Town Council Minutes - 04/28/2020 TOWN OF TROPHY CLUB TOWN COUNCIL REGULAR SESSION MINUTES TUESDAY,APRIL 28,2020,7 P.M. ZOOM VIDEO CONFERENCE The Town Council of the Town of Trophy Club, Texas, met in a Regular Session on Tuesday, April 28, 2020. The meeting was held through Zoom Video Conference and was open to the public through t www.facebook.com/trophyclubgov. TOWN COUNCIL MEMBERS: i C. Mayor Sanders began the meeting with a prayer for the manifold blessings in life, protection, the Country we live in,and the privileges we are granted daily. He asked that God's spirit guide the Council throughout the meeting. Town Secretary Vacek announced that Irma Thomas, National Day of Prayer Task Force Coordinator, would be ready to speak when the National Day of Prayer Proclamation is addressed. Mayor Sanders thanked the Town residents and staff for their outpouring of support given to his family during their recent hospitalization and the loss of their Son. He asked that the video he provided be started. The video was not shown due to technical difficulties. Thereafter,Town Secretary Vacek read the thank you note from Lynda Sanders: "Nick and I want to thank you for your kind floral remembrance during this difficult time. The arrangement was striking and greatly appreciated. It is exactly two weeks today that we lost Wade to this insidious disease and we are both trying to get our footing. Thank you for reaching out, it means so much." ANNOUNCEMENTS AND REPORTS: 1. Receive Town Manager Norwood's update and provide input regarding the following(S.Norwood). • COVID-19 — Town Manager Norwood provided an update on Governor Abbott's latest order regarding Opening Texas. Phase 1 will be implemented Friday, May 1, 2020. The openings will include libraries, museums, movie theaters, retail, mails and restaurants. Twenty-five percent occupancy for all businesses will be required. If the number of COVID-19 cases does not increase; Phase 2 will be implemented two weeks after to include the re-opening of hair salons, bowling alleys, arcades, massage parlors,and allow Phase 1 to increase to fifty percent occupancy. Some businesses are concerned with the twenty-five percent occupancy rule and have decided to hold off opening at this time. Golf courses are open and will implement the twenty-five percent rule with their meal services and adjust tee times.Tennis, Pickleball, Disc Golf, Bocce Ball and Batting Cages will open on Friday, May 1, 2020. The Governor's order remained silent regarding summer day camps, play grounds and dog parks and it will be a challenge to implement the re-opening of these public facilities. A ZOOM meeting was held this week with the area hotels; discussions were held on the challenges they are facing with no travel and conferences being held. Mr. Norwood reported that staff will continue working diligently to decipher all the new rules brought forth on re-opening public areas and encouraged everyone to continue wearing masks to assist with decreasing the spread, which will allow the implementation of Phase 2. A link will be provided on the Trophy Club Website for residents to review the entire dos and don'ts of Governor Abbott's 60 page plan to "Open Texas." Mr. Norwood expressed the importance of Governor Abbott's plan, which supersedes all interpretations, and that Trophy Club will continue to abide by these executive orders, with social distancing being a key component. He also shared his gratitude to all Trophy Club residents for their patience and kindness during this difficult time. Mayor Sanders stated he contacted several Town restaurants and shared that Meat U Anywhere will open on May 1, 2020; while HG Sply plans to open on May 9, 2020. He did not receive an affirmative answer from Cristina's Restaurant. He also stressed the importance of being cautious and maintaining social distancing to help minimize the spread of the virus. Mayor Sanders recognized Town Manager Norwood, Assistant Town Manager Carroll and Marketing Manager Lind for their exemplary work during the pandemic. CONSENT AGENDA All matters listed as Consent Agenda are considered to be routine and will be enacted by one motion. No separate discussion of these items will be held. Only items removed from the consent agenda will be considered individually. 2. Take appropriate action regarding the Town Council Regular Session Minutes dated April 14,2020(L. Vacek). 3. Take appropriate action regarding the procurement of Annual Cloud Storage for Back-up Services from Cima Solutions Group(S.Norwood). 4. Take appropriate action regarding the Second Quarter Investment Report for Fiscal Year 2020 (S. Norwood). 5. Extension of Proclamation 2020-02-A declaring a Local Disaster for the Town of Trophy Club, Texas (Mayor Sanders). Motion: Motion was made by Council Member Bone, seconded by Council Member Geraci, to approve Consent Agenda Items#2 through#5. Motion carried unanimously 5-0-0. INDIVIDUAL ITEMS: 6. Issuance of a Proclamation of the Town of Trophy Club recognizing May 7, 2020 as National Day of Prayer in Trophy Club,Texas(Mayor Sanders). Town Council Minutes April 28,2020 Page 2 of 3 Mayor Sanders read Proclamation 2020-03, recognizing May 7, 2020 as National Day of Prayer in Trophy Club, Texas. He recognized Mrs. Irma Thomas to speak on this year's event. Mrs. Thomas gave a brief history of the Town's involvement with National Day of Prayer, as well as the residents coming together on this special day, and encouraged everyone to continue to pray year round. This year's event will be hosted online and can be found at www.facebook.com/nationaidayofr)raver76262, with details being listed on the Town's website. The event will involve local pastors and surrounding cities. Mrs. Thomas expressed condolences and continued prayers for the entire Sanders Family on behalf of area pastors,Town residents,and the National Day of Prayer Task Force. Mayor Sanders thanked Mrs. Thomas for her kind words and stated this year's event will be unique but a memorable day for everyone involved. 7. Direction on Parks & Recreation Board interviews timeline and make up of Appointment Sub- Committee(Mayor Sanders). Mayor Sanders reported the Parks&Recreation Board has one vacant seat available and eleven applications have been received. Mayor Sanders and Mayor Pro Tern Shoffner currently serve on the Appointment Sub-Committee that interviews applicants. Mayor Sanders asked that an additional Council Member serve on the Sub- Committee. It was stated that the interviews could be handled through ZOOM Videoconference. A discussion was held on a timeframe to fill the open position. Director of Parks & Recreation Jaramillo reported the March Parks & Recreation Board Meeting had been cancelled. He indicated staff is awaiting direction regarding the popular Pickleball Courts. In response to Council Member Bone's question; Town Secretary Vacek confirmed that reappointments have not been advertised at this time. She added that re-appointments were due in September but would clarify same. Motion: Motion was made by Council Member Bone, seconded by Council Member Monger, to appoint Council Member Geraci to the Appointments Sub-Committee. Motion carried unanimously 5-0-0. Council Member Monger offered his time and input to assist with the process to fill this vacancy seat. Mayor Sanders announced there were no items to discuss in Executive Session.
