Minutes P&Z 11/01/2018 Town of Trophy Club 1 Trophy Wood Drive Trophy Club, Texas 76262 TowN OF TROPHY Meeting Minutes CLUB Planning & Zoning Commission November 1, 2018 7:00 PM Council Chambers CALL TO ORDER AND ANNOUNCE A QUORUM Chairman Beach called the November 1, 2018 Planning &Zoning Commission to order at 7:00 p.m. and announced a quorum. Commissioners Present: Chairman Jeffrey Beach Vice Chairman Michael Pipkins Commissioner Reginald Barbarin Commissioner Brandon Blake Commissioner Mike Branum Commissioner Jacob Gibson Commissioners Absent: Commissioner Michael Biggs (Excused) Staff and Guests Present: Greg Lamont Council Member Tommy Uzee Director of Community Development Lisa Payne Town Planner Diane Mackres Recording Secretary CITIZEN PRESENTATIONS Citizens are allowed four(4) minutes to address the Commission regarding an item over which the Commission has policy or oversight authority as provided by Texas law, the ethics order, or other policy order. Chairman Beach asked if there were any public requests to speak. Lisa Payne introduced Diane Mackres and spoke about the Town Strategy Map for Trophy Club. No public requests to speak were submitted. REGULAR SESSION 2018-524-T Case RP-18-001 (The Highlands, Lot 22R) a. Conduct a Public Hearing regarding a request for a replat for the purpose of combining two commonly owned properties into one lot containing approximately 0.29acres of land and generally located west of Highlands Court and approximately 150 feet north of Morgan Lane. b. Discussion and recommendation regarding a request for a replat for the purpose of combining two commonly owned properties into one lot containing approximately 0.29 acres of land and generally located west of Highlands Court and approximately 150 feet north of Morgan Lane. PUBLIC HEARING—OPENED AT 7:03 p.m. Chairman Beach asked for staff report. The staff report was presented by Town Planner, Lisa Payne and she was available for questions. The applicant was not present. There was no one present who wished to speak in the Public Hearing. PUBLIC HEARING —CLOSED AT 7:05 p.m. REGULAR SESSION Chairman Beach called for a motion. Vice Chairman Pipkins moved to approve as presented. Seconded by Commissioner Branum. Chairman Beach asked for a vote. The motion passed unanimously. 2018-525-T Case RP-18-002 (Oak Hill, Lots 63R&64R) a. Conduct a Public Hearing regarding a request for a replat for the purpose of approving setbacks, vacating an easement, and relocating a property line between two commonly owned lots containing approximately 0.62 acres of land and generally located northeast of Hilltop and approximately 170 feet north of Oak Hill Drive. b. Discussion and recommendation regarding a request for a replat for the purpose of approving setbacks, vacating an easement, and relocating a property line between two commonly owned lots containing approximately 0.62 acres of land and generally located northeast of Hilltop and approximately 170 feet north of Oak Hill Drive. PUBLIC HEARING—OPENED AT 7:06 p.m. Chairman Beach asked for the staff report. Staff report was presented by Lisa Payne, Town Planner and she was available for questions. The applicant, Ron Houston, 513 Clear Vista, Trophy Club was present and available for questions. Speakers included: • Worth Blake, 244 Oak Hill Dr., Trophy Club • LaRue Corbin, 405 Hilltop, Trophy Club • Matt Smith, 242 Oak Hill Dr., Trophy Club • Arnold Corbin, 405 Hilltop, Trophy Club • Camille Smith, 242 Oak Hill Dr., Trophy Club Discussion included resident concerns about downhill drainage and effect on adjacent lots. Tommy Uzee, Director of Community Development, provided information about downhill drainage and assured the residents that a drainage plan is required to issue a permit for a house on the vacant lot. Several commissioners sympathized with the residents' drainage issues, but explained that the applicants request to move a lot line does not affect drainage. PUBLIC HEARING —CLOSED AT 7:51 p.m. REGULAR SESSION Chairman Beach called for a motion. Vice Chairman Pipkins moved to approve as submitted. Seconded by Commissioner Gibson. Chairman Beach asked for a vote. The motion passed with Vice Chairman Pipkins and Commissioner Gibson, Blake, Branum and Barbarin voting to recommend approval and Chairman Beach voting to recommend denial. 2018-526-T Nomination and Election of Vice Chairman. Commissioner Branum nominated Vice Chairman Pipkins to continue as Vice Chairman. Seconded by Commissioner Blake. Vice Chairman Pipkins stated he is willing to accept the nomination. Chairman Beach asked for a vote. The motion passed with Chairman Beach and Commissioners Branum, Blake, Gibson and Barbarin voting is support of the motion, and Vice Chairman Pipkins abstaining. 2018-527-T Review and approve the minutes of the October 4, 2018 Planning &Zoning Commission meeting. Chairman Beach asked for questions or corrections. There were none. Chairman Beach asked for a motion. Commissioner Branum moved to approve the October 4, 2018 minutes as written, which was seconded by Commissioner Blake. Vice Chairman Pipkins noted that he was absent at the October 4, 2018 meeting as was Commissioner Gibson. Chairman Beach asked for a vote. The motion was passed with Chairman Beach and Commissioners Branum, Blake, and Barbarin voting to approve and Vice Chairman Pipkins and Commissioner Gibson abstaining. 2018-528-T Town Planner Updates; update on previous cases heard by the Commission; Discussion on current Town development issues and development codes. Staff updates were given by Lisa Payne, Town Planner and Tommy Uzee, Director of Community Development. ADJOURN Commissioner Gibson moved to adjourn, seconded by Commissioner Blake. • Chairman Beach asked for a vote. Motion was approved unanimously.
