Background
Staff requested proposals from several expert firms regarding a Tax Increment Finance (TIF) District
creation. We received the most competitive proposal from Scott Polikov, Gateway Planning. We are still
meeting with Scott regarding his proposal and price. There are a few technical details that we are working
to hash out that may reduce the cost, i.e. creating two TIFs rather than one TIF.
Due to calendar and meetings, the attached proposal is the most current but may be revised by
September 27. Staff will provide a new proposal in the event we are able to reduce the cost and project
scope.

Background
Staff received 18 proposals regarding the logo/website redesign. The proposed price for combined
services ranged from approximately $10,000 (one firm) to well over $100,000. Most proposals were in the
$40,000 - 60,000 range. A staff committee was created and scored the proposals. The committee
narrowed the proposals down to three finalists, and interviewed all three companies.
The committee recommends Dallas firm Eisenberg and Associates to undertake the Town's logo/website
redesign for a negotiated cost of $35,000. That price includes logo redesign, branding package
(stationary, signage, etc), and a complete website redesign. The website redesing includes a website
built on a platform that is compatible with mobile phones, ipads, etc. The price does not include hosting or
professional support services. The hosting will depend on the website complexity, and we are currently
working on a negotiated professional support service contract. Additionally, there may be items like
photography and travel that will be in addition to the price.
Eisenberg and Associates has extensive municipal experience as well as private sector business. They
offer tradeshow booth designs that we are also currently exploring with them. They will attend our
meeting on September 27 to answer any questions the Board may have.

GUIDELINES
Exhibit space does NOT come with carpeting. All exhibitors must provide
carpet for the booth space. If no carpet is ordered, carpet will be supplied
at a cost to the exhibitor.
• Exhibits must not extend beyond the boundaries of the booth.
• Each person working at the booth must be an advance paid registrant for the
2011 Texas Conference and Deal Making. No booth will be assigned until registration
and booth payment is received.
• All exhibitors are required to provide General Liability insurance naming ICSC, the
official expo contractor and the Convention Center as co-insured.
• HEIGHT RESTRICTIONS:
All inline booths are permitted to a maximum height of 8’.

The Economic Development Corporation 4B of the Town of Trophy Club, Texas, met in Regular
Session on July 11, 2011. The meeting was held within the boundaries of the Town and was
open to the public.

Call to order and announce a quorum.
President Hicks, noting a quorum, called the regular session to order at 6:34 p.m.
Citizen Presentations
Citizens are allowed three (3) minutes to address the Board regarding an item over which the
Board has policy or oversight authority as provided by Texas law, the ethics order, or other
policy order.
Bijan Nowroozi, 22 Ridgewood Dr., Re: Budget Item – Pedestrian Safety
Suggested automated safety systems for crosswalks.
PUBLIC HEARING
1. Public Hearing considering the expenditure of funds for the fiscal year
2011-2012 budget.
Opened floor at 6:39 p.m., no public comments made. Closed at 6:40 p.m.

2. Discuss and take appropriate action regarding FY2011-2012 budget.
Assistant Town Manager Stephen Seidel discussed the FY12 budget and explained revenues
and expenditures. Director Shuman made a motion to approve. Director Sanders seconded.
Motion was approved unanimously.
3. Discussion of Byron Nelson High School Homecoming participation.
Director Shuman pointed out opportunities throughout Town to assist with homecoming
festivities. Assistant Town Manager Seidel will contact high school and bring information back at
next meeting.
4. Receive Assistant Town Manager update; discussion of same.
- 26 acre property
- Liquor rezoning
- Trophy Wood business area
Assistant Town Manager Seidel provided an update and answered questions from the board.
5. Receive Town Council update from Council member Strother; discussion of
the same.
Councilman Strother was absent.
6. Discuss and take appropriate action regarding the approval of the June 28,
2011 Regular Session meeting minutes.
Director Sanders moved to approve the minutes as presented. Director Glaser seconded.
Motion approved unanimously.
7. Discuss and take appropriate action regarding the Monthly Financials dated
February 2011.
Director Sanders moved to approve the February 2011, March 2011, April 2011 and May 2011
monthly financials as presented. Director Murray seconded the motion. The motion was
approved unanimously.
8. Discuss and take appropriate action regarding the Monthly Financials dated
March 2011.
9. Discuss and take appropriate action regarding the Monthly Financials dated
April 2011.
10. Discuss and take appropriate action regarding the Monthly Financials dated
May 2011.
11. Future Agenda Items.
- How can EDC 4B participate within scope of authority for Homecoming activities.
- Clock tower future and how to incorporate the symbol into marketing materials.
- Trophy Club EDC 4B sponsor Wounded Warrior event. Is there an opportunity to make Trophy
Club a Wounded Warrior Community?
Next meeting date to be determined.

reflects the reimbursement for administration expenses.
