CRIME CONTROL AND PREVENTION DISTRICT BOARD
RESOLUTION NO. 2017-01
A RESOLUTION OF THE TOWN OF TROPHY CLUB CRIME CONTROL
AND PREVENTION DISTRICT BOARD,ADOPTING SPECIFIC RULES
AND REGULATIONS REGARDING THE ADOPTION OF BUDGET BY
THE BOARD;AND PROVIDING AN EFFECTIVE DATE.
WHEREAS,
Section 363.204,Local Government Code, provides the procedures
for the adoption of Budget by the Board; and
WHEREAS,
subsection (f), of Section 363.204, allows the Board by rule to adopt
procedures for adopting a budget different from the procedures outlined in subchapter
D-1, Addition of Territory to District, but the Board must hold public hearings relating to
the budget; and
WHEREAS,
the Crime Control and Prevention District Board finds it appropriate
to adopt rules of procedure relating to the Boards budget.
NOW, THEREFORE, BE IT RESOLVED BY THE CRIME CONTROL AND
PREVENTION DISTRICT BOARD OF THE TOWN OF TROPHY CLUB, TEXAS:
Section 1. That the Crime Control and Prevention District Board adopts the
following procedures in reference to adoption of budget by the Board:
(a) Not later than the 80thday before the date each fiscal year begins,the
board shall hold a public hearing on the proposed annual budget.
(b) The board shall publish notice of the hearing in a newspaper with general
circulation in the district not later than the 10th day before the date of the hearing.
(c) Any residentof the district is entitled to be present and participate at the
hearing.
(d) Not later than the 60thday before the date each fiscal year begins, the
board shall adopt a budget. The board may make any changes in the proposed budget
that in its judgment the interests of the taxpayers demand.
(e) Not later than the 10th day after the date the budget is adopted, the board
shall submit the budget to the governing body of the political subdivision that created
the district.
Section 2. That this resolution shall become effective immediately upon its
passage and approval.

The Crime Control and Prevention District Board of the Town of Trophy Club, Texas, met in a Regular
Session on Tuesday, January 17, 2017. The meeting was held within the boundaries of the Town and
was open to the public.

CALL TO ORDER AND ANNOUNCE A QUORUM
Board Member Paul Glowacki called the meeting to order and announced a quorum at 7:00 p.m.
CITIZEN PRESENTATIONS
Citizens are allowed three (3) minutes to address the Board regarding an item over which the Board has
policy or oversight authority as provided by Texas law, the ethics order, or other policy order.
No citizens addressed the Board.

REGULAR SESSION
1.Discuss and take appropriate action regarding the Trophy Club Crime Control and Prevention
District Board Minutes for July 5, 2016.
Board Member Paul Glowacki called for a review of the minutes of the July 5, 2016 Meeting of
the Crime Control and Prevention District. The minutes were reviewed and a motion was made
by Richard Savage to accept \[or table\] the July 5, 2016 minutes as presented. Motion seconded
by Board Member Thomas McLain.
Motion approved by a vote of 6-0.
2.Consider and take appropriate action regarding a Service Contract by and between the
Town and the Crime Control and Prevention District providing for an increase in the payment
contribution from the Crime Control and Prevention District for the debt associated with the
series 2016 Certificates of Obligation; and authorizing the Crime Control and Prevention Chair
or his designee to execute all necessary documents.
Board Member Paul Glowacki called on Chief Arata to give a briefing on the item before action
was taken. Chief explained this is half of the bond approved by the Town Council to support
purchase of the new building, and is $2.26 million and originally the Board had discussed $2.5
million which the CCPD would put up. Steven Glickman was able to get a better rate to
contribute paying towards the $2.26 million for twenty years. The total that the CCPD will be
paying is $2.987 million including interest over twenty years. The rest of the bond will be paid
for by the Town. Richard Savage made a motion to approve. Tom McClain seconded the
motion.
Motion approved by a vote of 6-0.
Chief Arata explained the layout of the new building and the Police Department areas to the
Board Members. The members wanted to confirm all the needs of the department would be
met in the new building before moving to next item.
3. Consider and take appropriate action regarding the acceptance of Crime Control and
Prevention District member Tom Class’s Resignation, effective January 30, 2017.
Mr. Class presented updated letter which states date of January 29, 2017 as resignation from
CCPD Board. Letter was read out loud by Paul Glowacki. Alicia Fleury made a motion to accept
resignation. J.J. Isherwood seconded the resignation. Paul Glowacki congratulated Mr. Class on
his new position as Town Manager and thanked him for his service.
3.Police Department update.
Chief Arata gave update on Police Department stating that 4 positions are currently vacant,
including 3 patrol and 1 sergeant. There will be upcoming testing next month. There is a part
time Evidence Custodian that will hopefully become full time. The CID Assistant has worked out
very well and has helped to organize the CID organization, etc. There is a process in place of

electronically converting documents through Laserfiche to avoid taking much paper to new
building. Remaining CCPD budget will be used to uniforms, technology, radios and last portion
of fingerprint scanner. The department is also looking into the purchase of a golf cart or

something to replace the Gator that was passed on to the Parks Department. The 2 new
police car is in and final touches being put on it. Duty weapons will be issued to the officers in
the upcoming months. Paul Glawocki requested that in a future meeting we get stats and an
update on Indy, the K-9 officer.
