Minutes CFAB 10/06/2014MINUTES FROM CITIZENS FINANCIAL ADVISORY BOARD MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 100 MUNICIPAL DRIVE, TROPHY CLUB, TEXAS Monday, October 6`h, 2014 at 6:00 P.M. Public Services Building Conference Room The Citizens Financial Advisory Board of the Town of Trophy Club, Texas, met in a meeting on Monday, October 6th, 2014. The meeting was held within the boundaries of the Town and was open to the public. STATE OF TEXAS § COUNTY OF DENTON & TARRANT COUNTIES§ BOARD MEMBERS PRESENT: Mike Buck - President Kathy Carlton — Vice President Alex Palazzolo — Board Member Neil Justice — Board Member Ralph Reed — Board Member Roger Williams- Board Member Connie Edwards —Board Member Greg Lamont —Council Liaison STAFF AND GUEST(S) PRESENT: Philip Shoffner —Council Member Mike Slye —Town Manager John Zagurski — Budget Analyst Lou Hocker —Guest Robert Hillman - Guest President Mike Buck called the meeting to order at 6:03 p.m. 1. Welcome from the Town Manager Mike Slye The Town Manager Mike Slye introduced himself to the board and the new board members. 2. Consider and take appropriate action regarding the election of CFAB Officers: Neil Justice nominated Mike Buck as Chairman and Kathy Carlton Vice Chairperson, Roger Williams Seconded the motion, approval was unanimous 3. Consider and take appropriate action regarding the Minutes dated August 18th, 2014. Neil Justice moves to approve, Alex Palazzolo seconded the motion, and the vote to approve was unanimous 4. Discuss the necessary steps to form a recommendation to the Town Council regarding Fire and Police Salary True -Up Board members requested the following information to be researched and provided to them: - Adjustments to base salary over the last three years, of cities surveyed. - Number of police, fire and EMS calls responded to. - Other communities to be included in the survey— highland village, little elm, Prosper or Collin County Equivalent to Trophy Club - Benefits comparison: health, dependent coverage, retirement, social security, and collective bargaining rights vs. non -collective bargaining rights. Board Members to review existing salary survey that was submitted in the agenda package. Town staff to report finding during future meeting, October 301h 5. Discuss the steps necessary to form a recommendation to the Town Council on the Viability and options related to Texas Municipal Retirement System (TMRS). The Board has requested to have a representative from TMRS come and speak about the system. TMRS consultant tentatively scheduled for October 16th meeting. 6. Discuss items for future agendas a. TMRS, attached guide of presentation b. Presentation by UNT professor c. Application review for vacant seat on CFAB 7. Set net meeting date Two meeting dates were set a. October, 16th 6:00 pm b. October, 30th 6:00 pm ADJOURN Neil Justice made a motion to adjourn. Motion seconded by Alex Palazzolo. Motion approved unanimously.
