Sales Tax – As shown below, the Town’s total current sales tax collections are exceeded by the
prior year’s sales tax collections by $5,301 (1.05 %). Sales Tax Revenues are at 40.48% of the
budgeted amount.

Capital EDC Projects - The EDC projects had the expense of purchasing the ad space for the
NTX magazine that was a collaboration between our Chamber cities, and there are offsetting
revenues to account for this expense.

Session on March 10, 2014. The meeting was held within the boundaries of the Town and was
open to the public.

Call to order and announce a quorum at 7:04 p.m.
CITIZEN PRESENTATIONS
REGULAR SESSION
1. Discuss and take appropriate action regarding the January 2014 Financials.
Director Shuman made a motion to approve the Minutes as presented and Director Brod
seconded. The motion passed unanimously.
2. Discuss and take appropriate action regarding the February 10, 2014 Minutes.
Director Weaver made a motion to approve the Financials as presented and Director Shuman
seconded. The motion passed unanimously.
3. Discuss and take appropriate action regarding the February 20, 2014 Business
Meet & Greet event.
Assistant Town Manager Stephen Seidel provided an overview of the event and reviewed the
comment cards collected from Trophy Club business representatives. He also noted the
possible location for the next business meeting event might be Byron Bistro at Byron Nelson
High School. The Board recommended that there be follow-up with the businesses that
completed comment cards to thank them for their participation.
4. Discuss and take appropriate action regarding Strategic Planning Draft.
Director Brod recommended that staff remove the specific store list under Priority Number 2 and
Director Weaver requested that information under Priority 3 be extended to a third bullet point.

Director Weaver made a motion to approve the Strategic Plan with the aforementioned changes
and Director Brod seconded. The motion passed unanimously.
5. Discuss and take appropriate action regarding the Shop Local Programs.
Staff provided an overview of the various Shop Local Program components, including the
business guide draft, and the business spotlight policy draft. The Board discussed various
options, opportunities and suggestions for the programs and directed staff to continue tweaking
the documents based on feedback. No action was taken.
6. Discuss and take appropriate action regarding the next meeting date.
Assistant Town Manager Seidel requested that the board look at their calendars for a possible
joint meeting between EDC 4B, the Town Council and TIRZ No. 1 Board on March 24. No
action taken.

EXECUTIVE SESSION
8. Pursuant to Texas Government Code, Annotated, Subchapter 551, EDC 4B will
convene into closed executive session as authorized by:
Section 551.087 Deliberation Regarding Economic Development Negotiations to
discuss or deliberate the offer of financial or other incentives to a business
prospect that the Town seeks to have locate within the territory of the Town.
President Hicks convened into Closed Executive Session at 8:25 p.m.
President Hicks reconvened from Executive Session at 9:18 p.m.

No action was taken.

Call to order and announce a quorum.
President Hicks, noting a quorum of EDC 4B, called the regular session to order at 7:29 p.m.
PUBLIC HEARING
1. Public Hearing considering the expenditure of funds for the FY14 EDC 4B Budget.

REGULAR SESSION
2. FY14 EDC 4B Budget overview and discussion.
Assistant Town Manager Seidel presented a draft budget for the Board to review and comment.
Seidel explained some of the planned Marketing initiatives for FY14, including ‘Shop Local’
reusable bags, advertising/features in magazines, etc.
Town Manager Mike Slye discussed the funding of an Economic Development staff member in
regards to their function for this first year. The additional proposed staff member would be split
between Economic Development and Marketing/Communication initiatives. If the Economic
Development needs exceed a 50% staff member, then next year the position could be funded
as a full time Economic Development staff member.
The Board requested a more detailed FY14 budget, as well as job description for the proposed
Economic Development/Marketing staff member, at the next meeting.
3. Discuss Strategy Planning Workshop.

The Strategy Planning Workshop is scheduled for Wednesday, July 10 from Noon to 6:00 p.m.
at Robson Ranch. For the price, flexibility, facility and need, Robson Ranch was selected as the
optimal location. Deloitte’s planners have agreed to assist the Board during the process and
have developed an agenda for the workshop.
4. Discuss and take appropriate action regarding the June 2013 Financials.
Assistant Town Manager Seidel explained the June 2013 Financials. Director Shuman moved to
approve the June 2013 Financials as presented. Director Brod seconded the motion. The
motion was approved unanimously.
5. Discuss and take appropriate action regarding the June 2013 Minutes.
Director Shuman moved to approve the June 2013 Minutes as presented. Director Weaver
seconded the motion. The motion was approved unanimously.

