Planning & Zoning Commission
October 5, 2017 7:00 p.m. Svore Municipal Building Boardroom
CALL TO ORDER AND ANNOUNCE A QUORUM
Chairman Sheridan called the October 5, 2017, Planning & Zoning Commission to order at 7:00 p.m. and
announced a quorum present (6 members).

Commissioner Mike Branum
Commissioners Absent:
Commissioner Eric Malmberg (excused)

CITIZEN PRESENTATIONS
Citizens are allowed four (4) minutes to address the Commission regarding an item over
which the Commission has policy or oversight authority as provided by Texas law, the
ethics order, or other policy order.
Chairman Sheridan asked if there were any public requests to speak. No public requests were submitted.
REGULAR SESSION
2017-430-T Case TUP-17-007 (Beck Elementary Construction Trailer)
Discussion and recommendation regarding a request for a Temporary Use Permit to
allow a construction trailer at Beck Elementary School, generally located west of
Parkview Drive and south of Independence Park West.
The applicant's contractor, Steve Kilgo, Pogue Construction, 1512 Bray Central Dr., McKinney addressed
the commission and was available for questions.
Chairman Sheridan asked for the staff report, which was presented by Lisa Payne, Town Planner.
Chairman Sheridan moved to recommend approval with the condition that the trailer is removed by the
time the building addition gets a Certificate of Occupancy (CO), but not later than 02/28/2018 with a
second by Commissioner Beach.
Commissioner Sheridan called for a vote.
The motion was passed unanomiously.
2017-438-T Consider and take appropriate action regarding a Meritorious Exception for a
development sign proposal located at 2980 E SH 114, the property being located in
the PD 25 zoning district.
The applicant or representative was not present to speak or answer questions which was noted by the
Commission.
Chairman Sheridan asked for the staff report, which was presented by Lisa Payne, Town Planner.
Commissioner Pipkins moved to recommend denial of the Meritorious Exception. The motion died for
lack of a second.
Commissioner Beach moved to recommend approval for the sign proposal with removal after the first sign
is installed on the building.
Motion seconded by Chairman Sheridan.
Chairman Sheridan called for a vote.
The motion carried with Commissioners Oldham, Beach, Blake, and Branum voting in favor of the request
and Chairman Sheridan and Vice-Chairman Pipkins voting against.
2017-431-T Review and approve the minutes of the September 7, 2017 Planning & Zoning
Commission Meeting.
Chairman Sheridan asked for questions or corrections from Commissioners. There were none.
Commissioner Pipkins moved to approve the September 7, 2017 minutes as written, which was seconded
by Commissioner Beach.
Chairman Sheridan asked for a vote.
The motion carried with Sheridan, Pipkins, and Beach in favor and Oldham, Blake and Branum abstaining
due to not being present at the September 7, 2017 meeting.
2017-432-T Town Planner Updates: Update on previous cases heard by the Commission;
discussion on current Town development issues and development codes.
Chairman Sheridan asked for the staff updates.
Staff updates were given by Lisa Payne, Town Planner.

ADJOURN
Commissioner Branum moved to adjourn, and was seconded by Commissioner Pipkins.
Chairman Sheridan asked for a vote.
The motion carried unanimously.
The meeting was adjourned at 7:50 p.m.
