WHEREAS, the Town of Trophy Club, Texas is currently a Type A General Law City;
WHEREAS, Chapter 9 of the Texas Local Government Code authorizes the voters of
Trophy Club to adopt a municipal home rule charter under Article XI, Section 5, of the Texas
Constitution; and
WHEREAS, the home rule charter commission submitted a proposed home rule charter to
the Trophy Club Town Council on or about June 20, 1999; and
WHEREAS, the law does not grant the Town Council authority to make changes to the
proposed home rule charter; and
WHEREAS, the proposed home rule charter transforms the basic town management from
a current emphasis on a Council - Manager form of government to an emphasis on a Mayor -
Council form of government; and
WHEREAS, the Mayor - Council form of government gives significantly more governing
authority to the Mayor; and
WHEREAS, the Town currently has mutually beneficial relationships with each of the two
Municipal Utility Districts and with other governmental entities within the Town; and
WHEREAS, the proposed home rule charter will strain, if not destroy these relationships;
WHEREAS, the proposed home rule charter has a significant, negative budgetary impact
on the Town; and
WHEREAS, the Town Council believes the adoption of the proposed home rule charter is
not in the Town's best interest and recommends that the citizens of the Town vote against the
proposed home rule charter.
NOW, THEREFORE, BE IT PROCLAIMED BY THE MAYOR OF THE TOWN OF
TROPHY
Section 1. The Town Council encourages the registered voters of the Town of Trophy
Club to vote against the proposed Home Rule Charter.
Section 2. This Resolution shall take effect from and after its date of passage in
accordance with law.
PASSED AND APPROVED by the Town Council of the Town of Trophy Club, Texas
