Minutes Animal Shelter 04/08/2014MINUTES FROM REGULAR SESSION ANIMAL SHELTER BOARD FOR THE TOWN OF TROPHY CLUB LOCATION: 100 MUNICIPAL DRIVE, TROPHY CLUB, TEXAS April 8, 2014 at 7:00 P.M. Public Service Conference Room The Animal Shelter Board for the Town.of Trophy Club, Texas, met in a Regular Session on April 8, 2014. The meeting was held within the boundaries of the Town and was open to the public. STATE OF TEXAS § COUNTY OF DENTON AND TARRANT § BOARD MEMBERS PRESENT: Susan Edstrom, Chairman Tony Simmons -Municipal Official, Vice Chair Bruce Fusselman, Veterinarian Kelly Akin -ACO, Secretary BOARD MEMBERS ABSENT: Danielle Stewart, Animal Welfare Representative STAFF AND GUEST(S) PRESENT: Scott Kniffen, Police Chief, Staff Liaison Lisa Owens Donna Felton Melissa Burns CALL TO ORDER AND ANNOUNCE A QUORUM Chairman Edstrom called the meeting to order and announced a quorum at 7:06 p.m. CITIZEN PRESENTATIONS Citizens are allowed three (3) minutes to address the Board regarding an item over which the Board has policy or oversight authority as provided by Texas law, the ethics order, or other policy order. No citizens addressed the Commission. REGULAR SESSION 1. Consider and take appropriate action regarding board applicant Lisa Owens: The Board interviewed Ms. Owens for the Board's Town resident member position. Ms. Owens stated that she is actively involved with domestic pets as owner of a local pet -sitting company. She discussed her concerns regarding the Town's lack of a volunteer program, the need to increase adoptions and a desire to create a foster program. She stated she would also like to see Trophy Club put a Trap -Neuter -Release program into place to combat the growing number of feral cats in the Town. 2. Consider and take appropriate action regarding Board applicant Donna Felton. The Board interviewed Ms. Felton for the Board's Town resident member position. Ms. Felton stated that she is a biology major and employed by the University of North Texas. She stated she didn't like the 'prison look' or atmosphere of shelters she had previously visited and would like to see the Trophy Club shelter apply a 'spa or retreat feel' to its holding facility instead. She would also like to see Trophy Club implement a Trap -Neuter -Release program such as the one operated at UNT. She discussed her interest in wildlife preservation and desire to develop programs to educate the public with emphasis on co -existing with native animal species. 3. Consider and take appropriate action regarding Board applicant Melissa Burns. The Board interviewed Ms. Burns for the Board's Town resident member position. Ms. Burns stated that she is an attorney with previous experience working with her own terminally ill dogs. She stated that she is unfamiliar with the operations at the Trophy Club animal shelter, but expressed a genuine interest and willingness to learn more about the facility, its needs and the importance of the role each board member assumes in order to ensure its success. After all applicants were dismissed, the Board discussed each applicant's interview and question and answer sessions to consider and'select the applicant to be appointed to serve iri the capacity of the Animal Shelter Board's Town resident member. ADJOURN Chairman Edstrom called for a motion to adjourn at 9:08 p.m.; so moved by Vice Chair Simmons; motion seconded by board member Bruce Fusselman. Motion approved by a vote of 4-0.
