The Crime Control and Prevention District Board of the Town of Trophy
Club, Texas, met in a Regular Session on Wednesday, December 19, 2012.
The meeting was held within the boundaries of the Town and was open to
the public.

CALL TO ORDER AND ANNOUNCE A QUORUM
Town Manager Mike Slye called the meeting to order and announced a quorum at
7:05 p.m.

2012-638-T Welcome from Town Manager Slye
Introductions
Purpose
Town Manager Slye welcomed everyone to the meeting and expressed his
appreciation to the Board for their willingness and dedication to work on the
Crime Control and Prevention District.
Slye gave a brief overview of the Town Council's intent to create a Crime
Control and Prevention District (CCPD) and explained the current sales tax
revenue distribution of the Town. Slye then explained what the purpose of the
Temporary CCPD Board is and what their tasks are leading up to a possible
May 2013 Election asking the town's citizens to consider formally creating a
Crime Control and Prevention District.
2012-639-T Discuss and take appropriate action on the nomination and appointment of the
following Officer positions:
a. Chair
b. Vice Chair
Town Manager Slye opened the floor for nominations.
Motion made by Board member Broyles, seconded by Board member
Isherwood, to appoint Board member Boudreau as Chair and Board member
Glowacki as Vice Chair of the Temporary Board of Crime Control and
Prevention District Board. Motion carried unanimously.

3. 2012-640-T Discussion of the procedural rules of operation
Town Attorney Adams stated that the Board will create a 2 -year plan and a
corresponding 2 -year budget. The Board decided to set their meetings at the prior
meeting and the last agenda item will be set the next meeting date.
4. 2012-641-T Review and discuss crime control plans and budgets established by existing CCPD's,
and take appropriate action regarding a model for use by the Trophy Club CCPD
Police Chief Scott Kniffen stated that the City of Lewisville was the most recent
CCPD plan and liked the way the plan was written and organized.
Chief Kniffen outlined the department's greatest needs and gave an overview the
department's 5 year plan.
Motion made by Gamache, seconded by Broyles, to use the City of Lewisville's
plan as a template and revise it to meet the Town of Trophy Club needs and
priorities. Motion carried unanimously.

Set meeting schedule
The Board set the next meeting for Wednesday, January 9, 2013 at 7:00 p.m. in the
Fire Department Training Room.
Board Comments and Discussion
Town Manager Slye asked the Board members to try to complete the Open Meetings
Act and Public Information Act Training by the next meeting.
Motion made by Board member Glowacki, seconded by Board member Broyles, to
adjourn. Meeting adjourned at 8:47 p.m.
