Minutes CCPD 10/24/2018MINUTES FROM REGULAR SESSION BOARD OF THE CRIME CONTROL AND PREVENTION DISTRICT MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 1 TROPHY WOOD DRIVE, TROPHY CLUB, TEXAS Wednesday, October 24, 2018 at 6:00 P.M. Council Chambers The Cri me Control and Prevention District Board of the Town of Trophy Club, Texas, met in a Regular Sess i on on Wednesday , October 24 , 2018 . The meet i ng was held within the boundaries of the Town and was open to the public . STATE OF TEXAS § COUNTYOFTARRANT § CCPD BOARD MEMBERS PRESENT: Pau l Glowack i, Chairman JJ Isherwood, V ice Chai r Joe Tellez, Board Member Leo Daniels , Board Member Karl Monger, Board Member Heath Williams , Board Member CCPD BOARD MEMBER ABSENT : Richard Savage , Board Membe r STAFF AND GUEST(S) PRESENT : Patrick Arata , Ch ief of Police Jul ie Swartz , Administra t ive Assistant CALL TO ORDER AND ANNOUNCE A QUORUM Board Member Paul Glowacki called the meeting to order and announced a quorum at 6 :00 p.m . CITIZEN PRESENTATIONS Citizens are allowed three (3) m i nutes to address the Board regarding an i tem over which the Board has policy or overs i ght authority as provided by Texas law, the eth ics order, or other policy order. No citizens addressed the Board . REGULAR SESSION 1. Consider and take appropriate action regarding the Crime Control and Prevention District Board Minutes for July 23, 2018 (Staff). Board Member Paul Glowacki called for a review of the minutes of the July 23 , 2018 Meeting of the Crime Control and Prevention District. The minutes were reviewed and a motion was made by Leo Daniels to accept [or table] the July 23, 2018 minutes as presented . Motion seconded by Board Member Karl Monger. Motion approved by a vote of 6-0 . 2. Receive a Crime Control and Prevention District Board budget update (Staff]. Chief Arata explained we just went through budget process and Council approved our budget as presented . We were able to move over budget items such as some training, firearms and we were able to use discretionary funding for software for an Intelligence Analyst that we are still working on . We, for time being, will look to smaller and more cost effective options, including facial recognition software and more advanced tools to help us move forward. Chief thanked the Board for helping to move the budget, as presented, forward . 3. Receive a Police Department update (Staff). Chief Arata announced the Citizen Police Academy was graduating next night, which has 15 people . TCEVA has about 45 members, Citizens on Patrol has around 14 or 15 active members (10 or so who are very active and at the PD or Town events often). The Crossing Guards have received new uniforms and a raise . Police Department has 3 new recruits graduating next month who then go through the FTO program. Afterwards, we will have only one open posit ion, which is a Sergeant position . With start of new budget and fiscal year, we have started new programs, which include business outreach program (headed up by Th omas Mclain), school vetting program and Law Enforcement Outreach Program to establish communication links with community . Chief Arata mentioned that with new retail establishments due to come into town, we need to be prepared with enough officers. Board Member Joe Tellez asked if criminal background checks are done at the Police Department or if that is something sent out when companies hire people and they initially start . Companies do their own background invest igations . Joe Tellez also asked about rifle -resistant vests, wanted to ensure all of the Trophy Club officers were equipped with rifle-resistant vests . Chief responded yes , that the Police Department received a grant and all officers had bullet -resistant vests. ADJOURN Board Membe r Paul Glowacki made a motion to adjourn at 6 :1 6 p .m .
