FOR THE TOWN OF TROPHY CLUB

The Crime Control and Prevention District Board ofthe Town of Trophy Club, Texas, met in a Regu lar
Session on Wednesday, October 24, 2018 . The meeting was held with in the boundaries of the Town and
was open to the public .

CALL TO ORDER AND ANNOUNCE A QUORUM
Board Member Richard Savage called the meeting to order and announced a quorum at 6 :00 p.m .
CITIZEN PRESENTATIONS
Citizens are allowed three (3) minutes to address the Board regarding an item over which the Board has
policy or overs ight authority as provided by Texas law, the ethics order, or other policy order.
No citizens addressed the Board .
REGULAR SESSION
1. Consider and take appropriate action regarding the Crime Control and Prevention
District Board Minutes for October 24, 2018 (Staff).
Board Member Richard Savage called for a review of the minutes of the October 24, 2018
Meeting of the Crime Control and Prevention District. The minutes were reviewed and a
motion was made by Joe Tellez to accept [or table] the October 24, 2018 minutes as
presented . Motion seconded by Board Member Leo Daniels .
Motion approved by a vote of 5-0 .
2. Receive Budget Discussion for Fiscal Vear 2019-2020 (Staff).
Captain Woodard discussed how Chief Arata is a visionary-type person and training him to
follow in those footsteps; Captain has a good day to day understanding of what goes on at
the Police Department . Chief mentioned to him that budget needs to be in place by certain
dates; Captain spoke with Finance and confirmed that by August 11, 2019 there should be a
public hearing regarding the CCPD budget . The budget should be adopted by August 31 ,
2019.
Question was asked regarding if anything is outstanding that Captain Woodard is aware of
or needs to discuss. Captain responded that he normally sees the "town side " of the
budget, so he was glad to see the CCPD side of it. He was not aware of anything
outstanding .
Police vehicle was on the way for fleet addition. Operations of Police Department has come
a long way in the past year by implementing such things as the bid system for officer's
schedules and becoming fully-staffed. Our newest sergeant is former DEA member and
works nights. We now have hands-on supervisors day and night .
Crime numbers may look to be up in Trophy Club, but Captain reminds everyone that he
believes in officers enforcing rules and being active which will bring the numbers up in some
ways . Officers are more active and finding more crime .
Richard Savage notes the conversation had moved on its own into the last Item on agenda,
so we should just proceed into it .
3. Receive a Police Department update (Staff).
Heath Williams asked regarding the stats, where any stats could be viewed . Captain
Woodard directed him to the weekly Police Department blotter posted on the Town
website, or he would be glad to get them to him. Heath also asked about the department
involvement with the schools -when are police called, etc . Captain responded that we are
involved in the schools every day and in the schools every day, from elementary through
Byron Nelson High School. He did inform everyone that the police don't handle Class C
misdemeanors, those are done by the school system. Anything above a Class C could have
the Police Department potentially involved, and many times could be drug-related.
ADJOURN
There was a question regarding how drugs are found . Captain Woodard explained it can be
anything from the Officers sensory knowledge , finding vape or marijuana during a traffic
stop, using Indy occasionally, to informants in the schools .
Captain Woodard was asked if he was aware there is U.S. Military surplus equipment from
the Government available to police agencies . He responded he is aware of such equipment,
but that some things may be available to us by our neighboring agencies for use such as
armored vehicles . He will stay alert to things if we need any in the future .
Richard Savage inquired if issues had come from construction on the roadwork in Trophy
Club . Captain informed the group there has been some due to inability to get to homes as
in past and general frustrations. He is in contact with Code Enforcement and tries to keep
citizens as satisfied as possible during this growing time.
Idea was put forth that since May typically recognizes law enforcement, poss i bly
approaching Town Council with an idea to officially recognize first responders . Meeting
wrapped up after discussion.
Board Member Richard Savage made a motion to adjourn at 6:34 p.m . Motion seconded by Board
Member Karl Monger.
