The Economic Development Corporation 4B of the Town of Trophy Club, Texas, met in Regular
Session on February 10, 2014. The meeting was held within the boundaries of the Town and
was open to the public.

Call to order and announce a quorum at 7:03 p.m.

REGULAR SESSION
1. Discuss and take appropriate action regarding the November and December 2013
Financials.
Director Brod made a motion to adopt the Financials as presented and Director Weaver
seconded. Motion passed unanimously.
2. Discuss and take appropriate action regarding the January 13, 2014 Minutes.
President Hicks requested a spelling correction in the January 13, 2014 Minutes. Director Conn
made a motion to approve the Minutes as corrected by President Hicks and Director Brod
seconded. Motion passed unanimously.
3. Update and discussion regarding the upcoming Trophy Club Business Meet and
Greet event.
Economic Development & Marketing Coordinator Alora Wachholz provided an update regarding
the Business Meet and Greet event scheduled for February 20, 2014. Director Conn requested
that attendee information profiles be sent to the EDC 4B Board on the Tuesday prior to the
event. The Board discussed the event agenda and presentation for the event attendees.
4. Discuss and take appropriate action regarding Strategic Planning.

Staff presented the new outline for the Strategic Plan as directed by the Board at a previous
meeting. The Board indicated a few minor changes in verbiage were necessary and requested
staff review further. The Board requested that further information regarding the Action Plan
portion of the Strategic Plan be provided at the next EDC 4B meeting. No action was taken on
this item.

The mission of the Trophy Club EDC 4B is to proactively enact and support initiatives focused around specific key strategic priorities which
will encourage and foster the future economic strength and diversity of the community through the economic vitality of local business.
1. RETAIN & MAINTAIN EXISTING BUSINESS
• Invest directly in existing businesses
o Market availability of funds
o Enact shop local promotions and initiatives
o Provide broader regional marketing
o Help existing businesses better utilize regional
& State resources
o Initiate direct interaction between the EDC 4B
Directors and local businesses

Business Spotlight:
Details: The online Business Spotlight will go live on the first day of each month, beginning on April 1,
2014. Businesses will be featured on a first-come, first-served basis. Eligible businesses for this program
must operate a primary location or office within the Town limits and must generate sales tax dollars
which are paid to the community. Residential businesses wishing to participate in this program must
provide a copy of their most recent sales tax payment receipt or proof of exemption. Spotlighted
businesses will be invited to introduce themselves before the Council and Public at a Council meeting
during their featured month, but in the event that a representative from that business is unable to
attend, a Town staff member will provide a brief introduction of the featured business to the Council
and Public. The Spotlighted business will also be invited to attend their featured month’s EDC 4B
meeting to meet the Board and speak about their business.
Businesses will be expected to provide the Town with an electronic, usable form of their
business logo. Any accompanying material, such as business logos, photos, menus, coupons, employee
pictures, etc. submitted by a business for use in the Business Spotlight shall be approved for use by the
Town in any and all promotional and public marketing.
Information that has been provided to the Town by a business for use in the Business Spotlight
and accompanying marketing initiatives must to be current and accurate at the time of being publicly
posted and any question as to the validity, legality, or accuracy of that information will not be of the
responsibility of the Town of Trophy Club or its employees to respond to, but of the featured business
representative presenting said information as honest and accurate. Any information provided during the
interview will be considered public information and will be subject to public disclosure. Should
information presented in a Business Spotlight feature be determined to be false, misleading,
inappropriate, or otherwise not in the best interest to continue to promote, that information will be
removed from promotion on the Town website and TC Exchange blog and no guarantee will be made for
compensatory marketing time to be provided in order to recoup any lost time that may have resulted.
No business is guaranteed the right to remain featured in the Business Spotlight for any specific period
of time. The intention of the Spotlight is for each business to be given a single month of the year for
additional promotional opportunity on the Town website, however, no distinction will be made as to
which business shall be promoted in any particular month, and no compensatory measures will be taken
to regulate the differing number of days within any given month of the year, as compared to others.
Therefore, a business featured in a month with 28 days will not receive any additional promotion over a
business featured during a month with 31 days.
Businesses will not be required to provide coupons or special discounts to residents for their
services in order to be featured in the Business Spotlight and businesses that do offer discounts and
coupons will not be given any priority or privilege over those who do not. Town staff will in no way be
allowed to accept from featured businesses: discounts, coupons, merchandise, free services, money, or
other incentives extraordinary to those already provided publicly to the residents of Trophy Club
through the featured Spotlight.
Notice: The Trophy Club Business Spotlight Program is a new initiative developed by the Town,
thus will likely evolve and change over time. As part of the evolution of this program, there may well be
future opportunities granted to featured businesses which had not yet been identified or available to
previous spotlighted businesses. The Town and EDC 4B Board sincerely offers their full commitment to
positively promote and support local businesses participating in this program in those ways in which
they are capable of doing at that given time in which a business is featured.

