Minutes TC 05/17/2016 - Special SessionMINUTES FROM A SPECIAL SESSION TOWN COUNCIL MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 100 MUNICIPAL DRIVE, TROPHY CLUB, TEXAS Tuesday, May 17, 2016 at 9:00 A.M. Public Service Conference Room The Town Council of the Town of Trophy Club, Texas, met in a Special Session on Tuesday, May 17, 2016. The meeting was held within the boundaries of the Town and was open to the public. STATE OF TEXAS COUNTY OF DENTON TOWN COUNCIL MEMBERS PRESENT: C. Nick Sanders Mayor Greg Lamont Mayor Pro Tem, Place 5 Jim Parrow Council Member, Place 1 Rhylan Rowe Council Member, Place 3 Tim Kurtz Council Member, Place 4 Philip Shoffner Council Member, Place 6 TOWN COUNCIL MEMBERS ABSENT: Garrett Reed Council Member, Place 2 STAFF AND GUEST(S) PRESENT: Stephen Seidel Town Manager Patricia Adams Town Attorney Steven Glickman Assistant Town Manager/CFO Holly Fimbres Town Secretary/RMO Adam Adams Parks and Recreation Director Pat Cooke Development Services Manager Sherri Lewis Recreation Supervisor Mayor Sanders announced the date of Tuesday, May 17, 2016, called the Town Council to order and announced a quorum at 9:01 a.m. CITIZEN PRESENTATIONS This is an opportunity for citizens to address the Council on any matter whether or not it is posted on the agenda. The Council is not permitted to take action on or discuss any presentations made to the Council at this time concerning on item not listed on the agenda. The Council will hear presentations on specific agenda items prior to the Council addressing those items. You may speak up to four (4) minutes or the time limit determined by the Mayor or presiding officer. To speak during this item you must complete the Speaker's form that includes the topic(s) of your statement. Topics of presentation should be limited to matters over which the Council has authority. There were no citizen presentations. SPECIAL SESSION 1. Consider and take appropriate action regarding an Ordinance canvassing the returns and declaring the results of the Joint General and Special Election held on May 7, 2016, in the Town of Trophy Club, Texas, for the purpose of electing one (1) Council member to Place No. 5 for a three (3) year term; electing one (1) Council member to Place No. 6 for a three (3) year term of the Town of Trophy Club Town Council; and Proposition No. 1 related to the legalization of the sale of all alcoholic beverages including mixed beverages; and providing an effective date (Staff). Motion: Motion made by Council Member Rowe, seconded by Council Member Kurtz, to approve Ordinance No. 2016-19, canvassing the returns and declaring the results of the Joint General and Special Election held on May 7, 2016, in the Town of Trophy Club, Texas, for the purpose of electing one (1) Council member to Place No. 5 for a three (3) year term; electing one (1) Council member to Place No. 6 for a three (3) year term of the Town of Trophy Club Town Council; and Proposition No. 1 related to the legalization of the sale of all alcoholic beverages including mixed beverages; and providing an effective date of May 17, 2016. Motion passed unanimously. 2. Oath of Office to be administered by Town Secretary/RMO Holly Fimbres, and presentation of Certificates of Election from Mayor C. Nick Sanders to Greg Lamont, Council Member Place No. 5, and Philip Shoffner, Council Member Place No. 6 (Staff). Town Secretary/RMO Fimbres administered the Statement of Appointed Officer and Oath of Office to Greg Lamont, Council Member Place No. 5, and Philip Shoffner, Council Member Place No. 6. Mayor Sanders presented a Certificate of Election to Greg Lamont, Council Member Place No. 5, and Philip Shoffner, Council Member Place No. 6. 3. Remarks to and from incoming Council Members (Staff). Greg Lamont, Council Member Place No. 5, thanked the residents of the Town for their support and provided reassurance that he will continue to represent each one of them. Additionally, he thanked Council, those that helped him during his campaign, his fellow running opponent for running a fair campaign, and most importantly his wife, Janet. Philip Shoffner, Council Member Place No. 6, recognized and congratulated Greg Lamont for his success of being elected again. He briefly told a story about when he was first elected and Greg advocated that the Certificates of Obligations, relating to the first proposed Town Hall facility, be sent to the residents to vote on the matter. He stated that it has been a privilege to serve with the current Council, and provided a statistic that this time next year, the current Council will be the second longest serving Council in the history of the Town. He thanked Staff for exceeding their expectations when they were asked to raise the bar. Additionally, he commented that it has been an honor to serve the community and help make the Town a better place. Each Council Member thanked and congratulated Council Member Lamont and Council Member Shoffner for their service that they provide to the Town. 4. Consider and take appropriate action regarding the appointment of the Mayor Pro Tem; discussion of same (Staff). Motion: Motion made by Council Member Kurtz, seconded by Council Member Rowe, to nominate Council Member Greg Lamont to serve as Mayor Pro Tem for the next year. Motion passed unanimously. ADJOURN Motion made by Council Member Parrow, seconded by Council Member Rowe, to adjourn the meeting at 9:18 a.m. Motion passed unanimously.
