CALL TO ORDER AND ANNOUNCE A QUORUM
Chairman Sheridan called the February 2, 2015, Planning and Zoning Commission meeting
to order at 7:02 p.m. and announced a quorum present (5 members).
Present: 5 - Commissioner Card, Commissioner Senelly, Commissioner Oldham,
Chairman Sheridan, and Commissioner Ross
Absent: 2 - Vice Chairman Vowell, Commissioner Mills

Temporary Use Permit. The motion carried by the following vote.

2015-0042-T Discussion and recommendation regarding a request for a Preliminary Plat for Hillside
Pointe, Block A, Lots 1-33, CA1, CA2, and Block B, Lot 1; being a replat of Lot 4, Block
B, Trophy Wood Business Center, containing approximately 5.596 acres of land, located
in the Town of Trophy Club, Tarrant County, Texas, and being located in Planned
Development No. 33.

Consulting, on behalf of Manna Land, LLC., is requesting approval of a Preliminary Plat for Hillside
Pointe, Block A, Lots 1-33, CA1, CA2, and Block B, Lot 1.
Motion made by Chairman Sheridan, seconded by Commissioner Card, to approve Preliminary
Plat for Hillside Pointe subject to the following conditions:
• remove access easement
• address drainage between houses and provide adequate drainage
between houses backing up to Hanna Court
• clarify exclusive use easement

2015-0094-T Discussion and recommendation regarding amendments to the Town of
Trophy Club Code of Ordinances Ch. 5, Section 4 - Sign Regulations.
Discussion and recommendation by Commissioners regarding amendments to political,
builder/developer, and real estate signs.
The following recommendations were discussed:
• Real estate/builder signs prohibited on public property
• Increase the allowable height for real estate signs on the property being sold
• Add a definition for an "Off -Site Builder/Developer Sign"

Council the following amendments to the sign ordinance regarding political signs as follows:
Section 4.05 Temporary Signs
B. Political Signs

No political sign may be erected or placed on private residential property unless the
property owner has given a minimum of a verbal permission. No political sign may be
erected or placed on commercial property without written permission from the property
owner. Such written permission shall be provided to the Designated Official upon the
request of the Designated Official. No political sign may be erected or placed on public
property. Aproperty owner may remove a sign on their property without notice.
2. Duration
All political signs may be erected or maintained in any location for a maximum period of
forty five (45) days prior to an election. Political signs shall be kept in repair and a proper
state of preservation. All political signs shall be removed no later than ten (10) days
following the date of an election or a run-off election.
23. Number, Size and Placement:
A political sign shall not exceed thirty-sixsixteen 1636) square feet in area nor exceed six
(6) feet in height, as measured from the ground. A political sign may not be illuminated or
have any moving elements. No more than one (1) of such signs for each political
candidate and twe SigRS perone sign for each side of an issue on the election ballot shall
be erected on any parcel of land. As used in this section "parcel' shall mean a piece of
land having fixed boundaries, whether those boundaries are fixed by plat or by metes and
bounds.
The front and back surface of a political sign shall constitute one sign. For signs -wit#

34. In the event that the number of political signs upon a lot or property exceeds the total
number permitted by this Article, the signs in excess of the number permitted shall be
deemed to be in violation of this Article. The Designated Official shall notify the property
owner on which the political signs are located of the violation; the property Owner must
then remove the signs in excess of the permitted amount within twenty-four (24) hours
following the time of such notification.
The Designated Official is hereby authorized to remove without notice any political sign
that is erected or placed on public property, including medians, and right-of-ways. Such
sign shall be impounded and may be destroyed by the Town.

54. Removal Period
Procedure in Event of Non -Removal
All political signs shall be removed within a period not to exceed tenthree (103) days after
the date of the election for which the sign was placed. Failure to remove such signs
within the tenthree (103) day period shall give the Designated Official the authority to
remove such signs.
63. Vehicle Mounted Political Signs:
A political sign which is mounted or placed on any trailer or vehicle and which is not
permanently affixed to the trailer or vehicle is permitted. A vehicle with such a sign may
be parked on a public street in accordance with the Town's parking regulations. For
purposes of this paragraph, a political sign is not required to be supported by the ground.
76. Zoning Districts
Political signs shall be allowed in all zoning districts of the Town.
87. Exemptions
Political signs shall not require a sign permit, and except as regulated by this Section, are
exempt from the remainder of the regulations contained in this Article.

Discussion and recommendation by Commissioners regarding amendments to builder/developer signs.
Motion made by Commissioner Sheridan, seconded by Commissioner Senelly, to advise Town
Council the following amendments to the sign ordinance regarding builder/developer off premises
signs as follows:
• require builders/developers to have a permit to cost $100.00 yearly renewed annually allowing
them to have ten (10) signs, a maximum of one (1) sign per location with minimum spacing four
hundred (400) feet, not allowed on public property, submitting map showing exact location of
signs.

2015-0095-T Discussion and recommendation regarding amendments to the Town of Trophy Club's

The Commissioners discussed whether or not ordinance language could be drafted that would be clear
enough from and administrative decision standpoint while still holding true to the plans that had been
approved by the Planning and Zoning Commission and Town Council.
Motion made by Commissioner Senelly, seconded by Commissioner Card, to eliminate this
section from the ordinance.
The motion carried by the following vote.
