal and meaningful. Ideas include Q&A sessions, “did you Know?”
facts, “then and now” photo comparisons, and game show format with music and questions about Trophy
Club,
Action Items
• Tamara will inform the Town Manager of the recommended location for the Art Donations.
• Arts Council to review the existing public art standards (operating procedures) as homework and plan to
discuss potential amendments at the next meeting.
• Arts Council to prepare for a community spotlight at the August Town Council meeting.

BACKGROUND/SUMMARY: The Trophy Club Council for Arts and Culture (Arts Council), in its
efforts to fulfill Initiative Number One, establishing guidelines for maintaining public art and
identifying historically significant sites, initiated discussions with the University of Texas at
Arlington (UTA) to engage a partner organization to assist in fulfilling Arts Council projects.
Following preliminary discussions regarding the project’s goals, UTA provided a proposal
outlining the scope of services and anticipated deliverables.
The proposal was presented to the Arts Council at its May 27, 2026 meeting, at which time
staff received direction to move forward with the partnership and proposed project. The
proposed historical research project will partner with UTA’s Institute of Urban Studies to:
• Research and document the history of Trophy Club;
• Create design recommendations informed by the town’s history, including:
o Architectural styles
o Streetscapes
o Signage
o Parks and public spaces
o Historical markers
o Public art
o Future redevelopment concepts
• Develop concepts for public art and historical displays, including:
o Murals
o Sculptures
o Historical plaques
o Walking and bike trails
o Storytelling displays

• Personnel costs, including salary and fringe benefits for the faculty project lead and
student employee: $6,500; and
• Institutional costs, including administrative and infrastructure support provided through
the University of Texas at Arlington: $3,500.
Funding for this project will be provided through the Hotel Occupancy Tax (HOT) Arts Programs
line item. For Fiscal Year 2026, $20,000 was allocated to this budget line to support the Arts
Council in fulfilling its annual initiatives.

Project Proposal: Town of Trophy Club
Past in Practice: Translating Local History into Urban Design Strategy
Institute of Urban Studies University of Texas at Arlington
IUS Background and Study Purpose:
The Institute of Urban Studies (IUS) is the principal research center for the College of Architecture,
Planning, and Public Affairs at the University of Texas at Arlington. Originally established through an act
of the 1967 Texas Legislative Session, the Institute’s mandated mission is to conduct research and
provide technical assistance to city and county governments, governmental agencies, and non-profit
organizations as well as to offer education and teaching opportunities to individuals involved in public
service and civic efforts.
This project proposes a comprehensive exploration of the Town of Trophy Club's historic cultural
identity through the study and interpretation of its archival documents, statistics, community memories,
and sites of historical significance. By systematically reviewing architectural features as they've developed
over time as well as historic sites and everyday objects that reflect the community’s heritage, the initiative
will uncover the narratives, values, and visual language that define the town’s character. These findings
will directly inform the creation of urban design guidelines and recommendations for historical
preservation, public art, and historical markers, ensuring that future public spaces, signage, and materials,
are rooted in local history.
IUS Priorities Integration:
The IUS focuses on three primary priorities when engaging with a sponsor to perform a project. These
priorities are:
- Design Metroplex – Projects that improve the aesthetics and experience of our regional spaces
- Planning Assistance for Rural Communities (PARC) – Spatial and community planning support,
specifically intended to address suburban and rural needs
- Research, Evaluation, and Analysis Program (REAP) – Reports for local and regional entities
that offer data-based policy recommendations
While this project can easily fit into all three categories, it most closely aligns with the Design Metroplex
priority of actively engaging in efforts that blend place-based research, community engagement, and
design strategy to create environments that feel welcoming, meaningful, and visually cohesive.
Project Deliverables:
1) Historically-Informed Urban Design Framework: A set of core themes that define the town’s
historical identity (e.g., industry, migration, arts, natural landscape), distilled into clear storylines,
including:
- Executive Summary for Stakeholders: A concise, visually engaging overview of findings and
recommendations for elected officials, funders, and community groups.
- Existing Conditions Report: An extensive review of the Town’s existing historical cultural
expressions, such as locations of interest and guiding documents

