Svore Municipal Building Boardroom CALL TO ORDER AND ANNOUNCE A QUORUM Chairman Sheridan called the June 2, 2016, Planning and Zoning Commission meeting to order at 7:00 p.m. and announced a quorum present (5 members). Present: 5 - Commissioner Windland, Chairman Sheridan, Vice Chairman Oldham, Commissioner Baron, Commissioner Snell Absent: 2 - Commissioner Ross, Commissioner Pipkins STAFF PRESENT: Ron Ruthven, Town Planner John Zagurski, Alternate Recording Secretary Chairman Sheridan explained the order of the meeting to those present. CITIZEN PRESENTATIONS Citizens are allowed four(4) minutes to address the Commission regarding an item over which the Commission has policy or oversight authority as provided by Texas law, the ethics order, or other policy order. Chairman Sheridan asked for a vote. The motion carried (5-0). Motion by Chairman Sheridan, seconded by Commissioner Windland to remove item 2016-295 from the table. Commissioner Baron motioned to amend motion as follows: Motion to allow pet runs in this ordinance for PD 57 subject to the following: Pet run to be no larger than 2,000 square feet. Amended motion fails for lack of a second. Ron Ruthven, Town Planner, requests point of clarification on wording of standing motion for item 2016-292-T. Mr. Ruthven states the following: The recommended use to be added to the PD27 listing in the Village Centre regulations is "Pet services including veterinarian (without outdoor kennels)" Which is the current listing in the ordinance then the new language basically starts thereafter "Veterinary clinics may contain an outdoor pet run provided said area does not create a nuisance,does not contain any one pet for a period longer than 15 minutes, and is visually screened from the view of any public area including but not limited to a parking lot." Commissioner Oldham motions to amend motion, seconded by Darryl Windland as follows: That the PD 27 Village Centre permitted uses be amended allowing the following use: Pet services including veterinarian (without outdoor kennels). Approved veterinary clinics may contain an outdoor pet run provided said area does not create a nuisance, does not contain any one pet for a period longer than 15 minutes, and is visually screened from the view of any public area including but not limited to a parking lot. Chairman Sheridan asked for a vote to approve amendment to motion. Motion by Chairman Sheridan, seconded Vice Chairman Oldham.by to recommend approval of the site plan with the following conditions: • That the main exterior door for room 103, shown on page 5.00 labeled "building plan" in Exhibit B, be labeled as "exit only". • That the shrubs shown on the southwest corner of the property on the landscape plan, shown as page L1.01 on Exhibit B, connect to the existing shrubs on Lot 1, Block 1, Trophy Club Village Centre.
