The Crime Control and Prevention District Board of the Town of Trophy Club,Texas, met in a Regular
Session on Wednesday, May 2, 2018. The meeting was held within the boundaries of the Town and was
open to the public.

CALL TO ORDER AND ANNOUNCE A QUORUM
Board Member Paul Glowacki called the meeting to order and announced a quorum at 6:00 p.m.
CITIZEN PRESENTATIONS
Citizens are allowed three(3)minutes to address the Board regarding an item over which the Board has
policy or oversight authority as provided by Texas law, the ethics order, or other policy order.
No citizens addressed the Board.

REGULAR SESSION
1. Discuss and take appropriate action regarding the Trophy Club Crime Control and Prevention
District Board Minutes for May 2,2018.
Board Member Paul Glowacki called for a review of the minutes of the January 8, 2018 Meeting
of the Crime Control and Prevention District. The minutes were reviewed and a motion was
made by Lou Opipare to accept [or table] the January 8, 2018 minutes as presented. Motion
seconded by Board Member JJ Isherwood.
Motion approved by a vote of 5-0.
2. Consider and take appropriate action regarding the Crime Control and Prevention District
Board budget for Fiscal Year 2017-2018.
Chief Arata explained there is no action on this item and the budget consists of a continuation of
small equipment, iPads, computers and miscellaneous items for the Police Department.
We hope to be at full staff by this July and have everything budgeted to do so.
3. Police Department update.
Chief Arata reported that budget will be coming in soon. Police Department would like to
include enough for a car, but may be slightly over budget. We have repainted two of the older
Admin Tahoe's which have lower mileage and currently have Chevy's and Ford's in the vehicle
fleet. Explorers are holding up very well since we began buying them a few years ago.
We are in process of recruiting for CID Captain and Sergeant position. Once those are hired the
department should be at full staff soon. We have had a few new policies regarding uniforms,
tattoos and other items recently.
Lou Opipare asked if there was a chance Trophy Club Police Department and Roanoke Police
Department could join Communications Centers (there was talk of that at one time). Chief
explained that it is a little too cost prohibitive to pursue in comparison to what we get from
Denton County, but we do have a great working relationship with Roanoke.
JJ Isherwood asked about shift coverage and how many officers work days and nights and what
we anticipate to change. Chief Arata explained we have two day and two night officers
currently;when we have a full staff up and running it will be two day,two nights,a cover shift, a
sergeant in the morning and a sergeant at night. During peak hours we will have 5-6 people on
street. We are in process of schedule change and will be going from a four-month rotation to a
six-month rotation. We have 24 full time staff: 20 sworn officers,4 support staff.
Leo Daniels asked about the new Sergeant and his experience with SRO's;Chief explained he
does have a skillset with SRO's which will be used to the Police Department's advantage once he
starts.
Chief Arata reminded members about the May 16, 2018 meeting at Council Chambers for the
CCPD. It will be to canvass the election.

Board Member JJ Isherwood made a motion to adjourn at 6:14 p.m. Motion seconded by Board
Member Lou Opipare. Meeting adjourned at 6:14 p.m.
