Minutes P&Z 08/13/2018 Town of Trophy Club 1 Trophy Wood Drive Trophy Club,Texas 76262 TOWN OF TROPHY Meeting Minutes CLUB Planning & Zoning Commission August 13, 2018 7:00 PM Council Chambers CALL TO ORDER AND ANNOUNCE A QUORUM Chairman Sheridan called the August 13, 2018 Planning &Zoning Commission to order at 7:00 p.m. and announced a quorum. All Commissioners were present. Staff and Guests Present: Greg Lamont Town Council Lisa Payne Town Planner Julie Smestad Recording Secretary CITIZEN PRESENTATIONS Citizens are allowed four(4)minutes to address the Commission regarding an item over which the Commission has policy or oversight authority as provided by Texas law,the ethics order, or other policy order. Chairman Sheridan asked if there were any public requests to speak. No public requests were submitted. REGULAR SESSION 2018-383-T Case SP-AMD-18-001 (Fellowship United Methodist Church) Discussion and recommendation regarding a request to amend the approved Site Plan for Fellowship United Methodist Church, generally located northwest of Trophy Club Drive and approximately 140 feet southwest of Indian Creek Drive. Chairman Sheridan discussed potential conflict of interest with Commissioners. Commissioner Biggs indicated that he is a member of the church. Vice Chairman Pipkins said that his company has had dealings with G&A(applicant)but that he has not personally. It was not determined that a conflict of interest existed. The applicant, Justin Lansdowne, G&A Consultants, 201 Country View Dr., Roanoke made a presentation and was available to answer questions. Chairman Sheridan asked for the staff report which was presented by Lisa Payne,Town Planner. Chairman Sheridan asked for public comment from the audience. Attorney Debra Edmondson, 1100 E. Southlake Blvd., in Southlake, spoke on behalf of the Sperry residence at 1136 Sunset Dr., and stated her client would like a wall built along the common property line rather than a landscape screen. Paul Glaser, 1125 Sunset Dr., spoke about the need for a wall to provide separation and privacy from the church property. The Commission discussed the options of requiring walls rather than a landscape screen and the impacts it would have on the church, the adjacent residence, the residences directly across Sunset Dr.,and the neighborhood as a whole. Chairman Sheridan asked for a motion. Vice Chairman Pipkins moved to approve the request with the following conditions: 1. Eight(8)foot CMU wall along NE property line of lot 405; 2. Trees along Sunset Drive be reduced to a thirty(30)foot on center spacing, and there should be a thick hedge no more than four(4)foot high along that entire property line; 3. Solid roofing material on proposed pavilion;and 4. Approve playground as presented. Motion was seconded by Commissioner Beach. After additional discussion, Commissioner Branum asked to amend the motion. Commissioner Branum moved to approve the request with the following conditions: 1. Eight(8)foot CMU wall along NE property line of lot 405; 2. Trees along Sunset Drive be reduced to a thirty(30)foot on center spacing, and there should be a thick hedge no more than four(4)foot high along that entire property line; 3. Approve pavilion as presented;and 4. Approve playground as presented. Motion to amend was seconded by Chairman Sheridan. Chairman Sheridan called for a vote. Motion carried 4-3 to amend the original motion. Commissioners voting for: Chairman Sheridan and Commissioners Branum, Biggs, Gibson Commissioners voting against: Vice Chairman Pipkins and Commissioners Beach, Blake Chairman Sheridan called for a vote to approve the amending motion. Motion carried 4-3. Commissioners voting for: Vice Chairman Pipkins and Commissioners Beach, Branum, Biggs Commissioners voting against: Chairman Sheridan and Commissioners Gibson, Blake 2018-380-T Review and approve the minutes of the August 2, 2018 Planning & Zoning Commission Meeting. Chairman Sheridan asked for questions or corrections. There were none. Chairman Sheridan asked for a motion. Vice Chairman Pipkins moved to approve the August 2, 2018 minutes as written,which was seconded by Commissioner Beach. Chairman Sheridan asked for a vote. The motion was approved unanimously. 2018-381-T Town Planner Updates; update on previous cases heard by the Commission; Discussion on current Town development issues and development codes. Staff updates were given by Lisa Payne,Town Planner. ADJOURN Chairman Sheridan asked for a motion. Vice Chairman Pipkins moved to adjourn, seconded by Commissioner Beach. Chairman Sheridan asked for a vote. Motion was approved unanimously.
