Background and Explanation:
On August 26, 2017, the 1,560 square foot house at 9 Sonora Drive, within Village West
subdivision, caught on fire, causing major damage to the electrical, mechanical, and plumbing
systems, to the drywall and frame, and most notably, to the roof. Due to the inadequacies of
tarps over the last ten months, the inside of the house has been susceptible to the weather and
has fallen into an even greater state of disrepair.

Multiple complaints have been received and investigated by Town staff regarding the
maintenance, safety, and accessibility of the property. Concerns have included tall grass,
outdoor storage, unlocked doors, windows, and gates, trespassers, including children, and the
deteriorating tarps on the roof that are not well-secured for wind and do not cover the massive
hole in the roof.
Contact has been made with the property owners, Jacqueline & Charles Green, several times by
letter, email, and telephone to inform them of the previously referenced code compliance
issues that require resolution. The property owners have remedied the issues as they come
about, but due to the condition of the house, the problems tend to be recurring in nature.
The property owners have informed staff that they are currently in litigation with the insurance
company. The amount of money to be provided to the property owners by the insurance
company has not yet been determined, which is why repair of the house has been delayed.
As required by ordinance and state law, notice of a public hearing regarding a substandard
building was sent to all subject property owners, lien holders, and mortgagees, as well as
published in the Fort Worth Star Telegram, and posted on the subject property.

Building Standards Commission:
Corresponding with the Town’s goals and objectives, Trophy Club is committed to ranking highly as a
safe and livable location. For that purpose, Article 3.05 of the Trophy Club Code of Ordinances directs
us to be prepared and perform in a fashion that assists us in maintaining that position.
On August 26, 2017, the structure identified as 9 Sonora Drive suffered heavy damage due to a fire of
undetermined origin. Initially, Code Enforcement was directed to visit the site and ensure compliance
for the protection all involved, including but not limited to securing doors, openings, gates, and other
access points. Regular visits were scheduled to be sure that common maintenance was also being
accomplished, such as yard maintenance and total security of the structure.
On numerous occasions, the owners were notified that the grass was in need of mowing, gates were left
open and unsecured, and the doors to the location were left unlocked and accessible. Also, the
protective tarp placed over the structure, due to the fire damage directly causing the destruction of the
attic and roof, had become tattered; and, not only was it not serving a purpose, it became a nuisance to
the neighbors. Required temporary methods of correction, after the fire, were not accomplished until
notification was made to the owners, and no permanent repair has been made or accomplished to date.
The building interior has been, and is still, open to the elements and serious deterioration has
progressed.
The property is inferior to the neighborhood and interferes with the use, comfort, and enjoyment of the
surrounding properties.
It is the opinion of this office to deem this building as Substandard and, by Town definition, an Urban
Nuisance.
Only presumptions of damage to the inside of the structure can be made from photos taken by the Fire
Department and the fact that the house has been exposed to rain. An inspection subject to the
regulations of the International Building Code (IBC) has not been performed.
This determination falls under the guidelines and direction of the Code of Ordinances, Article 3.15,
Building Standards Commission, specifically and inclusive with Article 3.15.005, for your attention and
direction.

Local Option
On August 26, 2017 at approximately 00:22, T-681 and M-681 were dispatched to 9 Sonora Drive
in reference to a structure fire. A first alarm assignment was dispatched at that time. At
approximately 00:25 T-681 and M-681 responded. There was a slight delay in response do to
the time of night and crew responding to apparatus from second floor bunk rooms. The weather
was cloudy and traffic was light, neither hindered the response.
While en route,
dispatch advised that the occupant is out of town but her mother and pets may be
inside.
T-681 and M-681 arrived on location at approximately 00:29. T-681-A reported a
single story residential structure with heavy fire through the roof. T-681 established

On August 26, 2017 at approximately 00:22, T-681 and M-681 were dispatched to 9 Sonora Drive
in reference to a structure fire. A first alarm assignment was dispatched at that time. At
approximately 00:25 T-681 and M-681 responded. There was a slight delay in response do to the
time of night and crew responding to apparatus from second floor bunk rooms. The weather was
cloudy and traffic was light, neither hindered the response.
While en route, dispatch advised that the occupant is out of town but her mother and pets may
be inside.
T-681 and M-681 arrived on location at approximately 00:29. T-681-A reported a single story
residential structure with heavy fire through the roof. T-681 established command and went
into rescue mode. T-681-D and M-681 established a water supply. T-681 deployed a 2.5 inch

the residence. Sonora Command reported the fire under control at approximately 01:15. At
approximately 01:04 T-681 and M-681 crews rescued three kittens from the master bedroom. Fire
crews continued aggressive fire attack and loss stop was reported at approximately 01:34.
Fire crews continued with mop up operations until command was terminated at 03:21. No further
information to report at this time.