Businesses will not be barred from signing up to participate in the Spotlight program more than
once; however, a full 12 months must occur between repeated business features. No businesses will be
excluded from representation through this Spotlight Program, except those which are illegal, do not
generate sales tax, do not legally pay sales tax, or those which are exempted from paying taxes due to
being a religious, public, or educational organization.
Should a business fail to complete an interview or should there be some unforeseen situation in
which it is not possible to post a business spotlight on the first of a month, the previous month’s
featured business will be removed and a general placeholder blog promoting the Business Spotlight
program and the value of shopping locally will be published until either the unforeseen circumstance is
remedied OR until the next monthly Spotlight. Note: Businesses that are in line to be featured in the
Spotlight but who fail to complete an interview or provide other key information needed in order to
create a blog article and adequately promote them as a Spotlighted business, will be denied the
opportunity to be a featured business for the month in which they were intended to be marketed. In
place of these businesses, the general placeholder blog will stand until the 1st of the following month
when the next business in line will be featured. Businesses who fail to provide adequate and timely
information in a manner that allows them to be featured in their identified feature month can resubmit
for the Business Spotlight.
If a business on the first-come, first-served waiting list go out of business, relocate outside of the
Town limits, or no longer wish to be an upcoming featured business, they can be removed from that list
by Town staff and all subsequent businesses will move forward a month, into the open spot; unless
there is less than 2 months of time between the removal of a business from the list and their featured
month, in which case the general placeholder blog will be planned for during that month, so as not to
overly extend the following spotlighted business and/or Town staff.
Purpose: The purposes of the Trophy Club Business Spotlight program are to:
o Promote and support the local businesses that exist in the Town of Trophy Club community
o Bolster resident awareness of the businesses located locally that they may not have otherwise
known about
o Increase communication and connectivity between the Town of Trophy Club, the Economic
Development Corporation (EDC) 4B Board, and local business owners, managers, and
representatives
o Strengthen the economic health of the community and the local businesses of Trophy Club by
encouraging patronage of Trophy Club businesses, resulting in increased profits and additional
sales tax dollars
o Provide a free mechanism for promoting and marketing local businesses by exposing the visitors
of the Town’s website, social media accounts, listserv accounts, etc. with value-rich information
pertaining to Trophy Club businesses
o Build a sense of identity and ownership by residents for the community through becoming
aware and learning about those businesses which exist locally
o Educate residents about the value and direct benefits to the community of shopping locally

Timeline: By the 15th of the prior month of feature, a business will be announced before the EDC 4B
Board, notified that they will be the upcoming featured spotlight, and a meeting will be set up either in-
person or via phone to conduct a short interview for the purposes of a TC Exchange article that will
accompany the Spotlight. On the first of each month, a new featured business will go live in the Business
Spotlight portion of the website and the TC Exchange blog.
Business Spotlight goes Live
Announce Spotlight business for 2 months ahead (Ex: April 14- Announce for June Spotlight), AND allow
current featured business to introduce themselves before the EDC 4B Board
Have interview completed for following month’s featured business, including all additional materials,
AND have notified Spotlight business for 2 months ahead and set up interview date (Ex: April 15- Have

Spotlighted business)

Interview: The following basic questions will be asked as part of the interview; however, each business
offers unique considerations and additional questions may be necessary.
1. What is the contact information for your business?
2. What are the hours of operation for this business?
3. What kind of business is this/what do you do/sell/offer?
4. Do you have any other locations outside of Trophy Club?
5. Do you have any accompanying material (such as a menu, service list, promotional coupons for
residents, etc.) that you would like to include as part of this Spotlight?
6. What is (are) the owner(s)/Manager(s) name(s), email(s), and phone number(s)? --for Town use
7. How long has this business been in Trophy Club?
8. What made you decide to open this business in Trophy Club?
9. What does an average day look like in your business?
10. What makes your business unique?
Follow-up: In order to measure the success of this program, a follow-up plan is essential to determine
if the Business Spotlight is working and where it needs improvement. Follow-up will occur in three ways:
1. During the month in which a business is featured, contact will be made with the business (either
via email, phone, or in person) to check in about any immediate assistance or clarification that
may be required in this initial phase of the active Spotlight feature.
2. Contact will be made during the month following the end of the spotlight (ex. A business
featured June 1-30 would be contacted at some point between July 1-31) to thank the business
contact for their participation in the program and to request the completion of a brief
questionnaire and any brief, verbal feedback that they may have in the immediate time after the
feature has ended. (A questionnaire will be designed for this purpose and added to this plan)
3. Once per year, beginning in December, 2014, businesses who have participated in the Business
Spotlight during the previous months will be sent a survey for completion regarding their
experience with the program during the pre-feature phase, the month of feature, and the
months which have followed. (A survey will be designed for this purpose in the upcoming
months and added to this plan)

Signing Up: At the beginning of this program, there has already been a local business who has inquired
about signing up for the Business Spotlight program. According to the first-come, first-served structure
that the spotlight policy outlines, this would be the first featured business in the Spotlight. During the
initial month that the Spotlight is enacted, Town staff will take it upon themselves to further solicit
interest by other local businesses in the program, by using the launch of the Spotlight to provide
information on how a business can sign up to go on the list, what the benefits are, and who to contact
for further information. After this, solicitation of businesses interested in participating in the program
will be undertaken only when the waiting list drops to less than 6 month’s worth of featured businesses.
Those parties interested in signing up should simply contact the Economic Development & Marketing
Coordinator of the Town to discuss their interest, at which point it will be acknowledged that a business
has been placed on the list and will be notified once their “turn” has come up. At any point that a
business wishes to know when they are expected to be featured, a representative would be encouraged
to contact the ED Coordinator and simply request. The ED Coordinator, nor any other Town staff, will be
at liberty to disclose any other local businesses that are on the list to participate but have not been
officially announced at a monthly EDC 4B Board meeting.
