Minutes CCPD 04/21/2016MINUTES FROM REGULAR SESSION BOARD OF THE CRIME CONTROL AND PREVENTION DISTRICT MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 100 MUNICIPAL DRIVE, TROPHY CLUB, TEXAS Thursday, April 21, 2016 at 7:00 P.M. Police Department Training Room The Crime Control and Prevention District Board of the Town of Trophy Club, Texas, met in a Regular Session on Thursday, April 21, 2016. The meeting was held within the boundaries of the Town and was open to the public. STATE OF TEXAS COUNTY OF DENTON CCPD BOARD MEMBERS PRESENT: Paul Glowacki, Chairman J.J. Isherwood, Vice Chairman Louis Opipare, Board Member Thomas Class, Board Member Thomas McLain, Board Member Richard Savage, Board Member Cyler Campbell, Board Member MEMBERS ABSENT: STAFF AND GUEST(S) PRESENT: Steven Glickman, Assistant Town Manager/CFO Patrick Arata, Chief of Police Julie Swartz, Administrative Assistant CALL TO ORDER AND ANNOUNCE A QUORUM Board Member Paul Glowacki called the meeting to order and announced a quorum at 7:07 p.m. CITIZEN PRESENTATIONS Citizens are allowed three (3) minutes to address the Board regarding an item over which the Board has policy or oversight authority as provided by Texas law, the ethics order, or other policy order. No citizens addressed the Board. REGULAR SESSION 1. Discuss and take appropriate action regarding the Trophy Club Crime Control and Prevention District Board Minutes for February 25, 2016. Board Member Paul Glowacki called for a review of the Minutes of the February 25, 2016 Meeting of the Crime Control and Prevention District. The Minutes were reviewed and a motion was made by Lou Opipare to accept for table] the February 25, 2016 Minutes as presented. Motion seconded by Board Member J.J. Isherwood. Motion approved by a vote of 7-0. 2. Discuss and update Police Department operations status. Chief Arata reported that Police Department recruiting is going well. Testing has taken place; there were SO applicants, those were narrowed to 15. Eventually 9 people made it through and panel testing begins next week. FTO Training has begun and officers will be trained as such. That begins next week as well. On Funding side, money was set aside for technology and one of those things is Laserfiche. This will give us scanning capabilities for documents; we will try to scan as much as possible before we leave the current building. Volunteers can help us scan the documents in. Livescan is still in the works; the only holdup is the IT side and getting the remote units ready. Paul Glowacki noticed the new police vehicle; Chief Arata explained new vehicle is funded through capital expenses now. The new vehicles cost significantly less than the ones bought in the past. No action was taken on this item. 3. Discuss and give direction regarding funding for the new police facility. Attachment A- Funds Allocation Motion Steven Glickman, Assistant Town Manager/CFO provided updated information on new building. Sales tax will increase due to new businesses opening up however Board had concerns over $100,000 that was to be set aside for Police Department and questioned why that had changed. Mr. Glickman explained that some of the items were set aside as "alternates". Discussion was had over CCPD money being used for Police Department intentions only and J.J. Isherwood passed out language he proposed for allocation of $100,000. After discussion, all members agreed to improvements including holding areas, cameras and fencing. Board Member Lou Opipare made a motion to approve the proposal. Board Member J.J. Isherwood seconded the motion. Motion approved by a vote of 7-0. ADJOURN Board Member Lou Opipare made a motion to adjourn at 7:46 p.m. Motion seconded by Board Member Thomas McClain. Meeting adjourned at 7:46 p.m. Paul Glowacki 4-J—L-�L6W ��� Julie Swartz Town of Trophy Club Town of Trophy Club Attachment A Whereas on 25 February 2016 the Trophy Club Crime Control and Prevention District Board (CCPD) voted to allocate additional funds amounting to the sum of one hundred thousand (100,000) dollars with the clear and expressed intent that these be used solely for improvements to the police department section of the new joint town hall and police facility to be built. AND Whereas ambiguity was later injected by non -board members as to the proper allocation of these funds which contravened the board member's collective intent I therefore move that the previous funds allocation motion for the sum of one hundred thousand (100,000) dollars be amended to read: "The CCPD Board allocates one hundred thousand (100,000) dollars in addition to the previous committal of 2.25 million dollars; this one hundred thousand dollar (100,000) sum to be used toward solely toward improvements in the new police department facility and solely toward police department use. These improvements include fencing around the police department section, camera and image data device provisions, and retention of the holding areas of the police station. It also includes other enhancements of the police department that the chief law enforcement officer of the Town of Trophy Club may see fit consistent with the Board's intent. The capital improvements made with this funding shall be made, to the maximum extent possible, at the onset of construction of the new facility. "
