The Economic Development Corporation of the Town of Trophy Club, Texas met in a regular
session Monday, July 14, 1997. The meeting was held within the boundaries of the Town and
was open to the public.

President Robert Burns called the meeting to order and announced a quorum at 7:07 p.m.
APPROVE MINUTES OF JUNE 9, 1997 MEETING:
Director Carter moved to accept the minutes of the June 9, 1997 meeting as written. Director
Cates seconded; motion passed with Directors Burns, Christlieb, Carter and Cates voting to
accept and Director Heath abstaining.

REVIEW TCEDC FINANCIAL STATEMENTS ENDING JUNE 30,1997:
Director Christlieb moved to approve the financial statements as written. Director Heath
seconded; motion passed unanimously.
PRESENTATIONS FROM:
PLANNING AND ZONING DEPARTMENT
No presentation from this department.
DISCUSS AND CREATE A BUDGET DRAFT:
During the discussion concerning the creation of budget items, President Burns mentioned the
specific request from the Public Relations Committee for funding for their brochure, and the
request from Chief of Police, David Miller for funding for the D.A.R.E. program, no other
specific requests have been received.
President Burns would like to budget for packet materials and binders and paper for permanent
minute/agenda records.
Director Christlieb presented a proposal to the Board ( see attached proposal) for a Recreation
Director. Following discussion, President Burns asked Director Christlieb to pursue this idea and
present figures and further suggestions to the Board sometime around the end of this year.
Director Heath suggest that the Town use this corporation as a supplemental income source.
Director Cates suggested to the Board to let the other departments set their budgets and when the
dust settles, then set the TCEDC budget.
Director Engelbeck pointed out to the Board the Mission Statement states to create a strategy,
not create a budget.
UPDATE ON THE WEB SITE:
Director Garlitz gave a 25 minute Web Site demonstration to the Board.

OTHER BUSINESS:
Following discussion, Director Heath moved to purchase the binder and paper for permanent
minute/agenda records. Director Cates seconded; motion passed unanimously.
ADJOURN:
The next meeting will be Monday, August 11, 1997.
Director Cates moved to adjourn at 8:48 p.m. Director Carter seconded; motion passed
unanimously.

Proposal
July 14, 1997
Since there is widespread support for the idea of providing greater recreational
opportunities for children in the Town of Trophy Club; and
Since the Town does not at present offer a summer recreational program for children;
The TCEDC recommends that a portion of the city sales tax funds be used to hire a
Recreation Director, with responsibility for designing and coordinating recreational
activities for children for the summer of 1998.
COMMENTS:
The Director could be hired on a temporary basis, from say March through August
so that the Director could both plan and implement an initial program in 1998.
The Director would be expected to have expertise in planning and coordinating
recreational activities for children, obtained either through experience or through
educational background.
If the position is initially filled on a temporary, trial basis, we might be able to hire
an "intern" from among juniors or seniors in a college recreation degree
program. But with luck we might be able to find someone with more experience
who dust wants a temporary slot. If a recreation student is hired, the position could
perhaps be part-time from March until the spring semester ends, and then full time
through the summer.
The Town might also consider providing funding for the Director to pay two or
three local high school students as assistants when the program is implemented.
Perhaps the Parks and Recreation would agree to take on the task of interviewing,
hiring, and overseeing the Director, while our committee providing them the money
for the project.
