The Crime Control and Prevention District Board of the Town of Trophy Club,Texas, met in a Regular
Session on Monday,July 23, 2018. The meeting was held within the boundaries of the Town and was
open to the public.

CALL TO ORDER AND ANNOUNCE A QUORUM
Board Member J.J. Isherwood called the meeting to order and announced a quorum at 6:00 p.m.
CITIZEN PRESENTATIONS
Citizens are allowed three (3) minutes to address the Board regarding an item over which the Board has
policy or oversight authority as provided by Texas law, the ethics order, or other policy order.
No citizens addressed the Board.
REGULAR SESSION
1. Conduct a Public Hearing regarding the Crime Control and Prevention District Board
Budget for Fiscal Year 2018-2019 (Staff).
Finance Manager,John Zagurski detailed budget information for the Board; explained that
the budget is doing well and in a healthy place for CCPD. There was a slight change in sales
tax, a shortfall due to the build-out of the town, but is not unhealthy for the future.
2. Consider and take appropriate action regarding the Crime Control and Prevention
District Board Minutes for May 16, 2018 (Staff).
Board Member J.J. Isherwood called for a review of the minutes of the May 16, 2018
Meeting of the Crime Control and Prevention District. The minutes were reviewed and a
motion was made by Lou Opipare to accept [or table] the May 16, 2018 minutes as
presented. Motion seconded by Board Member Richard Savage.
Motion approved by a vote of 6-0.
3. Consider and take appropriate action regarding the Crime Control and Prevention
District Board budget for Fiscal Year 2018-2019 (Staff).
Chief Arata explained due to budget the Police Department was able to do some things like
increase firearms training, professional services and add a replacement vehicle. In regular
budget we were able to utilize it for blue light emergency call box on trail by pier, as well as
software for Criminal Division; ammo/gun training is required quarterly. Captain Woodard
was introduced and gave a few more details about ammo training for officers.
Board Member, Leo Daniels accepted motion,Joe Tellez seconded motion.
Motion approved 6-0.
4. Receive a Police Department update (Staff).
Chief Arata mentioned the Lip sync Challenge video that was recently posted and had over
100,000 views on Facebook; it was a fun/good morale booster for department and town.
Captain Woodard, over the Patrol Division, originally from Irving Police Department before
joining Trophy Club, was introduced earlier. Chief also introduced Captain Bobby Tillman
who retired from the FBI and worked for the Chief of Police in Jackson, MS Municipal Airport
Authority. Captain Tillman will head up the CID Department.

Board Member J.J. Isherwood made a motion to adjourn at 6:23 p.m. Motion seconded by Board
Member Lou Opipare. Meeting adjourned at 6:23 p.m.