Consider and take appropriate action regarding the Shop Local Programs Policy Draft.
Explanation:
After receiving feedback from the EDC 4B regarding the Business Spotlight Policy Draft at the
March 10, 2014 Regular Meeting, the policy was updated. The updated version covers the
wider purposes and requirements for all of the Town’s future Shop Local Programs, which
include the Business Guide and Business Spotlight Program, and will also eventually include
other initiatives. You will find a dedicated subsection within the policy for each of the current
programs in progress (the Business Guide and Business Spotlight Program), with additional,
program-specific criteria and information.
One significant change was to exclude the opportunity for residential home business
participation in the Shop Local Programs for the Town of Trophy Club. Staff determined this
based upon discussion at the last EDC meeting as well as reviewing similar policies in DFW cities
as well as discussions with economic development personnel from neighboring communities.
Home based businesses are not required to register with the Town, are not subject to similar
inspection processes as commercial businesses, and do not pay the costs associated with
obtaining a Certificate of Obligation, etc. Thus, they are not eligible for Town-sponsored
marketing initiatives in the same way that brick-and-mortar businesses are. After extensive
research in what other communities allow, it was determined that there is no definitive means
or method to determine the legitimacy of residential businesses in Town, nor whether or not
they are current and complete in their payment of associated taxes.
If the EDC 4B wishes to further investigate the inclusion of residential businesses into the Shop
Local Programs, direction and clarification is requested on how best to allow through policy
guidelines. Future inclusion may also be considered at a later date. Ultimately, the staff would
like to kick-off shop local program and make adjustments as necessary.

Shop Local Programs Policy:
Purpose: The purpose of the Trophy Club Shop Local Programs is to:
o Promote and support the local businesses that exist in the Town of Trophy Club community
o Bolster resident awareness of the businesses located locally that they may not have otherwise known
about
o Increase communication and connectivity between the Town of Trophy Club, the Economic Development
Corporation (EDC) 4B Board, and local business owners, managers, and representatives
o Strengthen the economic health of the community and the local businesses of Trophy Club by
encouraging patronage of Trophy Club businesses, resulting in increased profits and additional sales tax
dollars
o Provide a free mechanism for promoting and marketing local businesses by exposing the visitors of the
Town’s website, social media accounts, listserv accounts, etc. with value -rich information pertaining to
Trophy Club businesses
o Build a sense of identity and ownership by residents for the community through becoming aware and
learning about those businesses which exist locally
o Educate residents about the value and direct benefits to the community of shopping locally
Details: The following policy guidelines will apply to all of the Town of Trophy Club’s Shop Local Programs:
Businesses involved must own or lease commercial real estate entirely or partially within the boundaries
of the Town of Trophy Club
Information provided to the Town by participating businesses must be current and accurate; The Town is
not responsible for misrepresented information
Home businesses will not be eligible to participate, as they do not register with the Town of Trophy Club,
are not issued a Certificate of Occupancy by the Town, are not subject to similar inspection processes as
commercial businesses, and are not licensed through the Town
Should a business close, relocate outside of the boundaries of the Town of Trophy Club, change names or
owners, or provide information found to be false, inappropriate, or otherwise not in the best interest of
the Town to promote, right is reserved to remove this business information from any and all Shop Local
programs
Inclusion on a first-come, first-served basis
Preference will not be granted to any individual or business for time, space, or fulfillment of requests
The Town maintains final approval on all submissions and requests
Business Guide Policy:

The Business Guide will be maintained throughout the year and posted online in an easy-to read,
printable format
Businesses wishing to be included in multiple industry categories may make requests by contacting the
Economic Development & Marketing Coordinator
Businesses will be included in the Guide only after they have been issued a Certificate of Occupancy
Business Spotlight Policy:
Details:
The Business Spotlight feature will go live on the first day of each month
Requests for participants will be made at the launch of the program, then again only when the waiting list
falls to less than 3 months’ worth of businesses

Featured businesses will be officially announced at each EDC 4B meeting for the following month’s
feature
Spotlighted businesses will be invited to introduce themselves to the Town Council and public during the
month of their feature
They will also be invited to attend an EDC 4B meeting during their feature month in order to introduce
themselves
A standard set of interview questions will be asked of each featured business, along with specialty
questions pertaining to that unique business
Interviews for the TC Exchange blog are to be completed by the 20th of each month prior to the feature
month
Featured businesses will be expected to provide the Town an electronic form of their business logo as well
as any accompanying material they wish to have included in their article
Pictures, quotes, and accompanying material must be approved by the Town and is not obligated to be
included in any promotional efforts
Any questions regarding the spotlighted business will not be the responsibility of the Town to respond to;
rather, the Town will refer questions directly to the business contact
All information provided during the interview will be considered public information and will be subject to
public disclosure
No business is guaranteed the right to remain featured in the Business Spotlight for any specific period of
time and no compensatory marketing time will be provided in order to recoup lost time during the month
of feature
Distinction will not be made as to which businesses shall be promoted during any particular month or
season
No compensatory marketing time will be provided to businesses featured during a month with fewer than
31 days
Businesses will not be required to provide coupons of special discounts to residents in order to be
featured and priority or privilege will not be given to those who do provide coupons
Town staff will in no way be allowed to accept from featured businesses: discounts, coupons,
merchandise, free services, money, or other incentives extraordinary to those already provided publicly to
the residents of Trophy Club through the featured Spotlight
Businesses may reapply for inclusion in the Business Spotlight program no sooner than 12 months after
their previous feature
Businesses who fail to complete an interview or provide other key information needed to create an article
and adequately promote them as a Spotlighted business by the previously referenced deadline, will be
denied the opportunity to be featured for the month in which they were intended to be marketed
They will, however, be allowed to reapply for feature at a later date; this will move them to the end of the
waiting list at the time of reapplication

