Minutes Animal Shelter 03/25/2014MINUTES FROM REGULAR SESSION ANIMAL SHELTER BOARD FOR THE TOWN OF TROPHY CLUB LOCATION: 100 MUNICIPAL DRIVE, TROPHY CLUB, TEXAS March 25, 2014 at 7:00 P.M. Police Department Conference Room The Animal Shelter Board for the Town of Trophy Club, Texas, met in a Regular Session on March 25, 2014. The meeting was held within the boundaries of the Town and was open to the public. STATE OF TEXAS § COUNTY OF DENTON AND TARRANT § BOARD MEMBERS PRESENT: Tony Simmons, Municipal Official Kelly Akin, Animal Shelter Operations Bruce Fusselman DVM, Veterinarian Danielle Stewart, Animal Welfare Organization Representative Susan Edstrom, Town Resident BOARD MEMBERS ABSENT: None STAFF AND GUEST(S) PRESENT: Scott Kniffen, Chief of Police, Staff Liaison Lisa Owens Melissa Burns CALL TO ORDER AND ANNOUNCE A QUORUM Chief Scott Kniffen, Staff Liaison called the meeting to order and announced a quorum at 7:02 p.m. CITIZEN PRESENTATIONS Citizens are allowed three (3) minutes to address the Board regarding an item over which the Board has policy or oversight authority as provided by Texas law, the ethics order, or other policy order. No citizens addressed the Commission. REGULAR SESSION 1. Discuss and take appropriate action for the appointment of aboard chairman and other board member positions. Chief Kniffen opened the floor for nominations for Chair, Vice Chair and Secretary. Susan Edstrom was nominated for Chair. Tony Simmons was nominated for Vice Chair. Kelly Akin was nominated for Secretary. No other nominations were offered and Dr. Fusselman moved for nominations to cease. Tony Simmons seconded the motion and the vote was unanimous. The vote was held for Chair and Susan Edstrom was elected Chair of the Shelter Board. Chief Kniffen turned the meeting over to Chairperson Edstrom. Nominations for Vice Chair were called and Tony Simmons was nominated. There were no further nominations and the vote to name him Vice Chair was unanimous. 2. Discuss and take appropriate action on animal shelter inspection. Kelly Akin briefed the Board on the inspection of the shelter that is required annually, including those segments of the inspection document that do not apply to the Town facility. The Board and visitors toured the facility and Kelly Akin provided information regarding the shelter and responded to questions about the facility. Upon completion of the tour, Tony Simmons moved to have Kelly Akin arrange for an inspection of the shelter facility within the next 15 days. Dr. Fusselman seconded the motion and the vote was unanimous. 3. Discuss and take appropriate action on new business and scheduling of next board meeting. Chairperson Edstrom noted that the Council had directed the Board to take up the issue of animal registration fees and stated that she would work with the Town Attorney to draft an agenda item that would encompass all the issues related to registration of animals in Trophy Club. Chief Kniffen provided background information on the current ordinance and the efforts to expand the registration from a one-time fee to annually. Kelly Akin provided the reasoning for the discussion of the ordinance. Chairperson Edstrom provided explanation for the discussion on the ordinance and the uses of funds provided by the registration fees. ADJOURN Tony Simmons made a motion to adjourn and Dr. Fusselman seconded the motion. The vote was unanimous and the Board adjourned at 7:40 p.m. The meeting adjourned at 7:40 PM.
