BOARD OF THE CRIME CONTROL AND PREVENTION DISTRICT MEETING
FOR THE TOWN OF TROPHY CLUB

Wednesday, May 2, 2018 at 6:00 P.M.

The Crime Control and Prevention District Board of the Town of Trophy Club, Texas, met in a Regular
Session on Wednesday, May 2, 2018. The meeting was held within the boundaries of the Town and was
open to the public.

CALL TO ORDER AND ANNOUNCE A QUORUM
Board Member Paul Glowacki called the meeting to order and announced a quorum at 6:00 p.m.
CITIZEN PRESENTATIONS
Citizens are allowed three (3) minutes to address the Board regarding an item over which the Board has
policy or oversight authority as provided by Texas law, the ethics order, or other policy order.
No citizens addressed the Board.

REGULAR SESSION
1.Discuss and take appropriate action regarding the Trophy Club Crime Control and Prevention
District Board Minutes for May 2, 2018.
Board Member Paul Glowacki called for a review of the minutes of the January 8, 2018 Meeting
of the Crime Control and Prevention District. The minutes were reviewed and a motion was
made by Lou Opipare to accept \[or table\] the January 8, 2018 minutes as presented. Motion
seconded by Board Member JJ Isherwood.
Motion approved by a vote of 5-0.
2.Consider and take appropriate action regarding the Crime Control and Prevention District
Board budget for Fiscal Year 2017-2018.
Chief Arata explained there is no action on this item and the budget consists of a continuation of
small equipment, iPads, computers and miscellaneous items for the Police Department.
We hope to be at full staff by this July and have everything budgeted to do so.
3.Police Department update.
Chief Arata reported that budget will be coming in soon. Police Department would like to
include enough for a car, but may be slightly over budget. We have repainted two of the older
Admin Tahoe’s which have lower mileage and currently have Chevy’s and Ford’s in the vehicle
fleet. Explorers are holding up very well since we began buying them a few years ago.
We are in process of recruiting for CID Captain and Sergeant position. Once those are hired
The department is finishing up interviews and should be at full staff soon. We have a few new
policies regarding uniforms, tattoos and other items.
Lou Opipare asked if there was a chance Trophy Club Police Department and Roanoke Police
Department could join Communications Centers (there was talk of that at one time). Chief
explained that it is a little too cost prohibitive to pursue in comparison to what we get from
Denton County, but we do have a great working relationship with Roanoke.
JJ Isherwood asked about shift coverage and how many officers work days and nights and what
we anticipate to change. Chief Arata explained we have two day and two night officers
currently; when we have a full staff up and running it will be two day, two nights, a cover shift, a
sergeant in the morning and a sergeant at night. During peak hours we will have 5-6 people on
street. We are in process of schedule change and will be going from a four-month rotation to a
six-month rotation. We have 24 full time staff: 20 sworn officers, 4 support staff.
Leo Daniels asked about the new Sergeant and his experience with SRO’s; Chief explained he
does have a skillset with SRO’s which will be used to the Police Department’s advantage once he
starts.

Chief Arata reminded members about the May 16, 2018 meeting at Council Chambers for the
CCPD. It will be to canvass the election.

A RESOLUTION OF THE TOWN OF TROPHY CLUB CRIME CONTROL
AND PREVENTION DISTRICT BOARD, CANVASSING THE RETURNS,
INCLUDING THE RETURNS OF EARLY VOTING BALLOTS CAST IN
CONNECTION THEREWITH, AND DECLARING THE RESULTS OF
THE JOINT SPECIALELECTION HELD ON MAY 5, 2018 RELATING
TO A PROPOSITION TO CONTINUE THE TROPHY CLUB CRIME
CONTROL AND PREVENTION DISTRICT FOR FIVE YEARS WITH A
LOCAL SALES AND USE TAX RATE OF ONE-FOURTHOF ONE
PERCENT; PROVIDING FOR THE INCORPORATION OF PREMISES;
PROVIDING FOR THE CONFIRMATION OF VOTE TABULATIONS;
PROVIDING NOTICE TO THE STATE COMPTROLLER; PROVIDING
FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS,
onJanuary 8,2018the Crime Control and Prevention District Board
of the Town of Trophy Club, Texas passed and approved an Election Order, ordering a
JointSpecial Election on a measure to continue the Trophy Club Crime Control and
Prevention District for five years with a local sales and use tax rate of one-fourth of one
percent; and
WHEREAS,
the appropriate authority of the Town posted and published, in
accordance with the election laws of the State of Texas, notice of the Joint Special
Election; and
WHEREAS,
the Joint Special Election was held on May 5, 2018, in the Town and
was in conformity with the election laws of the State of Texas, and the results of the
Joint Special Election, including the early voting results, have been certified and
returned to the properjudges and clerks thereof; and
WHEREAS,
the official returns of the Joint Special Election, including the returns
of early voting ballots in connection therewith, and as such returns are related to the
continuation of the Trophy Club Crime Control and Prevention District for five years with
a local sales and use tax rate of one-fourth of one percenthave been presented to the
Crime Control and Prevention District Board; and
WHEREAS,
it appears that a total of 412 votes were cast in such election with
399 Denton County ballots cast and 13 Tarrant County ballots cast; and
WHEREAS,
the returns of the Joint Special Election, including the returns of the
early voting ballots, duly and legally made, showed that thepropositionreceived the

WHEREAS,
pursuant to theHome Rule Charter,if a majority of the qualified
voters voting on a proposed measure vote in favor thereof, such measure shall become
effective in accordance with law.
NOW, THEREFORE, BE IT ORDAINED BY THE TOWNCOUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS:
Section 1.Incorporation of Premises.The above and foregoing premises are
true and correct and are incorporated into the body of this Ordinance and made a part
hereof for all purposes.
Section 2.Confirmationof Vote Tabulations.The results of the Joint Special
Election as related to the election to continue the Trophy Club Crime Control and
Prevention District for five years with a local sales and use tax rate of one-fourth of one
percent, as canvassed and tabulated above, reflect the expressed desires of the
resident, qualified voters of the Town.
Section 3. Implementation of Tax. In accordance with the Texas Tax Code,
the Town shall notify the State Comptroller of the results of the Special Election and
shall comply with all other legal requirements necessary to effect the reauthorization of
the taxin connection with the Crime Control and Prevention District sales and use tax
rate of one-fourth of one percent to be continued for five years.
Section 4. Engrossment and Enrollment.The Town Secretary of the Town of
Trophy Club is hereby directed to engross and enroll this Resolutionby filing this
Resolutionin the ordinance records of the Town as required in the Town Charter.
Section 5.Effective Date.This Resolutionshall take effect from and after its
date of passage in accordance with law, and it is so ordained.