feature, during the month following feature, and once per year following feature
Note: The Trophy Club Business Spotlight Program is a new initiative developed by the Town, thus will likely evolve and
change over time. As part of the evolution of this program, there may well be future opportunities granted to featured
businesses which had not yet been identified or available to previous spotlighted businesses. The Town and EDC 4B Board

Program.
Explanation:
Attached to this report you will find four subsidization options that the EDC 4B Board may wish
to consider to assist eligible local businesses in participating in the TxDOT mainlane blue
highway sign program. Staff has recently investigated this program and found the following
information:
• TxDOT has contracted out the management of this program to a company called
LoneStar Logos & Signs
• There are currently no blue mainlane highway signs on SH 114 for either Trophy Club
Drive or Trophy Lake Drive
• Although TxDOT keeps a record of intersections on State highways where signage may
be installed, there was no previous record of either Trophy Club Drive or Trophy Lake
Drive on their sign maps, presumably due to the construction that has taken place on
SH 114
• To remedy this issue, TxDOT sent an engineer out last week to perform a traffic count
on this area of SH 114 and to measure for available space for signs to be installed
• They determined the current traffic count on SH 114 per day is approximately 72,000
vehicles and that there is space for signage at both Trophy Club Drive and Trophy Lake
Drive on the westbound side of SH 114 only – The eastbound lanes are still considered
under construction and will be reevaluated once fully completed
• The program consists of 3 costs:
1. A one-time sign installation fee of $150 per mainlane blue sign, which can
accommodate up to 6 specific business logo plaque signs
2. A one-time sign printing fee for each specific business logo plaque ($125 per
plaque)
3. An annual fee for each participating business on the sign – This price is based on
the traffic study count of SH 114, not on how many other businesses participate
in the sign program. For a traffic count of 72,000, the cost is $1,400 per year for
each business

• The first year annual fee for each business is prorated to include only those months that
their specific business logo plaques are installed on the mainlain blue sign
• There are 3 basic criteria for which kinds of businesses are eligible to participate in the
program:
1. Must offer services for – food, gas, lodging, camping, or 24-hour pharmacy
2. Must not be located more than 3 miles from the highway
3. Must have driveway access to the access road or intersecting crossroad
• There are also further criteria under each category of services offered
• Staff has identified 4 potential businesses at each of the Trophy Club Drive and Trophy
Lake Drive intersections which would be eligible for the program and may be interested
in participating
• If the EDC 4B Board wishes to help subsidize some of the costs of participation in this
program by eligible businesses, there are many ways to accomplish that with funds
available within the current budget
• The following Snapshot provides options to consider. These options are based on the
assumption that four businesses will participate in a single sign, on one side of SH 114,
at one intersection, and that the first year will be prorated to include only a 6 month
time period.
1. Option 1 provides that EDC 4B pays the initial $150 mainlane sign installation
fee, the $125 per logo plaque for four participating businesses, and nothing else
The cost to EDC 4B in the first year = $650
The cost to each business in the first year = $700
The cost to the EDC 4B each subsequent year = $0
The cost to each business in each subsequent year = The annual fee assessed of
$1,400
2. Option 2 provides that EDC 4B pays the same costs as in Option 1, but also adds
50% of the prorated annual fee for each business in the initial year
The cost to EDC 4B in the first year = $2,050
The cost to each business in the first year = $350
The cost to EDC 4B each subsequent year = $0
The cost to each business in each subsequent year = The annual fee assessed of
$1,400
3. Option 3 provides that EDC 4B pays for the same costs as in Option 2, but also
adds 50% of the annual fee for each business in every subsequent year
The cost to EDC 4B in the first year = $2,050
The cost to each business in the first year = $350
The cost to EDC 4B each subsequent year = $2,800
The cost to each business in each subsequent year = $700
4. Option 4 provides that EDC 4B pays the initial $150 sign installation fee, the
$125 per logo plaque for four participating businesses, and the entire prorated
annual fee for each of the four participating businesses in the initial year, but
does not continue to subsidize annual fees for any subsequent years
The cost to EDC 4B in the first year = $3,450
The cost to each business in the first year = $0
The cost to EDC 4B each subsequent year = $0

• There is the ability to further analyze cost options depending on the number of eligible
businesses interested in participation, the percentage in which EDC 4B may wish to
subsidize each of the 3 costs associated with the program, the percentage in which EDC
4B may wish to subsidize future year costs, etc.
Further information on this program will be given at the EDC 4B Regular Meeting on April 14,
2014.