- Community Values & Vision Summary: Insights from workshops, surveys, and public
engagement sessions about how residents want their history represented in future design.
- A Series of Recommendations for Design Principles Informed by History: Actionable guidelines

themes
- An overview of future efforts for the Town Arts Council to take on such as:
o Public Art Master Plan: Recommendations for murals, sculptures, installations, and
interpretive elements tied to historical narratives and specific sites
o Historic Preservation & Adaptive Reuse Recommendations: Prioritized list of buildings
or districts with strategies for preservation, rehabilitation, or adaptive reuse.
o Cultural Corridor or Heritage Trail Concept Plan: A conceptual design for a walkable or
bikeable route that connects key historical sites with interpretive elements.
2) Historic Storytelling Toolkit: Templates and guidelines for plaques, wayfinding, digital storytelling,
augmented reality experiences, and educational materials, including:
- Timeline of Significant Events A visual and narrative timeline identifying key historical
milestones, demographic shifts, economic drivers, and cultural influences.
- Historic Sites & Structures Survey Documentation of buildings, landscapes, districts, and
infrastructure with historical significance, including condition assessments and potential for
interpretation.
- Community Exhibition or Presentation Materials: Posters, slide decks, or digital displays for
public meetings, showcasing the town’s history and proposed design directions.
- Community Oral History Collection Guide: Guide to producing and storing interviews,
transcripts, and audio/video recordings capturing lived experiences, traditions, and local
narratives.

Trophy Club
Council for Arts and Culture
Purpose
Trophy Club’s Council for Arts and Culture (hereafter “Arts Council”) is an advisory
body to the Town Council and Town Manager. Its purposes are to promote and
facilitate art and cultural activities as essential components of community
enrichment and to increase exposure to high quality art. The Arts Council promotes
lifelong learning through various creative activities, inviting residents of all ages to
explore the arts, discover their creative potential, and expand their cultural
horizons.
Mission Statement
Promote, present, and support high-quality, accessible art and cultural activities
that benefit the public.
OVERVIEW
Definitions
Arts: A wide-ranging subset of culture, composed of varied creative endeavors and
disciplines. Arts encompass visual arts, literary arts, performing arts, and narratives
(e.g., story-telling) among other disciplines that allow creative expression of ideas
and culture.
Culture: A set of generally shared attitudes, values, goals, and practices that
define a group of people, such as those of a particular region or community. (For
Examples may include information about the history of a town or area.
Public Art: Art that is placed in public spaces and expresses community values,
enhances the environment, transforms the landscape, and/or heightens public
awareness of the role of the arts in reflecting the identity of the town. Public art is
accessible to everyone and a form of community expression.
Majority: A number or percentage that is more than half of a total.
Primary Functions of the Arts Council
In encouraging lifelong learning and expanded cultural horizons, the Arts Council
performs the following functions:
1. Present and promote accessible arts and cultural programming.
2. Support art education.

3. Establish protocols for undertaking public art projects.
4. Advise town decision makers regarding the allocation of public funding for
arts and cultural events.
5. Upon approval of the Town Council, manage town-funded grants that
support Arts Council goals.
6. Undertake projects as approved by Town Council.
7. Perform other functions consistent with accomplishing Town Council
initiatives and Arts Council goals.
GOVERNANCE
Membership: Members of the Arts Council are appointed by the Town Council.
Residency: A person serving as a member of the Arts Council must reside within
the Town of Trophy Club throughout his or her term of service.
Arts Council Size: Total Arts Council membership may not exceed seven.
Term of Office: Members of the Arts Council shall serve two-year terms. Terms
shall be staggered. Four of the member terms shall expire in a year followed by the
expiration of three member terms in the following year.
Boards and Commission Manual: The Arts Council shall follow the requirements
set forth in the adopted Board and Commission Manual.
Election of a Chair, Vice-Chair, and Secretary: At the first Arts Council Meeting
following the appointment of new and/or returning members in October, the Arts
Council shall elect a chair, vice-chair, and secretary. The term shall be for one year
until the election of a new chair, vice-chair, and secretary the following year. Upon
the resignation or removal of the chair, vice-chair, or secretary, the Arts Council
shall elect a member to replace the vacated office.
Responsibilities of Chair, Vice-Chair, and Secretary
Chair: The chair presides over Arts Council meetings and represents the Arts
Council in official capacities. The chair ensures the fulfillment of the Arts Council’s
mission. The chair may vote on all matters of the Arts Commission and has no veto
authority.
Vice-Chair: The vice-chair assists the chair and performs duties of the chair when
the chair is unable to do so.
Secretary: The secretary works with the staff liaison to create agenda minutes.
The secretary performs other administrative duties as requested by the Arts
Council.
Subcommittees: The Arts Council may establish subcommittees consisting of Arts
Council membership as needed to facilitate specific projects or initiatives. From

