CALL TO ORDER AND ANNOUNCE A QUORUM
Chairman Sheridan called the May 7, 2015, Planning and Zoning Commission meeting
to order at 7:01 p.m. and announced a quorum present (7 members).
Present: 7 - Commissioner Card, Commissioner Senelly, Commissioner Oldham,
Chairman Sheridan, and Vice Chairman Vowell, and Commissioner Mills
Commissioner Ross arrived at 7:05 p.m.

2015-0295-T Consider and take appropriate action regarding the January 8, 2015 and January 15,
2015 Planning and Zoning Commission meeting minutes.

Motion made by Commissioner Vowell, seconded by Commissioner Mills, to approve the
January 8, 2015 and January 15, 2015 Planning and Zoning Commission meeting minutes.
The motion carried by the following vote.
Aye: 7 - Commissioner Card, Commissioner Senelly, Commissioner Oldham,
Chairman Sheridan, Vice Chairman Vowell, and Commissioner Ross
PUBLIC HEARING - OPENED AT 7:04 P.M.
2015-0297-T Public Hearing to consider a request for a Specific Use Permit for a liquor store located
on Lot 1, The Village at Trophy Club in the Village Shopping Center at Highway 114 and
Trophy Club Drive.

Chairman Sheridan asked if there were any public requests to speak. No public requests were turned in.
2015-0299-T Public Hearing to consider amendments to the Town of Trophy Club's Code of Ordinances,
amending Chapter 13 -Zoning, Article V -Supplementary District Regulations, Section 5.09
(B)3 -Site Plan Requirements, concerning authorized approval of changes to a site plan.

REGULAR SESSION — OPENED AT 7:18 P.M.
2015-0298-T Discussion and recommendation of a request for a Specific Use Permit for a liquor
store located on Lot 1, The Village at Trophy Club in the Village Shopping Center at
Highway 114 and Trophy Club Drive.
CITIZEN PRESENTATIONS
Citizens are allowed three (3) minutes to address the Board regarding an item over which the Board has policy or

Staff noted correspondence was received from two (2) residents of Trophy Club.

This involves a request for a 3,000 foot liquor store to be called "6S Spirits".
Motion made by Chairman Sheridan, seconded by Commissioner Oldham, to recommend this
application to Town Council favorably. The motion carried by the following vote.
Aye: 6 - Commissioner Card, Commissioner Senelly, Commissioner Oldham, Chairman
Sheridan, Commissioner Ross, and Commissioner Mills
Against: 1 - Vice Chairman Vowell
2015-0300-T Discussion and recommendation of amendments to the Town of Trophy Club's Code
of Ordinances, amending Chapter 13 -Zoning, Article V -Supplementary District
Regulations, Section 5.09(8)3 -Site Plan Requirements, concerning authorized approval
of changes to a site plan.

Motion made by Chairman Sheridan, seconded by Commissioner Card, to approve subject to the
following conditions:
1. That Section 3a in Exhibit "A" be deleted with the opening paragraph in Section 3 amended to read as follows:
"Minor changes of details within a site plan, which do not create a significant change to the physical and
aesthetic character to a previously approved site plan as approved by the Town Council, may be authorized by
the Town Manager or their designee when such minor changes will not cause any of the following
circumstances to occur:"
2. That the following language be added by staff: "No change may be granted by staff that would, otherwise,
require the approval of a variance or waiver to any code or zoning district requirement".
3. That, in Sections 3a through m, any mentions of the words increase, reduction be replaced with the word
"change".
The motion carried by the following vote.

Sheridan, Vice Chairman Vowell, Commissioner Ross, and Commissioner Mills
