Chairwoman Nimphius called the meeting to order at 7:00 p.m. noting a quorum was present. REGULAR SESSION Citizen Presentations: Robert Murray, 2252 Roseville Drive, requested assistance in acquiring more access for to the soccer fields and sports facilities for practices. Murray requested assistance in offsetting the expenses for putting in lights and other equipment at alternate locations. Additionally, he requested for improved response times from the Parks and Recreation Department staff. 1. Discuss and take appropriate action and appoint Vice Chair and Secretary Board Member Bilbrey made a motion to approve Mindi Bone as Vice Chairwoman. Board Member Farrell seconded the motion. The motion passed unanimously. Board Member Bilbrey made a motion to approve Dean Murray as Secretary. Board Member Bone seconded the motion. The motion passed unanimously. MINUTES OF A REGULAR PARKS & RECREATION BOARD MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 295 TROPHY CLUB DRIVE, TROPHY CLUB, TEXAS Monday, October 17, 2016 7:00 P.M. Town of Trophy Club Page 4 of 22 Monday, November 21, 2017 2. Staff/Board updates on the following; discussion of same: a. Girls on the Run Girls on the Run is hosting a fundraiser on Tuesday, November 15 from 3:00 p.m. – 5:00 p.m. on Parkview Drive. They are raising money to purchase AED’s for Harmony and Independence Park. b. Safe spaces Secretary Murray presented the idea of creating a safe space at the Trophy Club Police Station where residents can go to exchange items they bought online. This space would be monitored 24/7 and allow for exchanges to run smoothly without a cause for concern. c. Upcoming Special Events Fall Festival took place on Saturday, October 15. The event was a success and had over 60 volunteers. Staff might have to change venues next year due to the limited parking at Trophy Club Park. • Fall Family Campout, Oct. 22 • Toddler Playground Ribbon Cutting, Oct. 22 • Halloween Decoration Contest, Oct. 27 • Christmas Celebration, Dec. 3 d. Harmony Park The toddler playground will be installed on Saturday, October 22 after the ribbon cutting ceremony. Director Adams stated that Lakeview soccer fields were not ready for field use due to the contractor not finishing the seeding of the fields. There is no ETA on when they will be ready. The punch list items and the sod at Lakeview will be done by mid to late November. Harmony Park will be ready for soccer play by October 29. At the Town Council’s request, the wooden bleachers at Harmony Park have been removed. Construction for the new storage shed has begun and will be located at Field #4. A bid came in for the new parking lot. e. Independence Park Bids came in for the new parking lot at the Veteran’s Memorial. 70 spots are expected to be installed. f. Linear Trail North Golf carts are no longer allowed on the Linear Park North Trail. Citizens can drive their carts on the trails at Independence East and West, Harmony Park, and on the street. g. Medians The pumping stations are almost back online and have been moved. The medians are moving to well water instead of fresh water. h. Trophy Club Park The debris caused by the 2015 flood will be removed soon. Staff is in the process of receiving bids to repair and replace the picnic tables and other structures throughout the park. i. Freedom Park New benches will be arriving soon. The gate at the dog park is fixed. 3. Discuss and take appropriate action on the approval of the September 19, 2016 minutes. Board Member Murray made a motion to approve the September 19, 2016 minutes. Board Member Bilbrey seconded the motion. The motion passed unanimously. 4. Discuss and provide input concerning a staff presentation on this year’s Community Pool operation. Recreation Superintendent Jacob Lohse presented a yearly report on the Community Pool. Secretary Murray suggested adding cabana rentals to generate more revenue. Chairwoman Nimphius suggested all board members bring one revenue generating idea and one capital improvement idea to the November board meeting. Town of Trophy Club Page 5 of 22 Monday, November 21, 2017 5. Discuss and provide input concerning the following council approved 2016/17 capital park projects: a. Lakeview fence Director Adams met with a contractor who will be installing a 5ft high rod iron fence. The fence will run from Village Trail to Lakeview. The fence will serve as a boundary as well as provide safety park users. The two scenic overlooks will be removed. b. Harmony Park fence The current fence along Indian Creek will be replaced with a rod iron fence. The pipe rail and gate fences will also be replaced before 2017. c. Indy West playground shade structure A shade structure will be installed over the playground. d. Indy West bathroom/concession area renovation The concessions stand and bathrooms will be repainted. e. Indy West baseball scoreboards Staff is working with the association on installing scoreboards. f. Splash pad shade structure A new shade structure will be installed at the spray pad. 6. Discuss and take appropriate action to form a sub-committee to explore possible implementation of new signage for the Town’s Parks. The Board discussed forming a sub-committee to create and implement new entrance signs for all of the parks except Independence East. Board Member Gibson made a motion to approve Board Members Murray, Farrell, and Davis for the sub-committee. Board Member Bilbrey seconded the motion. The motion passed unanimously. 7. Discuss and take appropriate action concerning the current and future use and allocation of Town property utilized by the various sports organizations. The board discussed installing shade structures over the seating areas at Independence East baseball fields. 8. Future agenda items Adjourn Board Member Bilbrey made a motion to dismiss the meeting at 8:34 p.m. Board Member Davis seconded the motion.