time to time, the Arts Council Chair may appoint ad hoc content experts to offer
specialized knowledge essential for making effective recommendations to the Town
Council.
Duties of Arts Council Members
Identify and pursue possible external funding opportunities.
With prior approval of the Town Manager, solicit financial support for specific
projects.
Represent the Arts Council to the community at large and solicit public reactions to,
and engagement in, Arts Council undertakings.
Review and recommend updates, if necessary, to the Arts Council’s procedures and
rules periodically, at least every two years.
Meetings
Regular Meetings: The Arts Council shall meet at least quarterly. The schedule for
regular meetings shall be established at the beginning of each fiscal year.
Special Meetings: Special meetings may be called by the Chair or by two
members of the Arts Council members with at least 72 hours’ notice. Special
Meetings may also be called by the Town Manager.
Quorum: A quorum shall consist of a majority of the Arts Council.
Action: All actions of the Arts Council shall be approved with a vote of a majority of
members present.
Meetings shall be conducted in accordance with the Opens Meeting Act and adopted
Boards and Commissions Manual.
PUBLIC ART PROJECTS
General Considerations
Projects should achieve one or more of the following objectives:
• Support artists who work and live in Trophy Club.
• Enhance the reputation of the Town by publicizing public art projects. Help
foster dialogue between the artist and the neighborhood/area where the
project shall reside.
• Increase the numbers of visitors to Trophy Club, with attending secondary
benefits (restaurant and other commercial traffic).
• Connect project areas among neighborhoods to create a town network of
public art.
• Leave minimal or no impact on the area’s wildlife, habitat, or natural
landscape.

• Where possible and fitting, use environmentally benign materials.
Evaluation Standards for Proposed Projects
The following standards shall serve as a guide for evaluating projects that are
supported by the Arts Council:
• Leverage financial support to the maximum extent possible, whether
obtained through grant awards, partnerships, cooperative agreements, or in-
kind donations.
• The project should be designed, constructed and maintained at a reasonable
cost in a reasonable amount of time, with minimal land or other acquisition
needs.
• Exhibit minimal physical constraints (topography, negative environmental
consequences, etc.).
• Consider minimal legal and ownership constraints or unwanted interruption of
existing property use.
• Recognize and allow for timely response to rare or unique opportunities.
• When appropriate, and to the extent helpful, the project should be a
cooperative effort of multiple departments.
• Proposed projects must have a cultural or artistic focus, not primarily
religious, political, or aimed at fund-raising.
• Projects must resonate with the general public, not one organization or

• Arts Council funds may not be used: to pay tuition; for cash prizes; to meet a
curriculum requirement; to underwrite capital expenditures (buildings, land,
or permanent equipment); for fees (lobbying, attorneys, etc.); or for
activities that occurred prior to approval of the Town Council through the
Town Manager.
Facilities Support
With the approval of the Town Manager, the Arts Council may collaborate with
community centers, schools, churches, and public spaces in Trophy Club to host art
exhibitions, workshops, performances, and other projects that celebrate art and
cultural engagement that are open to the general public. Furthermore, the Arts
Council can assist these venues in developing programs that promote artistic
expression, cultural education, and accessibility to the arts.
