STATE OF TEXAS § COUNTY OF DENTON § The Parks & Recreation Board of the Town of Trophy Club, Texas, met in a RegularSession on Tuesday, February 21, 2017 at 7:00p.m. The meeting was held within the boundaries of the Town and was open to the public. Chairwoman Nimphiuscalled themeetingto order at 6:58p.m. notinga quorum was present. REGULAR SESSION Citizen Presentations: Chad Reithmeier,who is running for a Town Council position, attended the meeting to introduce himself to the board members. . Discuss and take appropriate action on the approval of the January 16, 2017 1. minutes. Board Member Farrell made a motion to approve the January16, 2017minutes. Board Member Davis seconded the motion. The motion passed unanimously. Staff/Board Updates on the following items; discussion of same. 2. a.Community Challenge The Town is currently holding the second place position in the Community Challenge. Chairwoman Nimphius suggested that other Board Members become more involved by posting selfies and getting other community members to register. If our Town wins the challenge, we will win a grant that will go towards anything Parks and RecPage 4 of 10Meeting Date: April 17, 2017 related to Parks and Health/Wellness. The first place winner will also win fifteen (15) tickets to the IT’S TIME TEXAS Health Summit in the summer. The next community workout will take place on Saturday, March 18 from 9:00 a.m. – 10:00 a.m. at Independence East Park. b.Harmony Park The parking lot at Harmony Park is graded but concrete has not been poured yet. The parking lot should be completed by late spring and will feature 72 spaces with 3 handicapped spaces as well as spaces for people to park golf carts. The storage shed is now complete and ready to be used. It willbe shared between the Parks Department and the soccer association to house equipment. c.Independence Park The parking lot constructionat Independence West is almost finished. Light standards still need to put in. Parks and Recreation Director Adam Adams th mentioned implementing a July 4event or ceremony at the Veterans Memorial once the parking lot is completed. d.Lakeview Park Fields will be ready for soccer to use on March 20. e.Trophy Club Park The Parks and Recreation Department receivedgrantfunding for $184,000, with a 20% match by Town, for the Park. The grant was initially drawn up in 2009 but was just now accepted and dispersed. The grant willbe taken to Town Council attheir next meeting in March. The Parks Department also applied fora $500,000 grant, with a 20% match by Town, to put in a second motocross area. f.Back to Nature Back to Nature will take place on Saturday, March 18 from 11:00 a.m. to 2:00 p.m. at Trophy Club Park. There will be multiple vendors including Dallas Paleontology Society, Marshall Creek Ranch, Wildlife on the Move, and In-N-Out Burger. There will be about 20 volunteers to assist staff and vendors. Staff will be adding a promotional item for all who attend the event. The Spring Family Campout will also be taking place on March 18. This year staff is implementing a full serviced breakfast after listening to participant feedback. There will also be a scavenger hunt for kids as well as outdoor games for people to participate in. g.Activity Brochure The 2017 Activity Guide will be out in March. Staff are trying to put on a least one event per month. Department staff also in the process of developing partnerships and gaining sponsors for new events. Discuss and provide input concerning future park video topics. 3. Chairwoman Nimphius stated that she is going to put together monthly videos that highlight not only are parks but also introduce the Board Members. March – Independence East Park April – Harmony Park May – Freedom Dog Park June – Independence West Park Discuss and provide input concerning pool use by groups affiliated with local 4. businesses. The main concern when it comes to groups at the pool is overcrowding. Department Staff are going to come with a group policy to help keep capacity down. One main rule will be that groups must tell pool staff and schedule when they will be coming, beforehand. This will help pool staff better prepare for their arrival. Park Board will vote on this in April and it will be passed to Town Council for approval at their first May meeting.. Parks and RecPage 5 of 10Meeting Date: April 17, 2017 Discuss and provide input concerning concession stand operations at the pool. 5. Parks and Recreation Director Adam Adams mentioned that the concession loses money every year. Staff is going to work to hand over operations to the youth sports associations as a way for them to raise money. The concession stand will only operate on the Saturday and Sunday. Staff is going to look into purchasing vending machines so patronshave a place to purchasesnacks and drinks during the week. Discuss and provide direction concerning a reduction in the number of regularly 6. scheduled meetings throughout the year. Park Boardmeetings will now be quarterlyin the months of January, April, July, and October withthe caveat that there could be special called meetings to address specific topics as needed in a timely manner. Following the removal of non-resident memberships at the pool, staff continues to explore ways to increase the overall resident satifaction at the pool. The pool is heavily crowded in the mornings and a group policy would aid in managing group use during these time periods. Parks and RecPage 7 of 10Meeting Date: April 17, 2017 PROPOSED GENERAL GROUP POOL POLICY GUIDELINES Trophy Club Parks and Recreation makes the pool available for group use on a shared-use basis during pool operating hours beginning at 11 am. 1. Groups of people larger than 10 individuals are required to make a reservation request at least 21 business days prior to the requested date of use. Reservation requests can be made online at www.tcparks.org or by emailing jlohse@trophyclub.org. 2. Group reservations are limited to Trophy Club residents (such as birthday parties), Trophy Club non-profits, and other Trophy Club-based organizations/businesses. 3.Groups must provide proof of residency before making a reservation. Groups will be charged $4 per resident user and $6 per non-resident user. Group members must provide proof of residency for EACH individual to receive the resident rate. All fees must be paid at or before the time of the reservation. If a group pays prior to their reservation, they MUST provide proof of residency for each individual on the day of their reservation. 4. Groups are scheduled on a first-come, first-served basis and are subject to capacity limits. The maximum allowed individuals for each group is 50 participants (non-swimmers included). Groups of 30 participants or more will be required to pay an additional $1 per individual to help offset the cost of additional staff. Group reservations are limited to (1) per week. Groups (day cares, camps, etc.) must have a 1 to 10 ratio of adults/supervisors/counselors to youth. If there are children under age 5 in the group, the ratio of adults/supervisor/counselor to youth must be 1 to 6. 5.The Trophy Club Parks and Recreation Department reserves the right to deny a group reservation request due to staffing availability, facility capacity restrictions and for other reasons related to the safety of pool patrons. Groups must follow all pool rules and individual group participants may be ejected for violations of these rules.
